05/11/1995CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - May 11, 1995 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 11, 1995 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk John Donlevy, Assistant City Manager Patrizia Materassi, Community Development Director Bernard Simon, Finance Director Lt. Kyritsis, Sheriff's Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Pastor Roger Greenwalt, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:15 P.M. ITEMS TO DELETE 3E. Award Contract - Rehabilitation of Existing Apartment at Civic Center for Building and Safety/Public Works and Housing Offices SPECIAL PRESENTATIONS 2A. Councilmember Hilkey read a Proclamation designating the Month of May 1995 as Water Awareness Month 2B. Gene McMeans, Riverside Highland Water Company, introduced Maryetta Ferre, Principal of Terrace View Elementary School, who introduced the winners of the Water Awareness Poster Contest. 2C. Councilmember Singley read a Proclamation designating May 15-21, 1995, as National Salvation Army Week Council Minutes 05/11/95 Page 2 CONSENT CALENDAR CC-95-39 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the Consent Calendar. PUBLIC CONEVIENT Approve Check Register No. 051195 Ratify 05/11/95 CRA Action Waive Full Reading of Ordinances on Agenda Approve 04/27/95 Minutes Reject Liability Claim 95-01 (Best) Reject Liability Claim 95-02 (Mall) Ed O'Neal, 22608 Minona, Grand Terrace, stressed the importance of crime prevention and law enforcement in the City and urged the Council to continue funding the Community Services Officer position. Moire Huss, 22735 Raven Way, Grand Terrace, indicated that Grand Terrace Day's is coming up on June loth and applications will be accepted until May 26th for parade entries. She encouraged residents to submit a nomination for the Parade Grand Marshall by May 19th. ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural Activities Committee (a) Minutes of 04-03-95 CC-95-40 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Historical & Cultural Activities Committee minutes of April 3, 1995. 2. Parks & Recreation Committee (a) Recommendation on Fees for Reserving Picnic Facilities (b) Recommendation on Picnic Facilities Reservation Policy CC-95-41 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to accept the Parks & Recreation Committee recommendation to lower the fee on the reserved picnic tables to $5 per table per hour for residents of Grand Terrace and $10 per table per hour for non residents; authorize the Parks & Recreation Department to post signs indicating these fees; divide sheltered picnic tables so that half of the Council Minutes 05/11/95 Page 3 facilities at both DeBerry and Pico Parks are available to reserve and that half the facilities at both Parks are available only on a "first come" basis. 5B. Council Reports Mayor Matteson, reported that the City staff is working on the City of Colton proposed sewer rate increase. He stated that Terrace View Elementary School is having a showing on May 16th and will be exhibiting outdoor murals that have been drawn and painted by student artists. He expressed concern for the cost of Law Enforcement and indicated that he has contacted four city police departments for proposals. He indicated that Councilmember Hilkey cannot continue as the designated representative to the San Bernardino County Gang and Drug Task Force because of other duties and appointed Councilmember Singley to assume that position. Mayor Pro Tem Carlstrom, reported that there is a new publication being circulated called Grand Terrace City News, with interesting information. Councilman Buchanan, reported that he attended the 40th Anniversary celebration for Wilden Pump and suggested that Naomi Wilden be considered for Grand Marshall of the Grand Terrace Days Parade. He reported that he attended the Historical & Cultural Committee Annual Art Show, which was very successful. He expressed concern regarding recent vandalism in the City and encouraged those citizens involved to make a report to the Sheriff's Department. He reported on the ongoing sewer issues with the City of Colton and indicated that Colton is considering an interim wastewater rate increase from $12 every month to $18.50 a month. He felt that a rate increase could only be justified if it is needed to cover the current operating expenses. He indicated that he will be attending meetings of the Colton City Council and Utility Commission on May 15th and 16th and report back to Council. Councilmember Singley, reported that he attended the monthly SANBAG meeting where they presented a program on Measure I and stated that traffic will continue to become more congested even with the current improvement rate the traffic will move at 10 mph by the year 2015. He reported that he attended the Colton City Council meeting and expressed his appreciation for the job Councilmember Buchanan is doing representing Grand Terrace. He reported that he attended the Crime Prevention Committee meeting when the law enforcement contract was discussed and indicated that the committee will be making a recommendation to the City Council at the next meeting. Councilmember Hilkey, indicated that he is withdrawing from his position on the Gang and Dug Task Force because of conflicting schedules with the Omnitrans meeting. He expressed concern that the sewer problem in Colton is restricting the issuance of sewer connections in Grand Terrace. He reported that he received a letter with an idea to increase revenue by taxing vacant industrial property. He reported that the San Bernardino public access channel will be shown in Grand Terrace starting on May 15th on channel 53. He thanked the Historical & Council Minutes 05/11/95 Page 4 Cultural Committee for their work on the Annual Art Show. He stressed the importance of the Crime Prevention Committee making their recommendation on the Sheriff's Contract prior to the Budget meeting. Omnitrans Community Shuttle Route Change CC-95-42 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to authorize the proposed change to the route with a change so the shuttle will go to the Parks and Kaiser. ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 8:04 p.m., until the next Regular CRA/City Council Meeting which is scheduled to be held on Thursday, May 25, 1995.
