REGULAR COUNCIL MEETING - AUGUST 25 1994
A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on August 25,
1994 at 5:30 P.M.

The meeting was opened with invocation by Ed O'Neal, Supervisor
Barbara Riordan's office, followed by the Pledge of Allegiance led
by Ed O'Neal.

SPECIAL PRESENTATIONS
2A. Recycling Family of the Month - July 1994
Mayor Matteson announced that Allen Evans and
family of 11940 Vivienda Court are the recipients
of the July 1994 Recycling Family of the Month
Award and of local merchant gift certificates from
Flowers by Yvonne, Dimitri's Restaurant, and the
Food Connection.

Mayor Matteson read a Proclamation declaring the
week of September 23 - 24, 1994 "Days of Caring."

Incumbent nominees Herman Hilkey and Dan Buchanan
abstained from voting due to a conflict of interest.
CC-94-121 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM
CARLSTROM, CARRIED 3-0-0-2 (COUNCILMEMBERS HILKEY AND
BUCHANAN ABSTAINED), to adopt the Resolution providing
for the appointment of Councilmembers Herman Hilkey and
Dan Buchanan to the offices of this City that were to be
elected on Tuesday, November 8 and canceling the
Municipal election scheduled for November 8, 1994.
PUBLIC COMMENT
Moire Huss, 22735 Raven Way, Grand Terrace; announced her
election as President of the Grand Terrace School
District Committee, reporting San Bernardino County has

approved the proposed school district boundary map and
petition. She stated the first public hearing before the
County Committee for Reorganization is tentatively
scheduled for September 19, 1994 at 8:15 p.m. at Terrace
Hills Junior High School in Grand Terrace. She indicated
that anyone with questions regarding the proposed school
district can call (909) 424-3352. She thanked Council
for agendizing the Resolution approving efforts
requesting to vote on the proposed Grand Terrace Unified
School District.
Thelma Winkler, 12570 Mt. Vernon Avenue, Grand Terrace;
expressed her belief that the principles of 'homerule'
and community responsibility fostered both the City's
incorporation and the drive to form the Grand Terrace
Unified School District. She added the City's new zip
code has provided Grand Terrace with its own identity but
stressed her opinion that the City needs its own school
district. She explained that Grand Terrace had an
independent school district in the past but consolidated
with the Colton Joint Unified School District.
Indicating over 25% of Grand Terrace voters signed the
petition supporting the school district, she remarked the
issue must now go to the County School Board for
consideration and action. She urged the City to approve
the agendized Resolution regarding the proposed school
district, stressing that adopting the Resolution does not
endorse the school district but rather supports the
democratic process and the citizens.

Committee Minutes of July 11, 1994 and to appoint Dorothy
Raborn and Bitsy Miller as regular voting members of the
Crime Prevention Committee with terms to expire June 30,
1998.

Committee Minutes of May 17, 1994 and June 21, 1994.
5B. Council Re orts
Councilmember Sin le , reported receiving letters
from the community opposing the renaming of Barton
Road, and he indicated his withdrawal of support
for the name change. He stated the City has not
received a cost report from the Grand Terrace
School District Committee, expressing support for
the district but requesting information about the
cost to the citizens. He voiced approval of the
school district Resolution which is on the Agenda.
Mayor Matteson, indicated the Resolution in
question does not state any position in favor or
opposition to the school district formation and
added the City is remaining neutral on the issue.
He remarked he and City Manager Schwab toured the
City's housing rehabilitation projects, reporting
that the home on Mirado is under construction and
work on the Preston home will begin soon. He
stated the City has an interested buyer for the
Mirado home and explained the City purchases
neglected homes, remodels them, and sells them to
low and moderate income homebuyers.
Mayor Pro Tem Carlstrom, reported his attendance at
the Inland Empire League of California Cities
meeting in Ontario and remarked the City of
Highland will bring an initiative before the League
in October regarding part-time legislators. He
explained Highland's concept that paying
legislators full-time salaries is an unnecessary
expense and stating the legislature would convene
for only 90 days to conduct business. He commented
the initiators of the bill believe some bills are
costly in manhours and should not be presented to
the legislature. He indicated another initiative
originating in the Inland Empire division will
require freeway signs to indicate available
services at offramps but added that no decisions
have been made.
Councilmember Buchanan, thanked Council for their
support in appointing him to Council and for
reappointing him to a full term of office. He
reported his office hours will be from 4:30 p.m. to

5:30 p.m. when Council meetings are scheduled and
from 8 a.m. to 9 a.m. on Friday mornings the week
preceding Council meetings. He remarked
appointments are not necessary but suggested the
public call the City for an appointment in the
event he has any unexpected business commitments.
He invited the public to call him with questions,
concerns, or comments.
Councilmember Hilke , thanked Council for his
reappointment and explained the school district
public hearing scheduled for September 19 is to
obtain only public input regarding the contractor
the County Superintendent of Schools hired. He
indicated the County will then conduct the study
and present the findings to the County Committee
for Reorganization by December and the county
Committee will decide the issue. He reported his
attendance at a Southern California Edison (SCE)
workshop on retaining businesses in Southern
California and stressed that any Grand Terrace
businesses experiencing financial difficulties or
considering relocating out-of-state should contact
him, City Manager Schwab, or SCE.

Mayor Matteson opened discussion to the public, there
being none, he returned discussion to Council.
CC-94-124 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER
HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER SINGLEY WAS
ABSENT) to adopt the Resolution adopting a Nondisposal
Facility Element.
NEW BUSINESS
8A. RV Cover Review
CC-94-125 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0, (COUNCILMEMBER
SINGLEY WAS ABSENT), to adopt the Resolution adopting
R.V. cover review procedures with the dollar amounts
deleted from the Resolution.

8C. Discuss Traffic Control at Mt. Vernon and Grand Terrace
Road
City Engineer Kicak, stated the warrants to justify a
four-way stop currently do not exist at that location and
cited the possible lack of sight distance southerly from
Grand Terrace Road and the speed of traffic on Mt.
Vernon. He indicated there is a speed zone on Mt.
Vernon, adding traffic speed can be controlled through
speed limit enforcement. He concluded the sight distance
issue is the only extenuating circumstance in considering
placing a four-way stop at that intersection. He
indicated further that the number of accidents at that
intersection do not justify the installation of a four-
way stop, but reiterated if the City does decide to
install the four-way stop, the only extenuating
circumstance he could identify is the sight distance or
visibility for traffic traveling westerly on Grand
Terrace Road. He commented further that warrants in the
traffic manual do not consider the age of those using an
intersection to justify a four-way stop. However, he
indicated from a human standpoint he agrees with the age
issue but stressed that sight distance is the primary
reason to propose the four-way stop.
CC-94-126 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER SINGLEY WAS
ABSENT), to direct staff to install a four-way stop at
the Mount Vernon and Grand Terrace Road intersection with
warning signs installed preceding the intersection.
8D. Discussion of Barton Road Name Change.
CC-94-127 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER HILKEY,
CARRIED 3-1-1-0 (COUNCILMEMBER BUCHANAN VOTED NO,
COUNCILMEMBER SINGLEY WAS ABSENT), to abandon the issue
to change the name of Barton Road to Grand Terrace
Boulevard.

ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 5:45
p.m., until the next Regular CRA/City Council Meeting,
which is scheduled to be held on Thursday, September 8,
1994.
