07/14/1994CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - JULY 14 1994 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on July 14, 1994 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Patrizia Materassi, Community Development Director Bernard Simon, Finance Director John Harper, City Attorney Joe Kicak, City Engineer Captain Tom Denham, Sheriff's Department ABSENT: None The meeting was opened with invocation by Pastor Roger Greenwalt, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Hilkey. CANCEL JULY 28, 1994 CITY COUNCIL MEETING PUBLIC COMMENT Matthew Addington, President, Grand Terrace Chamber of Commerce; indicating the Chamber Mixer was held at the Terrace Village RV Park on Wednesday, July 13, 1994, thanked Councilmember Buchanan for attending. He stated that the Chamber Installation Dinner was held on June 30, 1994 and thanked Mayor Matteson and Councilmember Singley for attending and expressed appreciation to City Manager Schwab for serving as the Master of Ceremonies. He reported the Chamber held a public workshop on Saturday, July 9, 1994 to help set the goals and objectives for the Chamber's upcoming year and thanked City Manager Schwab and Councilmembers Dan Buchanan, Gene Carlstrom, and Herman Hilkey for their support. He announced, however, that the Workshop Minutes have not been completed, adding that the Minutes will be given to Council as soon as possible. Expressing agreement, he mentioned that Councilmember Buchanan suggested the City change the name of Barton Road to Grand Terrace Boulevard. Dick Rollins, 2270❑ DeBerry Street, Grand Terrace; speaking on behalf of the Crime Prevention Committee, thanked Council for appointing Councilmembers Hilkey and Singley to the Ad Hoc Committee charged with developing new guidelines for the Crime Prevention Committee. He added that the Committee agrees with the new guidelines and expressed his opinion that the Committee will be more effective in the future. He summarized the Committee's concern about the dangers of leaving handbills on the property of those on vacation and suggested residents indicate on their extra patrol request forms that handbills be removed from their property during the vacation check. He stated that the City of Palm Springs has an ordinance prohibiting handbill deliveries. Council Minutes - 07/14/94 Page 3 ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural Committee (a) Minutes of 06/06/94 CC-94-111 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Historical and Cultural Committee Minutes of June 6, 1994. Councilmember Hilke , questioned the status of the historical interview tapes. City Manager Schwab, responded that City employee Yolanda Martinez was in the process of transcribing the tapes at home when her computer failed. He stated that her data was lost. He added, however, that she will be allowed to finish transcribing the tapes during City business hours and at home. He explained that the Historical and Cultural Committee taped interviews with some of the City's oldest residents regarding those residents' memories of the community's history. Councilmember Sin le , commended Yolanda Martinez on the letter Ms. Martinez wrote to Viola Gratson, Chairperson of the Historical and Cultural Committee, explaining the situation. Councilmember Hilkey, expressed concern regarding the time involved in the transcribing process and indicated concern for the preservation of the tapes. City Manager Schwab, indicated that the project would be given a high priority. 5B. Council Reports Mayor Matteson, announced that the Grand Opening of Pico Park will be at 11 a.m. on Saturday, August 6, 1994, indicating the event will include a variety of festivities. Stating that the City hired a company to complete a feasibility study on converting a mobile home park to individual home ownership, he reported that the study concluded the conversion would be economically unfeasible. He Council Minutes - 07/14/94 Page 4 indicated that the City of Colton has experienced problems with such a conversion. City Manager Schwab, explaining that the first draft of the study lacked sufficient information regarding the financial feasibility of the conversion, stated that he requested another draft. He remarked that the resulting addendum indicated the conversion would not be cost effective, adding that it would require a $2 million dollar subsidy on the behalf of the City to fund the conversion. He stressed that the study does not recommend creating ownership for the mobile home park. Councilmember Carlstrom, reported that he attended the monthly SANBAG meeting. He commented that the traffic study on the I-215 freeway indicated that SANBAG would fund 72% of the cost and the cities of Colton, San Bernardino, and Grand Terrace would fund 38% of the cost of widening the freeway. He added that Ken Steele of Caltrans had approved the engineering studies of the corridor from the I-215 to the I-60 interchange, adding that the section of the freeway from the I-10 interchange to the north was completed. He indicated he lobbied the SANBAG Board of Directors and asserted that the City should not pay 38% of the cost of the freeway widening. He added that the matter would be sent to a special committee for study. He expressed his belief that SANBAG should fund the project entirely from monies acquired from Measure I and Proposition ill. Councilmember Buchanan, remarked that he attended the Chamber of Commerce Workshop and commended City Manager Schwab for the opening presentation. He indicated many good ideas were developed at the Workshop. He requested that staff investigate the proposed street name change for Barton Road and report back to Council. Mayor Matteson, requested that the mobile home park conversion study be placed on the Agenda for the meeting of August 11, 1994. Councilmember 5inalev, reported that he attended the Drug Gang and Task Force meeting on Thursday, July 7, 1994, adding that Senator Feinstein was the guest speaker. He indicated that about 200 elected, city, school, and law enforcement Council Minutes - 07/14/94 Page 5 officials attended the meeting on the status of the Crime Bill. He reported that it has passed both the House and Senate but is in conference for review of the amendments. He indicated that Senator Feinstein is attempting to keep a $2.4 billion set -aside for juvenile drug court in the Bill. He welcomed Community Development Director Patrizia Materassi back from maternity leave. Councilmember Hilke , reported that the Ad Hoc Committee has developed and revised the Crime Prevention Committee policy, revealing that Crime Prevention Committee Chairperson Jo Ann Johnson has the changes. He indicated that the policy changes will clarify the relationship between the Community Services Officer and the Crime Prevention Committee. He also commented that the Ad Hoc Committee recommended the Crime Prevention Committee examine the Sheriff's Contract in detail before it is presented to Council for approval. He suggested that the Crime Prevention Committee determine the community's needs and review the law enforcement contract accordingly. He indicated the Sheriff's Department is also seeking more community input. He stated that he attended the Chamber of Commerce meeting on Saturday, July 9, 1994, indicating that the Chamber is working to improve the business atmosphere of the City. He added that the City Manager's monthly report, which recalculated the cost of trash collection, reveals that the volume of trash in the City has increased although the City has a successful recycling rate. He questioned why the tonnage produced last year is lower than the tonnage rate for this year. He related that the volume of trash has increased by 100 tons, yet the number of homes in the City has not increased. He questioned whether additional homes have been built in the City and suggested that the City investigate the issue with B.F.I. Councilmember Hilkev, thanked Barbara Bayus for commentating for the Grand Terrace Days Parade. PUBLIC HEARINGS - 6:00 P.M. 6A. Landscape and Lighting District 89-1 Annual Levy of Assessment Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. Council Minutes - 07/14/94 Page 6 CC-94-11.2 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to adopt the Resolution confirming the Diagram and Assessment and providing for the Annual Assessment Levy for Landscape and Lighting District 89-1. NEW BUSINESS 8A. Improvement Security Agreement (Keeney & Sons CC-94-113 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 4-1.(COUNCILMEMBER HILKEY VOTED NO), to approve and authorize the Mayor to execute the Improvement Security Agreement between the City of Grand Terrace and Keeney and Son Construction. ORDER OF ADJODRNMENT Mayor Matteson adjourned the City Council Meeting at 6:55 p.m., until the next Regular CRA/City Council Meeting, which is scheduled to be held on Thursday, August 11, 1994.
