02/23/1995CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - February 23, 1995 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on February 23, 1995 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Patrizia Materassi, Community Development Director Bernard Simon, Finance Director Lt. Greg Kyritsis, Sheriffs Department John Harper, City Attorney Joe Kicak, City Engineer ABSENT: None The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:25 P.M. ITEMS TO DELETE 7A. Multi -Hazard Preparedness Plan Resolution SPECIAL PRESENTATIONS 2A. Commendation - Joe Kicak, City Engineer Mayor Matteson read and presented Joe Kicak with a commendation and a plaque/clock and read the inscription on it. Council Minutes 02/23/95 Page 2 Joe Kicak, City En igineer, stated that he has enjoyed working for the City of Grand Terrace and thanked the City Council, Staff and the Community. 2B. Recycling Family of the Month - January 1995 Mayor Matteson announced that the Rayney Family of 11954 Canal are the recipients of the Recycling Family of the Month Award and of the local merchants gift certificates from La Pasta Italiana, Buttercup Bakery, Kay's Beauty and Supply, and Food Connection. Historical and Cultural Activities Committee Council Minutes 02/23/95 Page 3 (a) Minutes of 11/07/94 and 02/06/95 CC-95-14 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Historical and Cultural Activities Committee minutes of November 7, 1994 and February 6, 1995. 2. Crime Prevention Committee (a) Minutes of 01/09/95 CC-95-15 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to accept the Crime Prevention Committee minutes of January 9, 1995. (b) Appoint Alternate member (Ed O'Neal) CC-95-16 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to appoint Ed O'Neal to fill an unexpired member position of the Crime Prevention Committee with the term to expire on June 30, 1996. 5B. Council Reports Mayor Matteson, reported that he has received complaints on the lack of enforcement of the banner laws in the City and requested that the problem be looked into to see if there is something that can be done. Community Development Director Materassi, responded that there is a tickler file with every business that has a banner permit. Each business that has a permit to display a banner has the opportunity to do so in a six-month period however, they must change the type of banner every forty-five days. If the business does not change the type of banner in the time permitted, the City will not refund the deposit that they are required to pay at the time the permit is issued. It is hard to monitor all of the banners if all the businesses do not apply for permits, she further stated that they have requested assistance from the Grand Terrace Area Chamber of Commerce in requesting that they mention to the business owners that they should comply with the City's requirements pertaining to banners. She questioned what area was receiving complaints so that she could see if they have a permit. Mayor Matteson, stated that some of the Ordinances might need to be revisited because they are being taken advantage of, and requested that she look into the Council Minutes 02/23/95 Page 4 shopping area where Demetris is, where most of the complaints are coming from. The second complaint that he received is in regards to the swampers, and requested that the Sheriff's Department look into the problem. Lt. Kyritsis, Sheriff's Department, responded that they have been made aware of the problem. They are bringing in the early car at 5:00 a.m. instead of 6:00 a.m. and have been actively citing people. Mayor Matteson, stated that the pressure that has been applied in the past has been effective. He also reported on the Moderate Housing Program whereby the City purchases run down properties in the City and fixes them up and resell them. The third house that has been rehabilitated is in escrow. He has received many compliments on the program. This program eliminates blight and keeps the neighborhoods upscale. He urged the citizens to go out and look at some of the homes that the City has purchased and see what a worthwhile project it is. He commended Margie Ayars for a job well done and to City Manager Schwab as well. Mayor Pro Tem Carlstrom, reported that these homes that are purchased are done so through an investor or an R.E.O. House. When the homes are fixed up and resold the City does not make any money, which is something the City is very cautious of. Mayor Matteson, requested that if anyone knows of a property that is run down or is a repo in the City of Grand Terrace to please contact the City. Councilmember Buchanan, congratulated Lt. Kyritsis on being on the conference panel with President Clinton, and questioned Lt. Kyritsis whether or not he had any feed back. Lt. Kyritsis, Sheriffs Department, responded that it was a very interesting meeting to say the least, they discussed a number of issues concerning current educational issues and feels confident that he is allocating funds to that area. Councilmember Buchanan, again congratulated Lt. Kyritsis and also reported that Barbara Fasenmyer, a resident of Grand Terrace was also a member of that panel. Councilmember Singley, reported that there is a program celebrating Founders Day tonight at 7:00 p.m. at Grand Terrace Elementary School. He also reported that he asked Assistant City Manager Donlevy to look into different monuments for the Susan Petta Park, he reported that he received three options which have been given to each member of the City Council and stated that he will be meeting Council Minutes 02/23/95 Page 5 with Mr. and Mrs. Petta to see what their preference is and will bring it back to Council at the next meeting. He also reported that he has requested that the City Manager look into what 1 % increments of utility user fees would bring into the City per year and agendize it on the Council meeting of March 9, 1995 or March 23, 1995 so that Council may discuss this in a public setting. Mayor Matteson, stated that he is totally against utility user fees. He questioned when the City would receive the Sheriffs contract. Lt. Kyritsis, Sheriff's Department responded that the contract would not be ready until mid March, and stated that they are projecting a 4 to 5 % increase. Mayor Matteson, stated that the Crime Prevention Committee was supposed to get a copy of the latest Sheriff's Contract to see where they felt correction could be made. City Manager Schwab, stated that included in the request that he attend the Crime Prevention Committee's next meeting is that he bring a copy of the Sheriff's contract. Councilmember Hilkev, reported on the radar trailer and questioned if we were renting it or own it. City Manager Schwab, responded that we are leasing it. Councilmember Hilkev, stated that when the trailer works it's great but that doesn't seem to be very often. He also reported on the Bus Stop advertisement of Angelina, and reported that it will be removed. He questioned the status of San Bernardino County's finances. City Manager Schwab, responded that he is not sure, his knowledge comes from the newspaper. He doesn't see how the County can tap into the City's funds at this point based on the Govenor's current budget, however they do have some issues and are looking into the departments for cuts to balance their budget. Mayor Matteson, stated that the County may have problems because they are reevaluating many properties which will lesson the property taxes that they take in. Mayor Pro Tem Carlstrom, also reported that another issue is the Department of Motor Vehicles that the State is contemplating taking away. City Manager Schwab, stated that the current budget does not show that, that Council Minutes 02/23/95 Page 6 money can be shifted to other municipal agencies. A Senate bill that is before the legislation will allow Counties that don't have any Cities to get both shares of the VLF money, the County and City share would delete the pool. The biggest concern would be for the State to shift the money. Councilmember Hilkey, questioned how the Crime Prevention Committee will report back to Council in regards to the Sheriff's Contract. City Manager Schwab, responded that they may report it directly to the City Council or he can report to the Council on their behalf. PUBLIC HEARING 6A. Community Development Block Grant (CDBG) Allocation Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. CC-95-17 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to accept staff recommendations for the 1995/96 CDBG Project Priority list: 1. Steelworkers Oldtimers Foundation Home Repair Service for low income seniors, 60 years of age or older to provide minor home repairs. 2. Installation of a new water heater at the Grand Terrace Senior Center. NEW BUSINESS 8a. Transition Plan for Engineering,_ Building and Safety, and Public Works Services CC-95-18 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 3-2 (MAYOR MATTESON AND COUNCILMEMBER HILKEY VOTED NO), to approve staff recommendations which include: 1. The establishment of a Building and Housing Division. 2. To hire Virgil Barham as Director of Building/Safety and Public Works, and to hire Joe Kicak as a part-time City Engineer on an as -needed basis. 3. To reclassify Margie Ayars to Housing Specialist. Council Minutes 02/23/95 Page 7 4. To proceed with plans to hire a Clerk -Typist for the building and Housing Division. 5. To adopt the attached Salary Resolution. 6. Adopt the attached budget setting up appropriation accounts and allow current engineering cost centers to fund the division for the balance of the Fiscal Year. 7. To proceed with plans to find an area to rehab for the building and Housing Division.
