CITY COUNCIL MINUTES
REGULAR COUNCIL MEETING - March 9. 1995
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on March 9, 1995 at 6:00 p.m.

The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God Church
of Grand Terrace, followed by the Pledge of Allegiance led by a local Boy Scout from Troop
373.
Mayor Matteson convened City Council meeting at 6:00 P.M.

SPECIAL PRESENTATIONS
2A. Commendation - Sharon Koraan, Community Services Officer
Mayor Matteson read and presented Sharon Korgan with a commendation.
Sharon Korgan, Community Services Officer, thanked the Mayor, Council, Staff,
Citizens and the Sheriff's Department for all of their support throughout the
years, and invited everyone to her retirement party on March 17, 1995.
2B. Proclamation - Campfire Birthday Week March 13 - 19, 1995
Mayor Matteson read and presented the Campfire Boys and Girls with a
proclamation and a City pin.
Greg Bees, Boy Scout, 22650 DeSoto Street; Grand Terrace, stated that the Boy
Scouts were attending the meeting so that they can receive a Merit Badge for
Citizenship in the Community.
Mayor Matteson, stated that they were attending so that they can understand a

little bit about the political process and how the City works.
Greg Bees, reported that they have been discussing Citizenship in the Community
for the last two meetings and stated that Mayor Matteson attended their last
meeting.
Councilmember Singley, questioned how many of the Boy Scouts were close to
their Eagle Scout. He requested that they let Council know when they make it
to Eagle Scout.
Mayor Matteson, read aloud letters that were written by the Boy Scouts and had
the Council respond to them.
Mike Collins, Scout Master Troop 373, 22615 Tanager Street; Grand Terrace,
thanked Mayor Matteson and the City Council for the invitation and the
opportunity to attend and participate in the City Council meeting. The citizenship
series includes Citizenship in the Community, the Nation, and the World. He
stated that the Citizenship in the Community is the most participated in.
2C. Comcast Presentation - Customer Service Improvements
Mike Schenker, Vice President/General Manager of Comcast, reported that they
have a new commitment to customer service and satisfaction. As of March 1,
1995 the following will be guaranteed:
They will be on time for the installation or it's free, plus a $20.00 credit
on the account.
They will be on time for the service/repair call or, they will credit the
account $20.00.
They will complete the requested installation work within 5 business days
from the time of order or, they will credit the account $20.00.
They will resolve the service problems within 2 working days or, they
will credit the account $20.00.
They will respond to any billing dispute within 2 working days or, they
will credit the account $20.00.

PUBLIC COMMENT
Don Larkin, President, Grand Terrace Area Chamber of Commerce, 22795 Barton Road,
Building 2; Grand Terrace, reported on the status of relocating the Chamber of
Commerce. He proposed that the City and the Chamber of Commerce go into a formal
agreement whereby the Chamber of Commerce will present to the City a list of items that
the Chamber will do, the City would look at the list and decide which items they would
be interested in funding, if it is sufficient and acceptable to both parties the Chamber of
Commerce and the City would enter into a contractual agreement. The City receives
tangible benefits, actual deliverables to what they have contracted for.
Mayor Matteson, responded that the City has always been willing to talk to and support
the Chamber in many different ways. He stated that the City Council is willing to work
with the Chamber and further stated the importance of communication.
Councilmember Singlev_, stated that he thought that it was always the wish of the
Chamber of Commerce to be in a store front building to better represent the businesses
in the community.
Don Larkin, responded that a contractual agreement would be a very reasonable way to
go about getting what the City and the Chamber wants, if the City doesn't receive what
they are contracted for the Chamber of Commerce doesn't get paid. He also responded
that the store front location is very workable, however, unless they are able to man the
office the chamber will not be able to function.
Mayor Matteson, asked Mr. Larkin whether or not they have had an opportunity to locate
a building to relocate to.
Don Larkin, responded that he has been working with Mayor Pro Tem Carlstrom.
Mayor Matteson, suggested that two people from the Chamber of Commerce meet with
the City Manager and the Mayor, to work out a proposal to bring back to the City
Council.
Don Larkin, asked again if the City is willing to support the Chamber of Commerce
financially.
Mayor Matteson, stated again that the City supports the Chamber of Commerce and
always has, the issue is money. They will look at what can be done with what is
available.
Councilmember Singlev, stated that he has a lot of faith in Mr. Larkin and looks forward
to seeing what will be proposed by the Chamber.
Don Larkin, responded that he understands the financial position the City is in, and

thanked Mayor Pro Tem Carlstrom for the efforts he has provided in locating a building.
Mayor Pro Tem Carlstrom, stated that he is meeting with the Chamber Board on
Tuesday, he also stated that they have found a building that would be appropriate for the
Chamber of Commerce.
Ed O'Neal, 22608 Minona Road; Grand Terrace, reported on the Community Services
Officer Position, stating that it is his strong feeling that the position of Community
Services Officer should be continued.
City Manager Schwab, responded that they have hired a person to fill the position and
she will be starting next week.
Richard Rollins, 22797 Barton Road; Grand Terrace, reported that two members of the
Parks and Recreation Committee sat and talked to the President of the United States of
America within the last two months, Mike O'Connell, committee Chairman was invited
to attend a law enforcement conference, and Barbara Fasenmyer, committee member was
selected by the school district to meet with the President at San Bernardino Valley
College where they had a round table discussion.

CC-95-21 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO
TEM CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS
ABSENT), to accept the Parks and Recreation Committee minutes of February
7, 1995.
5B. Council Reports
Mayor Matteson, reported that he received a card from Pastor Salim Elias
thanking the Grand Terrace City Council and Staff for their concern of his ill
health.

Mayor Pro Tem. Carlstrom, reported on the rains and commended the Assistant
City Manager and his staff for the work they have performed during the storms.
Councilmember Buchanan, reported that Grand Terrace Days will be June 4 - 10,
1995, with the parade and fair being on the June 10, 1995. Applications are
available at City Hall for people wanting to participate in the fair or parade. He
thanked Sharon for all of her work that she puts forth for Grand Terrace Days.
He also reported on a letter he received from a citizen regarding a neighborhood
watch program that Sharon put on and how pleased he was. He stated that he
would like to meet with the Chamber of Commerce along with the City manager
and Mayor.
Councilmember Singley, reported that he attended a SANBAG meeting on March
1, 1995, and will be attending a training session at the end of the month with
SANBAG. He also reported on the Home Rehabilitation Program which
improves the neighborhood and reduces blight, and commended Margie Ayars,
Housing Specialist on a job well done.
PUBLIC HEARING
6A. An Ordinance of the Citv Council of the Citv of Grand Terrace Amendina the
Grand Terrace Municipal Code by providing Standards for the Regulation of
Adult Business and Limiting them in a Designated Adult Business (AB) Overlay
Zone; Providing for Licensing and Regulation of Adult Businesses; Providing
Additional Health and Safety Regulations for Adult Businesses; and Repealing
Sections Inconsistent Therewith.
Mayor Matteson opened discussion to the public, there being none, he returned
discussion to Council.
CC-95-22 MOTION BY COUNCILMEMBER SINGLEY, SECOND COUNCILMEMBER
BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMEBR HILKEY WAS
ABSENT), to approve the first reading of the Adult Entertainment Ordinance and
the amended Negative Declaration and direct staff to process a General Plan
amendment to amend the Industrial Districts.
UNFINISHED BUSINESS
7A. Multi -Hazard Preparedness Plan Resolution
Assistant City Manager DonlevX, reported that the Multi -Hazard Preparedness
Plan was not ready for adoption due to changes in certain organizations within
San Bernardino County. Staff will be making modifications and will bring it back
to Council at a later date. He reported on. what staff is doing to prepare the City
for different types of disasters.
Mayor Matteson, questioned the difference in the Multi -Hazardous Preparedness
Plan compared to what we already have at this time.

Assistant Cif Manager Donlevv, responded that what is in place now is a disaster
plan, however, two years ago Senate Bill 1841 was adopted which required all
Cities, Counties, and Special Districts to put together a plan that follows the
Standardized Emergency Management System.
Councilmember Singley, expressed his concern that the new organization that the
County has established for emergency preparedness will not be able to handle a
major disaster and that the County may not be able to support us in the event of
a major disaster.
Assistant City Manager Donlevv, responded that he has been working with
California Department of Forestry and the County of San Bernardino Emergency
Organization and stated that he is very comfortable with the comments that he has
received from the County and the assurance that they will support the City. He
also reported that during the month of April there will be the first level of
training with the Council, Emergency Operations Committee and City Staff.
Public Education is another issue that is very important and will be addressed in
the upcoming months.
Mayor Matteson, question what is the length of time that a family should be able
to take care of themselves.
Assistant City Manager Donlevv, responded that the Red Cross reccomends that
you put together a three day supply.
Councilmember Buchanan, stated that it is important to have a three day supply
for your pets as well as family members.
Chief Benson, California Department of Forestry, reported that they are working
very closely with the Assistant City Manager to make sure that the City's
Emergency Prepardeness Plan is compatible with the County's.
Mayor Matteson adjourned the City Council Meeting at 7:39 p.m., until the next
Regular CRA/City Council Meeting which is scheduled to be held on Thursday,
March 23, 1995.
