06/23/1994CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - JUNE 23, 1994 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on June 23, 1994 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Bernard Simon, Finance Director Joe Kicak, City Engineer Lt. Rodney Hoops, Sheriff's Department ABSENT: Gene Carlstrom, Mayor Pro Tempore John Harper, City Attorney Patrizia Materassi, Community Development Director The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - May 1994 Mayor Matteson announced that the Jie family of 12028 Canary Court are the recipients of the May 1994 Recycling Family of the Month Award and of local merchant gift certificates from Flowers by Yvonne, Dimitri's Restaurant, and the Food Connection. 2B. Certificate of Commendation - Debra Mueller Mayor Matteson presented a Certificate of Commendation to Debra Mueller for her community service. He indicated that she helped develop the City's graffiti removal program, served on the Council Minutes - 06/23/94 Page 2 Crime Prevention Committee, was the Coordinator for Crime Busters, served as Chairperson for the Grand Terrace Days Parade, and assisted in organizing Red Ribbon Days and the Safety Fair. He reported that Ms. Mueller is relocating out-of-state. CONSENT CALENDAR CC-94-105 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0 (MAYOR PRO TEM. CARLSTROM WAS ABSENT), to approve the Consent Calendar. A. APPROVE CHECK REGISTER NO. 062394 B. RATIFY 06/23/94 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 05/31/94 AND 06/09/94 MINUTES E. RESOLUTION CALLING A MUNICIPAL ELECTION TO BE HELD NOVEMBER 8, 1994 F. RESOLUTION REQUESTING THE COUNTY TO CONSOLIDATE THE MUNICIPAL ELECTION WITH THE STATEWIDE ELECTION G. RESOLUTION ADOPTING CANDIDATE STATEMENT REGULATIONS H. AWARD PARK PLAYGROUND SURFACING CONTRACT (TERRACE HILLS) PUBLIC COMMENT Moire Huss, 22735 Raven Way, Grand Terrace; announced that 1,800 registered voters - over 25% of the registered voters in the City - have signed the petition supporting the formation of a Grand Terrace School District. She also reported that the public hearings on the issue will begin soon and speculated that the proposed Grand Terrace School District will be on the June 1995 ballot. She commended the staff of the Grand Terrace Child Care Center for their work in building a float for the Grand Terrace Days Parade. John Eliott, Executive Vice -President, Grand Terrace Chamber of Commerce; thanked Council on behalf of the Chamber for the Council's cooperation in permitting the Allen Brothers Circus to perform in the City on Friday, Council Minutes - 06/23/94 Page 3 June 17. He added that about 600 people attended the circus. He invited Council and the public to attend the Chamber's event scheduling workshop on July 9, 1994. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 05/09/94 and 06/13/94 CC--94-106 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0 (MAYOR PRO TEM CARLSTROM WAS ABSENT), to accept the Crime Prevention Committee Minutes of May 9, 1994 and June 13, 1994. Dick Rollins, 22700 DeBerry Street, Grand Terrace; reported that Councilmembers Singley and Hilkey attended the Crime Prevention Committee meeting to review the Committee's policy. He inquired regarding the problem that a Westwood Drive property owner was having with individuals accessing the adjacent private property. He indicated that Mr. Hamilton, the property owner, expressed the desire that a gate be installed to prevent public access to the adjacent property. City Manager Schwab, explained that the City is working with Mr. Hamilton and the owner of the property in question, Coast Construction. He indicated that the company has agreed to donate the cost of materials to build the gate. He added that Riverside Highland Water Company is donating welding services, commenting that the footings and posts for the gate are already complete. He stated that the gate will be finished by Saturday, June 25, 1994. Councilmember Sin le , remarked that Mr. Hamilton aired his complaint before the Crime Prevention meeting which he and Councilmember Hilkey attended. He stated that he advised Chairperson Johnson to relay the problem to the City Manager. He indicated that the proper procedures were followed, resulting in the resolution of the problem. Councilmember Hilkey, related that the Ad Hoc Committee formulated a proposed description of the Crime Prevention Committee policy. He added that the proposal will be reviewed by the Crime Prevention Committee and the Sheriff's Department and returned to Council for action. Council Minutes - 06/23/94 Page 4 5B. Council Re arts Mayor Matteson, reported that according to a letter from resident Rita Miller, only 20% of the voters in the County and 38% of the City's residents participated in the June 7, 1994 primary election. He expressed dissatisfaction with the low voter turnout and suggested that the upcoming November 8, 1994 election be highlighted in the newsletter. He announced that he received a letter from Comcast which indicates cable television rates will decrease in July. He praised the Grand Terrace Days Parade and Fair. He questioned whether the City has contacted the Riverside --Corona Water Agency regarding the free water usage survey. He added that he has received complaints regarding the excessive use of water in some areas and suggested that the City participate in the water usage survey. City Manager Schwab, responded that he instructed the Assistant City Manager to contact Herman Russell of the Riverside -Corona Water Agency to have the City's watering practices and turf selection evaluated. Councilmember Singley, reported that he and Councilmember Hilkey, serving in their Ad Hoc Committee capacity, reviewed the Crime Prevention Committee's policy and developed a proposal which was drafted by staff and returned to the Committee for review. He speculated that the proposal will be brought before Council in a month. He expressed his belief that the new guidelines will enable the committee to better serve the community. Councilmember Hilkey, indicated that he concurred with the graphic material he received from Ed O'Neal regarding how the Crime Prevention Committee should function. He reminded the residents that the new 92313 zip code becomes effective on July 1, 1994 and thanked Barbara Bayus for commentating for the Grand Terrace Days Parade. Councilmember Buchanan, expressed delight with the Grand Terrace Days activities, commended the _ volunteers who participated in the event, and indicated that he enjoyed the celebration. He stated that Comcast videotaped the parade and aired it prior to the Council meeting on Channel 3 at council Minutes - 06/23/94 Page 5 4:30 P.M. He stated that it will be broadcast again at 5 p.m. prior to the July 14, 1994 City Council meeting. He reported that the California State Department of Water Resources is circulating a Memorandum regarding the statewide legalization of grey water usage. He reported that although the state has not specifically dealt with the grey water issue in the past, many municipalities and counties have prohibited the use of grey water for landscaping due to health concerns. He indicated, however, that technology has advanced to the point where grey water can safely be used for landscaping thereby reducing overall water consumption. He commented that the Memorandum indicates that the standards were to be published on May 1 and take effect within six months, adding that state standards and legislation for grey water usage will supersede local regulations. He commented further that the Department has issued a set of standards that can be implemented immediately and suggested that staff investigate using grey water for landscaping in new developments. PUBLIC HEARINGS - 6:00 P.M. 6A. TPM-94-01 E-94-08 to Subdivide 4.9 Acres Into Three Parcels in the R1-10 District Churchwell - 23081 Grand Terrace Road) Mayor Matteson opened discussion to the public. Richard Churchwell, applicant; indicating a willingness to dedicate property for the extension of Arliss Drive, spoke in favor of the project. Bernie Mayer, project engineer; suggesting that the proposed dedication of thirty (30) feet of Arliss Drive be made with the agreement that the dedication be eliminated if development provides another access to lot 1, spoke in favor of the project. Dennis and Elizabeth Kennedy, 11831 Preston, Grand Terrace; indicating concern regarding fire service and law enforcement access, expressed opposition to the project. Mayor Matteson returned discussion to Council. council Minutes - 06/23/94 Page 6 ouncilmember Dan Buchanan, expressed his belief for the record that the project will create a parcel that Mr. Churchwell or the buyer of the subject property will find difficult to use in the future. He stated that he will not vote for the motion because he does not believe Arliss Drive should be extended to Grand Terrace Road. CC-94-107 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 3-1-1-0 (COUNCILMEMBER BUCHANAN VOTED NO; MAYOR PRO TEM CARLSTROM WAS ABSENT), to adopt a Resolution approving TPM-94-01/E-94-08 (Tentative Parcel Map 14685) subject to the following conditions: 1. The remainder parcel shall be subject to for a tentative map with its independent review separate set of conditions. 2. This map supersedes any previous Tentative Tract/Parcel Maps on this property. 3. The subject property shall be annexed to the City's existing Lighting and Landscaping District. 4. The Final Tract Map shall be consistent with the Highland Water, East California Aqueduct Riverside if Riverside Irrigation District easements, applicable. 5. All conditions and recommendation of covenant for future improvements as recommended by the City in their recommendations Engineer's Department dated May 25, 1994. 6. All conditions as recommended by the Forestry and Fire Warden department. 7. Prior to issuance of building permits, payment of applicable Colton Unified School District fees. 8. All conditions as recommended by the Riverside Highland Water Company in their memorandum dated May 25, 1994. 9. All conditions as recommended by the Riverside - their Corona Resource Conservation District in memorandum dated September 25, 1993. 10. As to the remaining mature and healthy trees within the project, they should be preserved where Council Minutes - 06/23/94 Page 7 feasible consistent with the necessary grading requirements. 11. Consideration of alternative street lighting, with a focus toward rural atmosphere lighting, to be approved by the Community Development Director. 12. At time of Fee Schedule adoption, applicant shall pay applicable traffic impact fee in proportion to amount of trips generated by the development. 13. Each individual lot shall be provided an individual curbside mailbox. 14. Prior to development, on Parcels 1 and 3, submittal for Site and Architectural Review shall be required. 15. Prior to map finalization, building pads on Parcels 1 and 3 shall reflect appropriate sideyard setbacks. 16. Agreement shall be made between subject property owner and property owner to the south to provide mutual easement for temporary turn around within 100' right-of-way of the California Aqueduct. 17. Thirty (30) feet of right-of-way from Arliss Drive to Grand Terrace Road shall be dedicated to the City to be vacated when there is an alternative plan to provide access to the remaining parcels.
