PRESENT: Byron Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Bernard Simon, Finance Director Joann Lombardo, Interim Community Development Director Joe Kicak, City Engineer Lt. Rodney Hoops, Sheriff's Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God, followed by the Pledge of Allegiance led by Councilmember Hilkey. Resolution Adjusting the Titles for the City Employees CC-94-100 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to adopt the Resolution rescinding Resolution No. 93-21 and adjusting the titles for the employees of the City of Grand Terrace. PUBLIC COMMENT Dick Rollins, 22700 DeBerry Street, Grand Terrace; reported that the Crime Prevention Committee meeting will be held at 6:00 p.m. on Monday, June 13, 1994. He added that Councilmembers Hilkey and Singley will attend that meeting to review the Committee's function. He stated that City Manager Schwab agreed to participate in the dunk tank at the Grand Terrace Days Fair. He thanked Mayor Pro Tem. Carlstrom for donating $60 for the purchase of a variety of colored paint for graffiti abatement. I council Minutes -- 06/09/94 Page 3 Mayor Matteson, questioned who was removing the graffiti. Dick Rollins, 22700 DeBerry Street, Grand Terrace; replied that he was abating the graffiti but added that the City's maintenance crew also removes graffiti. City Manager Schwab, explained that Mr. Rollins supervises the work release crews on the weekends, and they work to remove graffiti. Dick Rollins, 22700 DeBerry Street, Grand Terrace; complimented the City's maintenance crew for their prompt removal of graffiti and requested rags from the public for graffiti removal and paint clean-up. He suggested that rags be collected at City Hall. Reiterating his praise for the City's maintenance crew, he reported that the facilities at Terrace Hills Community Park have been vandalized repeatedly. He announced that the City offers a $500 reward for information leading to the arrest and conviction of a tagger. Councilmembe_r Hilkey_, praised the vigilance that Mr. Rollins has shown in his graffiti abatement efforts. Mayor Matteson, introduced new Assistant City Manager John Donlevy. ORAL REPORTS 5A. Committee Reports 1. Historical and Cultural Committee (a) Minutes of 05/02/94 CC-94-101 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to accept the Historical and Cultural Committee Minutes of May 2, 1994. 2. Parks and Recreation Committee (a) Minutes of 05/02/94 CC-94-102 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to accept the Parks and Recreation Committee Minutes of May 2, 1994. COuncil Minutes - 06/09/94 Page 4 5B. Council Reports Mayor Matteson, announced that the Grand Terrace Days Parade will begin at 9 a.m. and will travel east on Barton Road, south on Mt. Vernon, and east on DeBerry. He remarked that actress Anne Jeffreys will be the Grand Marshal and will be at the Fair after the Parade to sign autographs. He indicated that he will ride in the Parade in the Wells Fargo stagecoach. He expressed excitement about the event and invited everyone to attend. Mayor Pro Tem Carlstrom, reported that the Grand Terrace Days festivities began with a Lion's Club pancake breakfast at 7 a.m. Sunday, June 6, 1994. He added that the breakfast ended at 10 a.m. and expressed delight at the number of people in attendance. He also commented that there was a display at Fire Station No. 23. He indicated that the Parade and Fair will culminate the Grand Terrace Days celebration and explained that the event has been a City tradition for the past 10 years. He reported that he attended the June SANBAG meeting, adding that his purpose was to lobby for additional funds for the I-215 improvements. He commented that SANBAG requested that Grand Terrace participate in 35% of the total cost of the project studies but indicated that the cost would be prohibitive for the City. He added that there was no quorum at the meeting when the issue was presented but stated that it will be reviewed at the July meeting. He suggested that Grand Terrace correspond with the other member cities and the SANBAG supervisors to foster support for Grand Terrace. He added that the funds in question affect the cities of Colton, San Bernardino, and Grand Terrace. He stated that he attended the budget session for SANBAG on Wednesday, June 8, 1994, indicating that only $39,000 has been budgeted for the environmental study of the I-215 corridor. Revealing that Caltrans has funding for the project, he related his intention to meet with Ken Steele of Caltrans to ascertain the extent of the project along the section of the I-215 freeway that borders the City. He remarked that the corridor in question will affect the City from Washington Street south to the San Bernardino County boundary. He stressed the importance of lobbying SANBAG. I council. Minutes - 06/09/94 Page 5 Councilmember Sin le , indicated that he also attended the pancake breakfast in addition to the Advocate School and Child Care Center Open Houses as part of the Grand Terrace Days festival. He added that at the pancake breakfast the City and the Sheriff's Department presented a plaque to the Lion's Club in recognition of the Club's contribution to the community and the City. He reported that Sheriff -elect Gary Penrod was in attendance at the breakfast and expressed delight that so many people attended the event. Councilmember Buchanan, revealed his plan to attend the Grand Terrace Days Parade and Fair on Sunday, June 12, 1994 and related his belief that the event will be entertaining. He also expressed satisfaction with the pancake breakfast. UNFINISHED BUSINESS 7A. Landscape and Lighting District 89-1 Annual Levy of Assessment Mayor Matteson indicated that this item is for the purpose of answering questions from the public. Discussion was opened to the public, there being none, he returned discussion to Council. 7B. Second Reading - An Ordinance of the City Council of the City of Grand Terrace Approving SP-94-01. cn_oA_ni r.r._od_n,3 m.,ri F_od_nti Aaanr+iatcA Center Within an Existing Church and School Site Councilmember Singley indicated that he will abstain due to a potential conflict of interest from owning property adjacent to the church. CC-94-103 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 4-0-0-1 (COUNCILMEMBER SINGLEY ABSTAINED), to adopt the Ordinance approving SP-94-01, SA-94-03, LL-94-02, and E-94-06, associated Negative Declaration, to accommodate an educational center within an existing church and school site. Discussion of Em to ee Comnensation Pursuant to Government Code Section 54957.6 Mayor Matteson reported that Council went into Closed Session to discuss employee compensation pursuant to Government Code Section 54957.6. CC-94-104 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the following employee benefits for FY 1994-95: 1. To provide each employee with a $50 cash bonus on his or her birthday in addition to a birthday card signed on behalf of all councilmembers. 2. To implement a program to buy-out sick leave at the end of each calendar year from any full-time regular employee who has taken 40 hours or less of sick leave during the calendar year, ending December 31 of each year. An eligible employee will be entitled to buy-out up to 40 hours of unused sick leave; however, in no case shall such buy-out reduce an employee's accumulated sick leave balance below 192 hours. No prorations shall be made for employees terminating on or before December 31 of the calendar year. Each eligible employee must fill out a Sick Leave Buy -Out Form, which is to be approved by the City Manager, during the first week of January. Sick leave conversion to vacation time will be eliminated. 3. To implement a program to provide each employee with the option of converting up to 5% of the unused Cafeteria Plan to a cash addition to his or her payroll.
