HomeMy WebLinkAbout05/26/1994CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - MAY 26, 1994 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 26, 1994 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Joann Lombardo, Interim Community Development Director John Harper, City Attorney Joe Kicak, City Engineer Lt. Rodney Hoops, Sheriff's Department ABSENT: None The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - April 1994 Mayor Matteson announced that the Eberlain family of 22722 Miriam Way are the recipients of the April 1994 Recycling Family of the Month Award and of local merchant gift certificates from Flowers by Yvonne, Dimitri's Restaurant, and the Food Connection. CONSENT CALENDAR CC-94-55 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to approve the remainder of the Consent Calendar with the removal of Item F. Council Minutes - 05/26/94 Page 2 A. APPROVE CHECK REGISTER NO. 052694 B. RATIFY 05/26/94 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 05/12/94 MINUTES E. RESOLUTION AUTHORIZING THE SUBMITTAL OF THE LOCAL TRANSPORTATION FUND (LTF), ARTICLE 3 CURB -CUT REIMBURSEMENT CLAIM ITEMS REMOVED FROM CONSENT CALENDAR 3F. Request Authorizationto go to Bid for Abatement of Nuisance and Health and Safety Hazards CC-94-56 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to authorize staff to advertise for public bids for abatement of Project Site C (22872 Main Avenue), as well as to appropriate funding for abatement of Project Sites A and B (12581 Mirado Avenue and 11881 Preston Street). PUBLIC COMMENT Dick Rollins, 22700 DeBerry Street, Grand Terrace; reported that Dunn -Edwards supplies the City with beige paint to cover graffiti. He reported that he cleaned the telephone booth in front of City Hall, adding that he purchases chemicals to use to remove graffiti on street signs. Mayor Matteson, questioned whether there has been an increase in graffiti locally. Dick Rollins, 22700 DeBerry Street, Grand Terrace; responded in the negative, adding that the maintenance crew removes the graffiti as quickly as possible. He indicated that the beige paint does not match the color of the curbs. He reported that he witnessed an individual defacing the restroom walls at Terrace Hills Community Park and pursued him across Terrace Hills Junior High School but was unable to catch him. He added that he spoke with the school principal and remarked that they believe they know the identity of the perpetrator. He expressed concern that Pico Park will be a target for taggers. Council Minutes - 05/26/94 Page 3 Mayor Matteson, thanked Mr. Rollins for his graffiti abatement efforts. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 04/11/94 CC-94-57 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Crime Prevention Committee Minutes of April 11, 1994. 2. Emergency Operations Committee (a) Minutes of 01/18/94 and 04/19/94 CC-94-58 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to accept the Emergency Operations Committee Minutes of January 18, 1994 and April 19, 1994. 5B. Council Reports Mayor Matteson, reported that he and the City Manager attended the quarterly Mayors and City Managers meeting on Wednesday, May 25, 1994. He explained that the financial status of local and state government was discussed and related that the state will raid city budgets again this year, leaving cities in a poor financial condition. He remarked that the state will compile a temporary budget and will not complete the actual budget until January 1995, well after the 1994 elections. Stressing that the state is operating with a large deficit and has raided city and county funds to balance its budget, he indicated that the state recently awarded itself a 37% wage increase. He expressed pessimism about the financail future of California'a cities and counties. He surmised that the state is suffering financially because the number of income producing citizens has declined, adding that the welfare load has increased. He stated that a few years ago there were nine working people for every person receiving welfare assistance; however, there are now only six working people for every welfare recipient. He speculated Council Mintites - 05/26/94 Page 4 that in a few years there will only be three working persons supporting each welfare recipient. Mayor Pro Tem Carlstrom, announced that he attended the League of California Cities Executive Committee meeting on Wednesday, May 25, 1994. He indicated that the Committee expressed concerns about the budget, adding that the Committee discussed rolling over several million dollars into next year's budget. He expressed the desire that the City maintain enough reserve to remain solvent through the coming years. He reported that he attended the goundbreaking ceremony for Colton's new County Hospital, expressing optimism about the Hospital's financial impact on the region. He praised the ceremony and remarked that the facility installation cost $672 million dollars. He indicated that the project will represent an investment of $2.2 billion once it is completed. Councilmember Buchanan, stated that he attended the League of California Cities Conference in Sacramento, remarking that since Grand Terrace is small, it depends on the League to represent the City's interests in Sacramento. He expressed satisfaction that he was able to spend time with several officials at the League as well as city officials from neighboring communities such as Riverside, Temecula, Perris, and Moreno Valley. He reported that he attended sessions on the Brown Act and conflict of interest requirements in addition to sessions focusing on recent developments in landuse and city finances. He indicated that he will circulate Conference information among the staff. Councilmember Singleey., reported that he participated in the Support Our Local Law Enforcement (S.O.L.E.) caravan, adding that television personality Dr. George Fischbeck was in attendance in addition to Police Chiefs from many regional cities. He explained that the caravan traveled from Ontario to Rialto, terminating at the Colton Wal Mart. He commented that the event was well attended. Councilmember Hilkev, indicated that he helped with the Colton/Grand Terrace Little League prize drawing and announced that Mary Bixter of Grand Terrace won $100 and Freddy Chavez won a free oil council Minutes - 05/26/94 Page 5 change from Goodyear. He added that the $500 Grand Prize winner lives in Upland. Commenting that he met with a group of citizens who are concerned about graffiti, he remarked that City Manager Schwab indicated that although graffiti is increasing in the City, the City is working harder to eliminate it. He reported that the City offers a $500 reward for information leading to the arrest and conviction of a tagger, adding that two well- known taggers have moved into the area. He revealed that the Sheriff's Department is developing a network to track the movements of taggers. He suggested that staff advertise the $500 reward but stessed that the identity of anyone reporting a tagger will be kept confidential. Lt. Hoops . stated that the tagger in question has been reported to a local detective who contacted the Riverside Police Department and is now actively investigating that individual. PUBLIC HEARINGS 6A. TTM-88-02R2 E-94-05 Tentative Tract May 14078 Kar er Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. CC-94-59 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to adopt a Resolution approving TTM-88-02R2/E-94-05 (Tentative Tract Map 14078) subject to the following conditions: I. The applicant shall construct a six foot high, solid decorative block wall around the perimeter of Lot 1 and the west side of the easement. Additionally, avocado trees shall be planted around the outside perimeter of the wall. Spacing, size and specific variety of trees shall be with the approval of the Community Development Director. Maintenance of the trees, erosion and weed control on slopes adjacent to the block wall for lots 9, 10, 12, 13 & 14 shall be the responsibility of Riverside Highland Water until the lots are fully developed and sold. These items will then be maintained by the respective property owners. In Phase I, the applicant shall be allowed to construct a chain link fence on the east side of the reservoir site and to the west of the access road easement at the easterly boundaries of Council Minutes - 05/26/94 Page 6 Tentative Tract Map 14078, instead of a block wall, until development to the east occurs. Location of the chain link fence shall be correctly shown on the Final Map. At that time, Riverside Highland Water will construct a six foot high solid decorative block wall in place of the chain link fence. 2. The reservoir tank shall not extend higher than six feet above the required six foot high block wall. At the time of entire water tank structure repainting by proper owner of Lot 1, a color sample shall be approved by the Community Development Director. Maintenance of the tank and site shall be the responsibility of Lot 1 of Phase 1 owner, Riverside Highland Water. 3. Maintenance of the wall to be the responsibility of owner of Phase 1 (Riverside Highland Water Company). All graffiti removal from block wall in Phase 1 (Lot 1) shall be the responsibility of the Phase I - Lot 1 owner (Riverside Highland Water Company). 4. Compliance with the City Engineer's requirements in their memorandum dated April 12, 1994, attached as Attachment D. 5. Compliance with the Fire Warden's requirements in their memorandums dated April 15, 1993 and amended, as well as April 14, 1994, attached as Attachment E. &. Compliance with the State of California Department of Water Resources requirements in their memorandums dated May 4, 1993 and April 7, 1994, attached as Attachment G. 7. Compliance with the Riverside Corona Resource Conservation District requirements in their memorandum dated April 13, 1994, attached as Attachment H. 8. Pull appropriate demolition permits for demolishing and removal of all irrigation structures or facilities. 7 Council Minutes - 05/26/94 Page 7 6B. First Reading - An Ordinance of the City Council of the City of Grand Terrace Approving SP-94-01_ SA-94-03, LL- Church and School Site Mayor Matteson opened discussion to the public. Jerry Cole, applicant; explained that there is access to the site from Center City Court and spoke in favor of the project. Mayor Matteson returned discussion to Council. Councilmember Singley indicated that he will abstain due to a potential conflict of interest from owning property adjacent to the church. CC-94-60 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-0-1 (COUNCILMEMBER SINGLEY ABSTAINED), to approve the first reading of the Ordinance approving SP-94-01, SA-94-03, LL-94-02, and E- 94-06, associated Negative Declaration, to accommodate an educational center within an existing church and school site. NEW BUSINESS 8A. Review of Crime Prevention Committee Objectives CC-94-61 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to appoint Councilmembers Herman Hilkey and Jim Singley to an Ad Hoc Committee to meet with the Crime Prevention Committee and other City committees as necessary to review and recommend modifications to the committee's policy. 8B. Landscaping and Street Lighting District 89-1 FY 1994-95 Levy of Assessment CC-94-62 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to adopt the Resolution ordering the preparation of Plans, Specifications, Cost Estimates, Diagrams, and Assessments (Engineer's "Report"); to adopt the Resolution approving the Engineer's "Report;" to adopt the Resolution of Intention to provide for annual levy and collection of assessments; and to set the Public Hearing for July 14, 1994. Participation in Develo ment of an East Valle Transportation Demand Forecast Model CC-94-63 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to authorize execution of the Agreement enabling Grand Terrace to participate in the development and maintenance of an East Valley Transportation Demand Forecast Model. CLOSED SESSION 9A. City Manager Performance Evaluation Mayor Matteson reported that Council went into Closed Session to conduct the annual performance evaluation of City Manager Schwab. No announcements were made. ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 8:15 p.m., until the next Regular CRA/City Council Meeting, which is scheduled to be held on Thursday, June 9, 1994.
