04/27/1995CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - Apri127, 1995 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on April 27, 1995 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Patrizia Materassi, Community Development Director Bernard Simon, Finance Director Captain Denham, Sheriff's Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Hilkey. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - March 1995 Mayor Matteson announced that the Jensen family of 23059 Merle Court are the recipients of the Recycling Family of Month Award and of the local merchants gift certificates from Food Connection, La Pasta Italia, Grand Terrace Cleaners & Tuxedo Rentals, and Flowers By Yvonne. Emergency Operations Committee (a) Minutes of 10-18-94 and 02-21-95 CC-95-34 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO TEM CARSLTROM, CARRIED 5-0, to accept the Emergency Operations Committee minutes of October 18, 1994 and February 21, 1995. 2. Crime Prevention Committee (a) Minutes of 03-13-95 CC-95-35 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Crime Prevention Committee minutes of March 13, 1995. (b) Accept the Resignation of James Cook and Appoint Ed O'Neal as a Regular Member. CC-95-36 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the resignation of James Cook and appoint Ed O'Neal to fill an unexpired term to expire June 30, 1998. 5B. Council Reports Mayor Matteson, reported that the City staff is working on the City of Colton proposed sewer rate increase, he stated that the City of Grand Terrace has purchased enough sewer capacity that the City would need and the goal is to make sure that the fees are not passed on the residents. Assistant City Manager Donlevy and Councilman Buchanan attended the Utility Commission Meeting last week and gave input for the City. He also reported that he has asked that the City of Colton Police Department give the City a proposal of costs to contract with them due to the rate increase of the Sheriff's Contract. He reported that he received a call from a resident stating that he witnessed recyclables being stolen from the bins and questioned the City Manager whether anything has been done about it. Council Minutes 04/27/95 Page 3 City Manager Schwab, responded in the affirmative, and stated that the Sheriff's Department will be patrolling more in that area to prevent items from being stolen again. Mayor Pro Tern Carlstrom, stated he had no report at this time. Councilman Buchanan, reported that the Assistant City Manager did an outstanding job putting together the emergency preparedness plan for the Councilmembers. Mayor Matteson, stated that the City is trying to locate professionals in the area so that they can help in the event that there is a disaster. Councilman Buchanan, reported that he recently attended a San Bernardino Valley Municipal Water Advisory Agency on Water Policy meeting. He also reported that he had the privileged of watching some of the filming of the Hazardous video, and asked Assistant City Manager to tell Council a little bit about the video. Assistant City Manager Donlevy, stated that Council approved the agreement at the last Council meeting. He further stated that a professional crew was hired to do the production. The video features local students in Grand Terrace. Sites and locations are being used throughout the City. This video is being done through a grant from the California Integrated Waste Management Board. This video is professional quality and the City will be proud of it. Councilmember Buchanan, stated that it was really fun to watch the video in progress and is looking forward to seeing the final product. Mayor Matteson, suggested that a copy of the video be sent to Comcast Cablevision so they can air it. Assistant City Manager DonlevX, stated that this video will be award winning and be all over on the educational level. Councilmember Buchanan, reported on the ongoing sewer issues and stated that he attended with the Assistant City Manager the Utility Commission Meeting and he was assured that the City would be notified of future meetings. During the hearing a partnership was discussed between Staff the Commission and the Council to resolve the problems that they face with the Water Quality Board. He had to opportunity to speak at the hearing and was assured that Grand Terrace would be an important part of the process. He stated that he supports the Mayor in that there should not be a sewer rate increase and stated that he would participate to whatever extent the Council would like him to in dealing with this issue. Mayor Matteson, stated that the Utility Commission meets once a month in Colton and the City should receive an agenda. He further stated that the Council Council Minutes 04/27/95 Page 4 should appoint a councilman to attend the meetings when there is something relevant to the City of Grand Terrace. It was the consensus of the Council that Councilman Buchanan be appointed to represent the city. 0 Councilmember Buchanan, stated that he would represent the City and further that there will be a meeting on May 8, 1995 at 6:00 p.m. and another one on May 10, 1995 at 6:00 p.m. if anyone is interested in attending. Councilmember Singley, stated that he is against having the City of Colton bidding on law enforcement services in the City of Grand Terrace. He suggested that if bids are going to be recieved on law enforcement the City of San Bernardino and the City of Rialto should have an opportunity to bid as well. Councilmember Hilkev, stated that the Crime Prevention Committee has received the current Sheriffs contract and questioned if they have received the proposed contract from the Sheriff's Department. City Manager Schwab, stated that the Crime Prevention Committee has received a summary of the current proposed budget for the law enforcement. Councilmember Hilkev, requested that the Crime Prevention Committee bring a report to Council with their recommendations before the budget hearings. He reported that the speed trailer is working and suggested that arrangements be made to have some one other than the deputies move the trailer and suggested that, that may be an area where they can save money. He stated that Comcast was suppose to get the San Bernardino channel back in Grand Terrace. City Manager Schwab, stated that he would look into it. Councilmember Hilkev, thanked Congressman George Brown for coming and talking to the Boy Scouts. PUBLIC HEARING None UNFINISHED BUSINESS 7A. An Ordinance of the City Council of the City of Grand Terrace, Adoytin General Plan Landuse Amendment, GP-95-01, and Associated Negative Declaration, E-95-03, for Consistency with the Adult Business Ordinance to Allow Adult Businesses in Portions of the General Commercial and Industrial Districts. CC-95-37 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to adopt the second reading of an Ordinance adopting General Plan Landuse amendment, GP-95-01, and Associated Negative Declaration, E-95-03. San Bernardino County Operational Area Agreement CC-95-38 MOTION BY COUNCILMEMBI:R HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the San Bernardino County Operational Area Disaster Response and Recovery Organization Agreement. ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 7:00 p.m., until the next Regular CRA/City Council Meeting which is scheduled to be held on Thursday, May 11, 1995.
