REGULAR COUNCIL MEETING - April 13, 1995
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on April 13, 1995 at 6:00 p.m.

The meeting was opened with invocation by Councilmember Dan Buchanan, followed by the
Pledge of Allegiance led by Councilmember Singley.

Councilmemeber Singley read the proclamation declaring April 1995 as
Earthquake Preparedness Month in the City of Grand Terrace.
2B. Proclamation - Natural Resources Conservation Month - April 1995
Councilmember Buchanan read the proclamation declaring April 1995 as Natural
Resources Conservation Month in the City of Grand Terrace.
2C. Proclamation - National Community Development Week - April 10 - 16, 1995
Mayor Pro Tem Carlstrom read the proclamation declaring April 10 - 16, 1995

PUBLIC COM MNT
Dick Rollins, 22797 Barton Road, reported on the importance of volunterism in
the City of Grand Terrace. He stated that Grand Terrace is one of the last City's
in the County of San Bernardino to implement the Utility User Fee. He further
stated that he is in support of a Utility User Fee and suggested that an article be
put in the local newsletter explaining why a Utility User Fee is needed and what
would be done with the money. He also reported that he has received complaints
that the City of Grand Terrace Child Care Center is in competition with the
private enterprise. He suggested to these people that they attend a Council
Meeting to voice their concern so that the City Council and staff can explain how
the Child Care Center was built and why.
Mayor Matteson, stated that there is only eight cities in the County of San
Bernardino out of twenty-seven that have implemented Utility User Fees.
Ed O'Neal, 22608 Minona, stated his concern on the financial health of the City
of Grand Terrace and the potential impact of City Services. He stated strongly
that the Community Services Officer position should not be eliminated. He stated
that he supports a Utility User Fee if a new revenue source is needed.

Mayor Matteson, reported that he received a letter from Mr. Lopez questioning
the reasonable effect of charging $15.00 an hour to reserve a park table.
Assistant City Manager DonlevX, reported that he forwarded a copy of the letter
to the Parks and Recreation Committee and that item will be on the next Parks
and Recreation Committee Agenda for the meeting that is scheduled to be held
on May 1, 1995, at which time they will bring a recommendation to Council.
Mayor Matteson, reported that he met with the Sheriff's Department and it looks
like the Sheriffs Contract is going to go up about $100,000.00.
Councilmember Singley, reminded everyone that the Recreation Department will
be holding the Annual Easter Egg Hunt at Pico Park on Saturday at 10:00 a.m.
sharp. He reported that he attended a SANBAG Conference in Lake Arrowhead
last month where he was updated on what SANBAG is all about, what they are
doing and what their future is. He also reported that the Shuttle will be
eliminated if the ridership is not increased.
Councilmember Hilkev, Questioned why staff met with OMNITRANS about the
Shuttle without him being present.
City Manager Schwab, stated that Omnitrans requested to meet with staff to try
and work out a solution to the low ridership problem.
Councilmember Hilkev, stated that Omnitrans is not trying to shape the Shuttle
Program to help the City. He requested that staff work with him to agree on
what the problem is and how to address them before they talk to OMNITRANS.
Mayor Matteson, reported that the shuttle ridership may change when the
Metrolink is hooked up in Highgrove.
Councilmember Hilkev, questioned when that may be.
Mayor Matteson, responded that he is unsure.
Councilmember Hilkev, stated that the original intent of the Shuttle was the
flexibility and OMNITRANS refuses to be flexible. He stated that he believes
that if the shuttle were more flexible and had the City logo, it would be
recognized as a Community Shuttle and would have a larger number of riders.

Mayor Matteson, suggested that we put an article in the newsletter or the sewer
bill to give the shuttle more publicity.
Councilmember Hilkey, stated that the Mayor sent a very good letter to the City
of Colton's City Manager and the Utilities Manager regarding the raising of the
sewer rates. He also reported that the Boy Scouts of America in Grand Terrace
will be having a special visit from Congressman Brown on April 25, 1995 at
Terrace View Elementary and invited Council to attend, it will be a small group
meeting.
Councilmember Buchanan, reported that the Community shuttle pulls up right in
front of Pico Park and suggested that Community members use the shuttle to get
to the Easter Egg Hunt at Pico Park. He also reported that the San Bernardino
Sun sponsors an All County Academics where they pick 12 of the best and the
brightest of the graduating Seniors throughout the County of San Bernardino.
One of them is Erin Bruhl who is graduating from Colton High School with a
grade point average of 4.35, first in the class of 498 and on his way to Stanford
University. He asked that the City present him with a commendation or
proclamation recognizing this type of achievement.
Mayor Pro Tem Carlstrom, commended City Staff on taking care of the pot holes
here in the City. He reported that he attended Sheriff Penrod's Volunteer
Honorary Sheriff's Assembly.
PUBLIC HEARING
6A. An Ordinance of the City Council of the City of Grand Terrace, Adopting
General Plan Landuse Amendment GP-95-01, and Associated Negative
Declaration E-95-03 for Consistency with the Adult Business Ordinance to
Allow Adult Businesses in Portions of the General Commercial and Industrial
Districts.
Mayor Matteson opened discussion to the public, there being none, he returned
discussion to Council.
CC-95-29 MOTION BY COUNCILMEMBER BUCHANAN SECOND BY MAYOR PRO
TEM CARLSTROM, CARRIED 5-0, to approve the first reading of the
Ordinance Adopting the General Plan Landuse Amendment, GP-95-01, and
Associated Negative Declaration, E-95-03, for Consistency with the Adult
Business Ordinance to Allow Commercial and Industrial Districts.

8A. Regional Transportation Improvement Plan (RTIPZ
CC-95-30 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO
TEM CARLSTROM, CARRIED 5-0, to approve the Regional Transportation
Improvement Plan (RTIP) Resolution and List of Proposed Projects to be included
in the 1996-2002 RTIP.
8B. Multi -Species Habitat Conservation Plan - Memorandum
CC-95-31 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT),
to approve the Multi -Species Habitat Conservation Plan - Memorandum of
Understanding.
8C. Integrated Waste Management Program
CC-95-32 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (MAYOR PRO TEM
CARLSTROM WAS ABSENT), to approve the Integrated Waste Management
Program and Staff Recommendations as follows:
1. Authorize staff to begin the implementation of comprehensive revision to
the City's Municipal Code Section 5.42 relating to Garbage and Refuse.
2. Issue all commercial haulers the required five (5) year termination notice
(Public Resources Code 49520) for solid waste services within the City of
Grand Terrace.
3. Authorize the development and implementation of a Commercial Solid
Waste Permit Agreement for a period ending in the year 2000.
4. Authorize staff to begin the implementation of commercial solid waste
recycling programs.
8D. Request to Schedule Budget Hearing Dates Fiscal Year 1995-96 Budget
It was the consensus of the Council to schedule the Fiscal Year 1995-96 Budget
Hearings on May 30, 1995 at 5:00 p.m.
8E. Sewer Rate Adjustment Discussion
Mayor Matteson, requested that the City Attorney review the contract with the
City of Colton for the wastewater treatment plant and see what legal grounds the

City has regarding the City of Colton's proposal to expand their treatment plant.
City Attorney, responded that the City Manager would provide him with a copy
of the agreement and he will review it and respond to the City of Colton in
writing indicating the City of Grand Terrace's objection based upon legal
grounds. He recommended that a representative attend the Public Hearing that
will be held on May 2, 1995.
Mayor Matteson, requested that the City Attorney give City Manager Schwab his
legal opinion as soon as possible so that the Mayor and Council know where the
City stands.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 7:50 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, April 27, 1995.
