CITY COUNCIL MINUTES
REGULAR COUNCIL MEETING - MAY 12, 1994
A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on May 12,
1994 at 6:00 P.M.

The meeting was opened with invocation by Pastor Roger Greenwalt,
First Baptist Church of Grand Terrace, followed by the Pledge of
Allegiance led by Councilmember Hilkey.

ITEMS TO ADD OR DELETE
Council concurred to postpone Item 9A. (City
Manager Performance Evaluation) to the May 26, 1994
City Council Meeting.
SPECIAL PRESENTATIONS
2A. Proclamation - "Water Awareness Month" May 1994
Mayor Matteson read a proclamation declaring the
month of May 1994 as "Water Awareness Month."
2B. Water Awareness Poster Contest Awards
The Principal of Terrace View Elementary School,
Maryetta Ferre, indicated that Riverside Highland
Water Company, which adopted the Elementary School,

sponsors the Water Awareness Poster Contest. She
explained that first and second place winners were
selected from each grade level, with one poster
selected as the Grand Champion poster winner. She
presented the awards.
Rich_ Haubert, Riverside Highland Water Company;
presented the overall winner, Christopher Fabrizio,
with a $100 savings bond. He thanked the Colton
Joint Unified School District for the Adopt -a -
School program and thanked the children who
participated in the program and the poster contest.

Mayor Matteson opened discussion to the public,
there being none, he returned discussion to
Council.
ORAL REPORTS
5B. Council Reports
Mayor _Matteson, indicating that citizens had
complained that B.F.I. dumps garbage and
recyclables together into the same truck, explained

that B.F.I. is experimenting with a month -long
pilot program where all disposables are thrown
together and separated by an Ontario recycling
company. He remarked that the garbage is placed on
a conveyor belt and sorted. He commented that the
company is examining the cost of the program and
related that if the program is not cost-effective,
the company will return to separating the
recyclables during the pick up. He indicated that
he will inform the public of the project's
progress.
Mayor Pro Tem_Carlstrom, clarified that trash and
recyclables are still being collected by different
trucks and encouraged citizens to continue
separating their recyclables. He speculated that
B.F.I. will report on the results within a few
weeks. He indicated that the sidewalk installation
on Mt. Vernon in front of the convalescent hospital
is nearly complete, adding that about 100' feet
remains. He questioned how the sidewalk was funded
and inquired when it would be completed.
City Manager Schwab, responded that the City
submitted the sidewalk project to the Community
Development Block Grant program during the past two
years, but it was rejected. He explained that the
City utilized two sources for the funding: (1) the
SANBAG curb -cut program and (2) the general Gas Tax
Fund, which can be used for sidewalk installations.
He asked what portion still needs to be completed.
Mayor Pro Ten Carlstrom, replied that the sidewalk
needs to be finished in front of the Mail Mart on
Mt. Vernon.
City Manager Schwab, stated that the City does not
have any plans to install a sidewalk in front of
the Mail Mart but added that the City will
investigate the matter. He indicated that the City
has sufficient funds to pave that area.
Mayor Pro Tem Carlstrom, suggested that the City
install a sidewalk on that section of the street.
City -Manager Schwab, explained that the City plans
to repair curbs, gutters, and sidewalks that are
lifted and cracked as part of the Site and
Architectural Barrier project and asserted that he

will examine including the Mail Mart location for
completion.
Mayor Matteson, reported that a portion of the area
at Vivienda and Mavis has been uplifted,
interfering with drainage. He requested that the
City Manager also examine that location for repair.
Mayor Pro Tem Carlstrom, remarked that the
installation reception for Judge Ron Christianson
was well attended.
Councilmember Sin le , apologized for his
tardiness. He added that he would leave soon to
represent the City of Grand Terrace and the
Sheriff's Department at a retirement dinner for
Assistant Sheriff Tom Wickum, who served the
Sheriff's Department for thirty-one years. He
stated that he will present Mr. Wickum with a
plaque from the City. He reported that on
Saturday, May 14, 1994, he will represent the City
for the Support Our Law Enforcement (S.O.L.E.)
caravan. He explained that the caravan is the
kick-off for Blue Ribbon Week. He added that Dr.
George Fishbeck will be a part of the caravan that
will terminate at the Colton Wal Mart. He invited
citizens to attend the event at the Wal Mart from
10 a.m. to 4 p.m.
Councilmember Hilkey, thanked the staff for the
construction of the sidewalk and expressed his
belief that the staff is sensitive to the needs of
the community. He reported that he received no
phone calls from residents regarding sand in the
water. He commented that Irene Mason is active in
the Friends of the Library organization and the
Historical and Cultural Committee, adding that she
is also involved with the local Community Concert
Association. He praised the selections of the
Association and invited the public to contact the
concert promoters in San Bernardino at 885-7969 or
call Ms. Mason at 783-1484. He added those who
call the Association should mention Ms. Mason's
name to receive a special rate. He added that the
concerts are formal and of a high calibre.
Councilmember Sinalley_, commented that Mayor
Matteson attended the Historical and Cultural
Committee sponsored Art Show in Grand Terrace on

Transportation Improvement Plan (RTIP
CC-94-52 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM
CARLSTROM, CARRIED 3-0-2-0 (COUNCILMEMBERS SINGLEY AND
BUCHANAN WERE ABSENT), to approve the revised priority
recommendations for the 1996-2001 RTIP, with the number
one priority being the Barton Road/I-215 bridge.
8B. Transfer Excess Community Development Block Grant Funds
from Senior Center Expansion Projects (FY 1992-93 & FY
1993-94) into Park Playground Surfacing Project Fund
CC-94-53 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 3-0-2-0 (COUNCILMEMBERS
SINGLEY AND BUCHANAN WERE ABSENT) , to transfer $51, 662 .33
from the CDBG Senior Citizen Center Fund into an account
to purchase new ADA accessible park playground surfacing
at Terrace Hills Park.
Mayor Matteson requested that staff update the City's
population signs.
8C. Grand Terrace Participation in the Summer Youth
Employment Training Program SYETP
CC-94-54 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM
CARLSTROM, CARRIED 3-0-2-0 (COUNCILMEMBERS SINGLEY AND
BUCHANAN WERE ABSENT), to authorize participation in the
San Bernardino County Summer Youth Employment Training
Program (SYETP) for the summer of 1994 and to authorize
the City Manager to execute all required agreements and
affidavits.
8D. Schedule Budget Meetings
Council concurred to hold the Budget hearings on May 31,
1994 and June 1, 1994 at 5:30 p.m.

ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 6:47
p.m., until the next Regular CRA/City Council Meeting,
which is scheduled to be held on Thursday, May 26, 1994.
