CITY COUNCIL MINUTES
REGULAR COUNCIL MEETING - May 25, 1995
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on May 25, 1995 at 6:00 p.m.

The meeting was opened with invocation by Reverend Benjamin Nicholas, Highgrove United
Methodist Church of Highgrove, followed by the Pledge of Allegiance led by Mayor Pro Tem
Carlstrom.
Mayor Matteson convened City Council meeting at 6:00 P.M.

SPECIAL PRESENTATIONS
2A. Mayor Matteson announced that the Jung family of 22816 Vista Grande Way are
the recipients of the Recycling Family of the Month award for the month of April
1995 and of the local merchants gift certificates from Grand Terrace Cleaners and
Tuxedo Rental, Flowers By Yvonne, Sub Depot, Verelee's Fancy Pets, Fish and
Grooming.

PUBLIC COMMENT
Dick Rollins, 22797 Barton Road, Grand Terrace, stated that he has had an opportunity
to speak to local citizens regarding the Utility User Fee, when asked what the fee should
go toward the response was law enforcement. He also stated that he feels if the correct
information is properly given to the citizens they will have a better understanding of why
the Utility User Fee is needed and said that he will do whatever is needed of him to get
the information out to the citizens.
Ed O'Neal, 22608 Minona, Grand Terrace, stated that if there is a time limit of public
comment he would like to be advised of it before he begins. He reported that he
attended a ceremony called Art in the Landscape at Terrace View Elementary School
which is a magnet school. The students have done artwork on three outdoor panels in
the back patio area that can be viewed by the public and presented the Mayor with a
brochure of the artwork.
Councilmember Single, asked Mr. O'neal what Supervisor Riordan's comment is on the
current issues of proposition 172. 0

5A. Committee Reports
1. Crime Prevention Committee
(a) Minutes of 04-10-95
CC-95-44 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 5-0, to accept the Crime
Prevention Committee minutes of April 10, 1995.
(b) Recommendation on Law Enforcement Contract
The Crime Prevention Committee recommends the City Council direct that
negotiations for the law enforcement contract include the requirement for
two (2) 168 hour full time deputies 24 hours per day.
Councilmember Singley, requested that staff give their recommendation on the
report that was given to Council by the Crime Prevention Committee on the Law
Enforcement Contract.

Mayor Matteson, reported that he has solicited bids from three different police
agencies for law enforcement for the City of Grand Terrace.
Councilmember Singley, expressed his concern that all the councilmembers be
included in soliciting bids for the law enforcement contract.
Mayor Matteson, questioned whether the City has received a contract from the
Sheriffs Department.
City Manager Schwab, responded that the contract isn't changing what is
changing is Schedule A which is an attachment. He stated that the contract is an
ongoing contract with a termination clause of one year by either party.
Councilmember Hilkev, stated that the Crime Prevention Committee was given
power to examine the Sheriff's Contract and he feels that the recommendations
of the Committee should be looked at to see if it can fit into the current contract.
He expressed his frustration that he hasn't seen the contract and questioned when
it expires? When is it renewed? and Why can't it be changed? He has asked to
use Reserves, and questioned if it is a Union issue and stated that these items
need to be looked at.
Mayor Matteson, requested that the City Manager give a copy of last years
Contract to all of the Councilmembers.
City Manager Schwab, responded in the affirmative and stated that every member
of the City Council has received a copy of the Contract. Last year a new
contract that included the language that dealt with booking fees was presented to
the City Council and adopted by the City Council. Every year during budget
hearings the issue of level of service is discussed. Staff and the Sheriff's
Department Staff will provide any information the Council requests.
2. Historical & Cultural Activities Committee
(a) Minutes of 05-01-95
CC-95-45 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO
TEM CARLSTROM, CARRIED 5-0, to accept the Historical & Cultural
Activities Committee Minutes of May 1, 1995.
5B. Council Reports
Councilmember Hilkev, reported that he received from the State Department of
Education a Negative Declaration on the Environmental Impact on the proposed
School District. The certified letter stated that the proposed School District
would have no impact on the environment of the local community and they have
also set up an appointment with the State Department of Education in July to
review the situation. He also reported that he was chosen to be on the panel to
choose a youth volunteer of the year given by Assemblyman Brown's Office,

there were 18 volunteers that volunteered their time throughout the Inland area.
Councilmember Buchanan, reported that he attended another Utility Commission
Hearing and City Council Meeting in the City of Colton. The City Council of
Colton has not acted on the Wastewater rate increase. The Utility Commission
recommended that the City Council accept their recommendation to proceed with
obtaining bids for engineering reports that will satisfy the Water Quality Control
Board. The proposal for an actual rate increase affecting both Grand Terrace and
Colton was postponed until their next meeting which is the first Tuesday in June.
Mayor Pro Tem Carlstrom, reported that the speed trailer is located on Palm
Avenue and is not working properly.
Lt. Kyritsis, stated that he will look into it first thing in the morning.
PUBLIC HEARING
6A. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE ESTABLISHING GUIDELINES FOR PROCESSING THOSE
CLAIMS FOR MONEY OR DAMAGES NOT NOW GOVERNED BY STATE
OR LOCAL LAWS.
Mayor Matteson opened discussion to the public, there being none, he returned
discussion to Council.
CC-95-45 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCIL
MEMBER BUCHANAN, CARRIED 5-0, to accept the first reading of an
Ordinance of the City Council of the City of Grand Terrace Establishing
Guidelines for Processing Claims for Money or Damages not now Governed by
the State or Local Laws.

8A. Appropriate Funds and Authorize lien for p=erty maintenance - 22237 Barton
Road (Nissenson)
CC-95-47 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO
TEM CARLSTROM, CARRIED 5-0, to continue the appropriation of funds and
authorization of a lien for property maintenance at 22237 Barton Road
(Nissenson) and agendize in 3 months.
8B. Participation in the Summer Youth Employment Training Program SYETP)

CC-95-48 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 5-0, to authorize participation
in the San Bernardino County Summer Youth Employment Training Program
(SYETP), for the summer 1995, and authorize the Mayor and City Manager to
execute all required agreements and affidavits. In addition, approve both block
grant allocations totalling $28,873.
8C. Landscape & Street Lighting District 89-1. FY 1995-96 Levy of Assessment
CC-95-49 MOTION BY COUNCILMEMBER HILKEY, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to adopt Resolution ordering
the City Engineer to prepare Plans, Specifications, Cost Estimate, Diagram and
Assessment (Engineer's "Report"), adopt Resolution approving Engineer's
"Report", and adopt Resolution of Intention scheduling the Public Hearing.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 7:48 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, June 8, 1995.
