01/12/1995CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - JANUARY 12, 1995 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on January 12, 1995 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Patrizia Materassi, Community Development Director Bernard Simon, Finance Director Lt. Greg Kyritsis, Sheriffs Department ABSENT: Joe Kicak, City Engineer John Harper, City Attorney The meeting was opened with invocation by Pastor Tammy, Azure Hills Seventh-Day Adventist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:20 P.M. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - November 1994 Mayor Matteson announced that the Arias Family of 22755 Minona Street are the recipients of the Recycling Family of the Month Award and of local merchants gift certificates from Food Connection, Flowers By Yvonne, Buttercup Bakery, Kay's Beauty and Supply. 2B. BFI Presentation Richard Chilton, Manager of BFI, presented the Grand Terrace Little League with a check for 1,000 dollars to help purchase fencing for the ball field. City Council Minutes 01/12/95 Page 2 Michael O'Connell, President of Grand Terrace Little League, presented Richard Chilton, Manager of BFI, a plaque thanking BFI for their support. Mayor Matteson, presented Patrizia Materassi, Community Development Director, a birthday gift from the City Council. CONSENT CALENDAR CC-95-01 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN) CARRIED 5-0, to approve the Consent Calendar with the removal of item 3E. A. APPROVE CHECK REGISTER NO. 122994 AND 011295 B. RATIFY 01/12/95 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 12/15/94 MINUTES F. STAFF ATTENDANCE TO CSMFO CONFERENCE ITEM REMOVED FROM CONSENT CALENDAR 3E. Participation in Federal Surplus Property Program CC-95-02 MOTION BY COUNCIL MEMBER SINGLEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to approve participation in the Federal Surplus Property Program with the inclusion of Jeff Stallings and Mike Mullins being added to list of people allowed to participate. PUBLIC COAVAENT Janet Lenaker. Past President of the Citizens for a Grand Terrace School District, 23125 Westwood Street, Grand Terrace; Stated that at the last County Committee meeting, the committee unanimously voted no on the recommendation to pass the proposal of the Proposed Grand Terrace Unified School District on to the State. She expressed her concern on how the committee came up with their decision to recommend that there not be a Grand Terrace Unified School District. A copy of the Stallings report that was presented to the County along with the mini - feasibility study that was prepared for the City and the Porter, Stenson, Miller Company report on the conversion of the schools will be available to the public in the library. She urged the public to read the reports. Moire Huss President of the Citizens for a Grand Terrace School District, 22735 Raven Way, Grand Terrace; updated the Council on the process of the Proposed Grand Terrace School District report that will be going to the State to Council Minutes 01/12/95 Page 3 get the approval to have the Citizens of Grand Terrace vote on whether or not they want a Grand Terrace School District. She stated that even though the County Committee voted no unanimously, to deny the report the process will continue on to the State. She feels very confident that this report will be approved at State level to go on the ballot. Don Larkin, President of the Grand Terrace Chamber of Commerce, 22795 Barton Road, Building 2, Grand Terrace; Presented the winners of the Annual Christmas Lighting contest with plaques. Business Grand Prize went to Dr. Floyd Hanson on Barton Road. Best Residential Lighting went to the Hanson family of Orangewood Court. Best Theme went to Cindy Kesler of Orangewood Court. Residential Grand Prize went to Bob and Merle Johnson of La Paix. Janet Lanaker, Past President of the Citizens for a Grand Terrace School District, 23125 Westwood Street, Grand Terrace; referred to an article in the Sun Telegram on the Colton Joint Unified School District and again urged the citizens of Grand Terrace to support the proposed Grand Terrace School District so that the taxes paid stay in Grand Terrace for the children of Grand Terrace. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 11/14/94 CC-95-03 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to accept the Crime Prevention Committee minutes of November 14, 1994. 2. Historical and Cultural Activities Committee (a) Minutes of 12/05/94 CC-95-04 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Historical and Cultural Activities Committee minutes of December 5, 1994. 5B. Council Reports Councilmember Hilkey, requested that a copy of the Sheriff's Contract be given to the Crime Prevention Committee before budget time. Council Minutes O1/12/95 Page 4 Councilmember Sinalev, welcomed Greg Kryitsis, the new lieutenant for Grand Terrace and informed Council that Sheriff Penrod will be working on new contracts, Grand Terrace's included. City Manager Schwab, stated that he met with Sheriff Penrod and he indicated that a draft copy of the proposal would be provided in March 1995. Councilmember Hilkey, stated that the County Committee is comprised of School Board Members and felt that it wasn't a surprise that they voted against the report. He also welcomed the new Hispanic Book Store, a new business in Grand Terrace and urged citizens to go and look at the book selection and art work. Councilmember Singlev, thanked Tiffany Ballard for taking the time to help his father-in-law when he fell in the street and transported him to his home. He reported that he attended the SANBAG meeting and invited the Council to attend the SANBAG meeting on February 1, 1995 at 9:00 a.m., at which time they will be electing a representative from the area to the Southern California Association of Government. Moor Pro Tem Carlstrom, reported that during the last storm the City incurred very little damage due to money that the City was able to spend on the storm drains. Councilmember Buchanan, thanked Assistant City Manager Donlevy for the memo on CDBG Criteria, and the update on the storm damage the City sustained during the recent rains. He referred to a letter he received from Southern California Air Quality Management District in regards to a resolution urging the Federal Environmental Protection Agency to ease some of the federal implementations plan requirements and guidelines that could be a significant burden to local governments and local school districts. He requested that staff look into what type of impact this could have on Grand Terrace and guidance on staff s recommendation on the implementation plan. Mayor Matteson, reported that the Council received a thank you letter from the Colton Joint unified School District from Dr. Fisher for the proclamation that was presented to the Colton High School Academic decathlon Crimson Team. He questioned the allocation of $1,500 in the budget for a computer for the Emergency Operations Committee, Since they received a computer from the Sheriff's Department, there is $600 left over that they were going to use for something else. He felt that if money is allocated for a specific item and it is not used for that item, it should it go back to the general fund. Council Minutes O1/12/95 Page 5 City Manager Schwab, responded that with the money that was left over they were able to upgrade a computer that was purchased and a upgraded printer that allows three computers to network. UNFINISHED BUSINESS Mayor Matteson, requested that thr Assistant City Manager define the memorandum that the Council received in regards to the use of CDBG Funds. Assistant City Manager Donlevy, responded that the focus of CDBG monies is for low income residents and should be used to benefit those people to the greatest extent. Low income is based on guidelines and is a very broad term. The senior center is a perfect example of a good use for the funds, however, a community center that would benefit everyone would not be appropriate. With changes in the criteria CDBG Funds may be able to be used on street improvements. The next grant application that will be turned in will be December 1995. Mayor Matteson, questioned how long CDBG Funds could be banked. Assistant City Manager Donlevy, stated indefinitely. Councilmember Buchanan, questioned whether or not the CDBG Funds could be used for business development. Assistant City Manager, stated that most areas that are able to use CDBG Funds for business development are in areas that the whole community would be considered low income based on the guidelines. Grand Terrace would not qualify due to the median income.
