REGULAR COUNCIL MEETING - JANUARY 26, 1995
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on January 26, 1995 at 6:00 p.m.

The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God Church
of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Hilkey.

SPECIAL PRESENTATIONS
2A. Recycling Fly of the Month - December 1994
Mayor Matteson announced that Joseph Dukes and Family of 12528 Vivienda
Street are the recipients of the Recycling Family of the Month Award and of local
merchants gift certificates from Flowers By Yvonne, Demetri's Restaurant, Pasta
Italiano, and Grand Terrace Professional Dry Cleaners.

CC-95-05 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER
SINGLEY WAS ABSENT), to approve the Consent Calendar with the removal
of item 3E.

3E. Mid -Year Budget Adjustments
CC-95-06 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER
SINGLEY WAS ABSENT), to approve the FY 1994-95 Mid -Year Budget
Adjustments as follows:
1. Increase FY 94-95 Estimated Traffic Safety Fund revenue to reflect
$3,450 reimbursement by CUSD for a part-time crossing guard and
appropriate $3,450 for the actual expenditure by the City.
2. Increase FY 93-94 Estimated Park Fund Revenue by $96,197 to reflect
funds to be received from bond proceeds.
3. Appropriate $2,400 General Funds increase in Council insurance benefits
and increase in benefit costs.
4. Appropriate $2,100 General Funds for Planning Department Minor
equipment, intern costs, Housing Element Consulting.
5. Re -appropriate $35,507 General Funds expenditures and $9,308
expenditures committed at Fiscal Year End 93-94 and reserved against
fund balance, but funds expended in Fiscal Year 94-95.
6. Re -appropriate $120,704 in Park Funds for prior year appropriations
which were reserved against Fund balance in FY 93-94 but will be paid
in FY 94-95.
7. Transfer Appropriation of $6,000 for street sweeping from Gas Tax Fund

to TDA Fund.
8. Appropriate $4, 800 from Air Quality Improvement Fund for intern
regarding air quality and transportation issues for the remainder of FY 94-
95.
PUBLIC COMMENT
Jo Ann Johnson, a Grand Terrace resident, reported on an incident that occurred
last week, in which she needed to call 911. She was very pleased in the response
time for the Sheriff's Deputy and the Fire Agency. She stated that the response
time for the Sheriff's Deputy was no more than a minute and a half and not more
than two minutes for the Fire Agency.

1. Crime Prevention Committee
(a) Minutes of 12/ 12/94
CC-95-07 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Crime Prevention
Committee minutes of December 12, 1994.
(b) Appoint New Member (James Cook)
CC-95-08 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to appoint James Cook as a
regular member of the Crime Prevention Committee with a term continuing to
June 30, 1998.
5B. Council Reports
Mayor Matteson, reported that he received a letter from the Grand Terrace Area
Chamber of Commerce with their response to the Inland Empire Marketing
Program, and requested that each Councilmember get a copy of the letter. He
requested that Assistant City Manager Donlevy report on the success of the Grand
Terrace Community Shuttle ridership.
Assistant City Manager Donlevy, reported that he received the first quarter report
and the number of riders has increased each month.

Mayor Matteson, questioned whether or not there was a goal as far as the number
of riders needed per day to keep the program going.
Assistant City Manager Donlevy, responded in the affirmative, and stated that the
total number of riders needed per day was 12.
Councilmember Singlev, stated that he had no report.
Councilmember Hilkey, stated that the last time he spoke with OMNITRANS
they stated that they were going to have to adjust the start times and changing the
routes due to the lack of ridership. He also reported on a letter he received from
an organization called TURN (Tobacco Use Reduction Now).
City Manager Schwab, stated that this organization is funded by proposition 98
which added twenty five cents per pack of cigarettes sold in the State for anti-
smoking and smoking education programs.
Mayor Matteson, stated that the money should be spent on the education
programs instead of trying to get local legislation to be more strict.
Councilmember Hilkev, concurred.
Councilmember Buchanan, reported that he is holding office hours on Friday
mornings that City Hall is open from 8:00 a.m. to 9:00 a.m. and Thursday
afternoons on Council Meeting days from 4:30 p.m. to 5:30 p.m. He also
reported on the importance of being prepared in the event that there is a major
earthquake, and to take advantage of the information that is available.
Mayor Matteson, reported that June 10, 1995 will be Grand Terrace Days.
Mayor Pro Tem Carlstrom, reported that the City appeared to have handled the
recent rain fall with no major damage, and questioned if there were any problem
areas.
Assistant City Manager Donlevy, reported that overall everything went well with
minor street damage, and stated that Mike Mullins and Jeff Stallings along with
the work release program filled a little over 1,000 sandbags and assisted residents
throughout the City which helped out tremendously. He also stated that he is
working on getting reimbursements from FEMA for street and storm drain repair
and possibly staff time.
Mayor Pro Tem. Carlstrom, questioned if the area on Grand Terrace Road, where
the dip is located held up during the rains.

Assistant City Manager DonlevX, stated that there are a few pipes that will need
to be repaired, but overall that area did well.
NEW BUSINESS
8a. Single Family Mortgage Bond Program: Participation Agreement
CC-95-09 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 5-0, to adopt a Resolution
approving a Home Mortgage Finance Program in cooperation with the County of
San Bernardino and authorizing the Mayor and the City Clerk to execute for and
on behalf of the City a cooperative agreement between the County of San
Bernardino and the City of Grand Terrace.
8b. Deferment Agreement for Street Improvements SA-94-09 (James and
Thelma Johnson 22985 Vista Grande Way
CC-95-10 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to confirm the Planning
Commission recommendation and direct staff to draft a deferment agreement for
street improvements SA-94-09 (James and Thelma Johnson 22985 Vista Grande
Way, Grand Terrace, CA 92313) to be signed by the applicant and the City.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 6:30 p.m., until the next
Regular CRA/City Council Meeting which is scheduled to be held on Thursday,
February 9, 1995.
