REGULAR COUNCIL MEETING - AUGUST 11 1994
A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on August 11,
1994 at 6:00 P.M.

The meeting was opened with invocation by Pastor Salim Elias, Azure
Hills Seventh-Day Adventist Church, followed by the Pledge of
Allegiance led by Councilmember Singley.

Mayor Matteson read a Proclamation declaring the
week of August 1 - 7, 1994 "World Breastfeeding
Week."
2A. Recycling Family of the Month - June 1994
Mayor Matteson announced that Linda Rohe and family
of 22842 Minona are the recipients of the June 1994
Recycling Family of the Month Award and of local

merchant gift certificates from Flowers by Yvonne,
Dimitri's Restaurant, and the Food Connection.
2B. Proclamation - Howard Panek
Jim Singley read a Proclamation posthumously
honoring Howard Panek for his thousands of hours of
service dedicated to the safety and welfare of the
citizens of Grand Terrace as a member of Citizen
Patrol.
2C. Certificate of Commendation - Joe Foerster
Mayor Matteson presented a Certificate of
Commendation to Joe Foerster for his efforts in
organizing the City's volunteer crossing guards and
his dedication and commitment to the community as a
member of Citizen Patrol.

to authorize the City Clerk to file a Notice of
Completion with the San Bernardino County Recorder's
Office on the Barton Road Improvement Project and
authorize the release of final payment to the contractor.

PUBLIC COMMENT
J.R. Taylor, 22843 Vista Grande Way, Grand Terrace;
praised the service provided by City Engineer Joe Kicak
and Building Inspector Virgil Barham for their time,
advice, and assistance with a roofing project.

1. Historical & Cultural Committee
(a) Minutes of 07/05/94
CC-94-116 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER
BUCHANAN, CARRIED 3-0-2-0, (MAYOR PRO TEM CARLSTROM AND
COUNCILMEMBER HILKEY WERE ABSENT) to accept the
Historical and Cultural Committee Minutes of July 5,
1994.
Councilmember Buchanan, questioned the progress of
the transcription of the historical interview
tapes.
City Manager Schwab, responded that City employee
Yolanda Martinez is transcribing the tapes at work,
adding that the transcription has been given
priority. He speculated that the tapes will be
finished in a few months.
5B. Council Reports
Mayor Matteson, announced that the Woman's Club
will hold an Ice Cream Social on Wednesday, August
17, 1994, adding that tickets for the Social are
available from Bee Gigandet or Penny Winkler. He
reported that the Pico Park Grand Opening was
Saturday, August 6 and expressed his pleasure with
the park. He applauded the efforts of staff in
completing the project and speculated that the
project may receive engineering and development
awards. He added that the Chamber of Commerce held
their Mixer at the park on Wednesday, August 10,
1994.
Councilmember Singley, reported that he attended
the July 1994 League of California Cities
Conference in Monterey, adding that the downsizing
of government was discussed. He indicated the

ratio between services and taxable sales has
dropped from 50% to 3o$ and explained that tax
revenue has decreased as a result. He remarked
that other states are examining adjusting the tax
structure to include taxing service oriented
businesses. He speculated that there will be an
increase in new taxes in the future.
Mayor Matteson, disagreed with the practice of
raising taxes to generate revenue remarking that
the more people are taxed the less they have to
spend.
Councilmember Singlev, indicated that many
political factions believe everyone should be
equally taxed whether they produce a product or
service. He expressed the opinion that the current
tax rate should decrease to reflect the larger tax
base once taxes are also collected from the service
industry.
Councilmember Buchanan, reported the California
Constitutional Law Revision Commission is studying
a complete restructuring of local and state
government from cities to counties to subregional
agencies to the state legislature. He indicated
that discussion involves the possible abolishment
of cities or counties, the expansion of counties
into subregional agencies, and the elimination of
some layers of government. He added a preliminary
report may be available in a year. He speculated
that the restructuring may affect the levying of
taxes.
Mayor Matteson, stated that the regional government
concept has been under discussion for some time,
explaining that the County could be utilized as
such a structure. However, he expressed concern
regarding the elimination of City government
because he feels City government is the most
efficient form of government. He commented that
the farther from accountability to the people, the
less efficient the government. He voiced his belief
that the regional government will be yet another
layer of government and another source to levy
taxes.
Councilmember Buchanan, indicated that he attended
the opening of Pico Park and expressed delight with
the facility, adding that he also attended the

Chamber Mixer held at the Park Wednesday, August
10. He noted the park is being used already. He
stressed that the park belongs to Grand Terrace,
indicating that the burden of the care of the park
resides with the community. He asked that the
public throw trash away and clean up before leaving
the park. He requested that residents watch for
graffiti and report any problems immediately. He
commented that the City has received a letter
commending the maintenance crew for prompt action
to resolve a problem with a palm tree in the City.
He remarked that he was pleased to hear positive
feedback regarding the actions of City staff,
adding that he hears more positive feedback than
criticism. He indicated that he was pleased to
learn the Colton School District has agreed to
continue to maintain crossing guard coverage at
Grand Terrace Elementary School.
Mayor Matteson, invited the public to view the new
park, commenting that the park contains three
baseball diamonds, four soccer fields, two
basketball courts, restrooms, a Snack Bar, picnic
areas, and barbecues.
Councilmember Sinaley, indicated the League of
California Cities Development Forum discussion
involved changing the name of Barton Road to Grand
Terrace Boulevard or Avenue to help identify the
City and provide more exposure along the freeway.
He voiced his support of the concept but stated
that the business owners along Barton Road should
be consulted. He indicated that a number of
business owners have indicated they support the
change. He requested that the name change be
placed on the Agenda for comment at the first City
Council meeting in September.
Mayor Matteson, requested that an article or
question be included in the newsletter to determine
whether the name change is favored by the
community.
Councilmember Singley, requested that the article
state that public input would be received at the
first meeting in September.
Mayor Matteson, also indicated that the public
could call City Hall with their remarks about the
renaming of the street.

Councilmember Buchanan, suggested staff prepare an
outline for Council review of the basic steps and
costs involved in changing the street name. He
stated that he has received a great deal of
positive feedback but no negative comments about
the proposed change.
Mayor Matteson, indicated that Barton Road used to
traverse from Colton to Redlands but the name has
been changed to Brookside in Redlands. He added
that another portion was changed to Washington
Street. He asserted that the consistency of the
name is no longer valid and requested information
about the advantages and disadvantages associated
with the street name change.
NEW BUSINESS
8A. Designation of Voting Delegate for League_of California
Cities Annual Conference
CC-94-117 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER
BUCHANAN, CARRIED 3-0-2-0, (MAYOR PRO TEM CARLSTROM AND
COUNCILMEMBER HILKEY WERE ABSENT), to appoint Mayor Byron
Matteson voting delegate for the League of California
Cities Annual Conference and Mayor Pro Tem Gene Carlstrom
as alternate.
8B. Revised Crime Prevention Committee Objectives
CC-94-118 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 3-0-2-0 (MAYOR PRO TEM CARLSTROM AND
COUNCILMEMBER HILKEY WERE ABSENT), to adopt the revised
Crime Prevention Committee objectives with the added
function of annually reviewing the San Bernardino County
Sheriff's Law Enforcement Contract and advising the City
Manager and City Council of their findings.
8C. Discuss and Adopt Policy Parameters to Determine
Eligibility for Potential Homebuyers in our Purchase
Rehabilitation Program
Councilmember Buchanan, stated his belief that family
size, family income, and credit worthiness should be
combined into a single financial criteria.

BUCHANAN, CARRIED 3-0-2-0 (MAYOR PRO TEM CARLSTROM AND

purchase eligibility criteria and to appoint a staff

subcommittee consisting of the City Manager, Assistant
City Manager, Housing Rehabilitation Coordinator,
Community Development Director, Finance Director, and
City Clerk to make recommendations on prioritization of
purchase rehabilitation applicants:

• Employed in the City of Grand Terrace
• Family size
• Family income
• Credit worthiness
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 7:20
p.m., until the next Regular CRA/City Council Meeting,
which is scheduled to be held on Thursday, August 25,
1994.
