REGULAR COUNCIL MEETING - NOVEMBER 10, 1994
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on November 10, 1994 at 6:00 p.m.

The meeting was opened with invocation by Reverend Manny Orio, Colton United Methodist
Church of Colton, followed by the Pledge of Allegiance led by Mayor Pro Tem Carlstrom.

SPECIAL PRESENTATIONS
2C. Red Ribbon Contest Awards
Mayor Matteson and Sharon Korgan, Community Services Officer, presented
awards to the winners of the Red Ribbon Poster and Essay contest.
2D. Introduction of new Citizen Patrol Members
Sharon Korgan, Community Services Officer, introduced the new Citizen Patrol
Members from the last two academies.

City Clerk Stanfill swore in re-elected Councilmembers Herman Hilkey and Dan
Buchanan.
2B. Elect Mayor and Mayor Pro Tem
City Clerk Stanfill opened nominations for Mayor
Jim Singley nominated Byron R. Matteson as Mayor.
City Clerk Stanfill closed nominations.
CC-94-148 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to elect Byron Matteson as
Mayor.
Mayor Matteson opened nominations for Mayor Pro Tem.
Dan Buchanan nominated Gene Carlstrom as Mayor Pro Tem.
Mayor Matteson closed nominations.
CC-94-149 MOTION BY COUNCILMEMBER HILKEY, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to elect Gene Carlstrom as
Mayor Pro Tem.
Mayor Pro Tem Carlstrom, thanked the Council for their confidence in him.

Dick Rollins, 22797 Barton Road, Grand Terrace; thanked Council for the letter
that was sent to him, and gave special thanks to Mayor Matteson for the kind
letter that he sent, and presented the Council with an American Flag.

1. Historical and Cultural Activities Committee

CC-94-151 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Historical and
Cultural Activities Committee Minutes of October 1994.
2. Parks and Recreation Committee
(a) Minutes of 10/03/94
CC-94-152 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Parks and
Recreation Committee Minutes of October 3, 1994.
5B. Council Reports
Mayor Matteson, reported that Councilman Sgt. Singley will be on America's
Most Wanted television show as the helicopter pilot. He stated that he received
a thank you card from Mrs. Ferre the principal of Terrace View Elementary
school regarding the stop sign on the corner of Mt. Vernon and Vivienda. He
requested a report on the shuttle service.
Assistant City Manager Donlevy, reported that he doesn't have the specific
numbers from OMNITRANS, but there are people utilizing the service. He
stated that there will be an article in the upcoming City Newsletter and other
marketing ideas. The Community Redevelopment Agency may purchase some
passes to hand out to get the ridership up.
Councilmember Hilkev, requested that the passes be given out to all the senior
citizens. He also reported that during the month of October there were only 48
rides on the shuttle. There will be more promotion through the Sun Telegram

and OMNITRANS.
Mayor Matteson, suggested that if people have any questions regarding the route
information to call Assistant City Manager Donlevy.
Mayor Pro Tem Carlstrom, reported that he was pleased with the election and
percentage of voters that turned out, indicating that 55 % of the registered voters
in Grand Terrace voted.
Councilmember Singley, reported on the Little Miss Grand Terrace Pageant.
Jessica Golding is the new Little Miss Grand Terrace.
Councilmember Hilkey, reported that he drove by Pico Park and it was being
fully utilized. He also reported that the repair of the misaligned curb at Pico
Park is about a month ahead of schedule.
Assistant City Manager Donlevy, stated that the construction and repair is 95 %
completed.
Councilmember Hilkey, reported that he is still working with OMNITRANS to
get them to do what they originally said in regard to advertising. He also
expressed his concern that Comcast is raising their fees again. County Schools
are talking about a partial tax on all school districts, Colton's share will be
$38.00 per parcel. If voted in the money won't go for anything in Grand
Terrace.
Councilmember Buchanan, reported that he attended the Grand Terrace
Community Fair and was a food judge for the cooking contest. He also reported
that he rode the shuttle bus to the Country Fair and found it to be a pleasurable
experience and encouraged the citizens to utilize the service, however, suggested
that some practical information be given on bus information for those people who
are not bus literate.

Mayor Matteson adjourned the City Council Meeting at 7:49 p.m., until the next
Regular CRA/City Council Meeting which is scheduled to be held on Thursday,
December 15, 1994.
