REGULAR COUNCIL MEETING - JUNE 22, 1995
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on June 22, 1995 at 6:00 p.m.

The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day
Adventist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilman
Buchanan.

SPECIAL PRESENTATIONS
2A. Recycling Fly of the Month - May 1995
Mayor Matteson announced that the Roop Family of 12423 Vivienda are the

recipients of the Recycling Family of the Month award for the month of May
1995 and of the local merchants gift certificates from Demetris, K's Beauty
Supply & Salon, Grand Heritage Cleaners, and La Pasta Italia.
2B. Grand Terrace Days Presentations
Mayor Matteson presented Jim Hurlburt and Florence Kelly with plaques for the
dedication of over one hundred hours on the preparation of Grand Terrace Days.
He presented Dottie Raborn a plaque for dedicating over two hundred hours on
the preparation of Grand Terrace Days and Gene Mc Means for dedicating many
hours for the preparation as well.

PUBLIC COMMENT
Bitsy Miller, 22815 Raven Way, Grand Terrace, expressed her concern on cutting back
on Law Enforcement and the detrimental effect it would have on the residents, she stated
that she believes that the Law Enforcement in Grand Terrace should be increased.
Dick Rollins, 22797 Barton Road, Grand Terrace, questioned who the Code
Enforcement Officer is for the City of Grand Terrace.
City Manager Schwab, responded that it depended on what type of complaint it is, the
Community Development Director would handle enforcement when it pertains to that
area, the Building and Safety Director would handle enforcement when it pertains to that
area and the Assistant City Manager when it pertains to that area.
Dick Rollins, expressed his concern with the level of Law Enforcement and the contract
with the San Bernardino County Sheriff's Department. The Crime Prevention Committee
made a recommendation to the Council to increase the level of Law Enforcement by
adding another full time deputy and feels that it should be considered. Residents are
concerned with the level of Law Enforcement and the idea of soliciting other Law
Enforcement agencies other than the San Bernardino County Sheriff's Department. He
reminded Council that residents are willing to pay a Utility User Fee if they are assured
that it will be utilized possibly for law enforcement.
Jo Ann Johnson, 12723 S. Mt. Vernon Avenue, Grand Terrace, stated that when

speaking with the seniors at the Senior Center she has heard only positive things about
the Sheriff's Department and expressed her concern with obtaining the same level of law
enforcement with any other law enforcement agency other than the San Bernardino
County Sheriffs Department. She also stated that she has heard very few negative
responses in regards to the utility user fee, virtually everyone she spoke to feels that a
Utility User Fee would be a good source of revenue for the Sheriff's Department or Law
Enforcement.
Philomene Spisak, 11745 Preston, Grand Terrace, stated that one of the things she loves
most about Grand Terrace is that the community feels safe walking throughout the City.
She is also impressed by the Sheriff's Department and the response time that they have.
She expressed the importance of the community supporting the Sheriff's Department and
would like to see the Sheriffs Department continue providing law enforcement in the
City of Grand Terrace.
William Kaminsky, 11818 Burns Avenue, Grand Terrace, stated that he has had
problems with his neighbor Mr. Halstead for the past three years. He is operating a
business of having large weddings on his property that are in violation of many codes.
City Attorney Harper, assured Mr. Kaminsky that Mr. Halstead is scheduled to be
arraigned on June 30, 1995 on criminal charges. He stated that the City is limited to
following the judicial process and told Mr. Kaminsky that he could file his own civic suit
against Mr. Halstead if he so desired.
William Kaminsky, requested that the City send him a letter inviting him to the hearing
on June 30, 1995.
Tony Petta, 11875 Eton Drive, Grand Terrace, stated that he received several calls
asking for his opinion on the Sheriffs Contract. He stated that he can not fault a council
that wants to get the best price for a service. The Sheriffs Department has serviced the
City of Grand Terrace since day one and the residents have enjoyed a level of service
that makes a safe environment. The Sheriffs Department is dependable and has a level
of reserve which would be difficult to get from any other entity. With all that considered
he would not want to fix something that works.
Ed O'Neal, 22608 Minona, Grand Terrace, stated that Law Enforcement and Crime
Prevention are not the same. He supports the Sheriffs Department 100 % and the level
of service and feels that something should be done with Crime Prevention.
Therese Shaffer, 11731 S. Mt. Vernon Avenue, Grand Terrace, reported on personal
experiences and other incidents that have been happening recently in the City of Grand
Terrace. She felt strongly that the level of service should be looked at in regards to law
enforcement before it's too late.

CC-95-92 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 5-0, to accept the minutes of the
Crime Prevention Committee of May 8, 1995.
5B. Council Reports
Mayor Pro Tem Carlstrom, reported that he was on vacation during the Grand
Terrace Days festivities and was unable to attend, however he has received very
good feedback on Grand Terrace Days and the Pancake Breakfast.
Councilmember Buchanan, stated that he had a great time participating in the
Grand Terrace Days parade and the fair afterward and the various activities
during the week and expressed his appreciation for the hundreds of people that
took part in Grand Terrace Days. He thanked Lt. Kyritsis for arranging a ride -a-
long with the Sheriff's Department. He reported that it was a very good
experience.
Councilmember Sing_ley, reported that the projected 6% increase for
administrative services that the County was considering for all contract cities is
a dead issue. He believes that the 6% is now a dead issue due to the hard work
of the Mayor and of the City Manager and thanked them both for working hard
on that issue.
Councilmember Hilkey, reported that three of his cats have been shot and
encouraged people to call him if they are having problems and reminded residents
that shooting firearms is illegal in the City of Grand Terrace.
Mayor Matteson, reported that the food at the Grand Terrace Days fair was
excellent, it was a good parade and altogether there was a good turnout. He
commended staff on the newsletter and referred to an article on the businesses in
Grand Terrace old and new.
Councilmember Sing_ley, thanked all of the people who attended the meeting and
spoke.

7A. Landscape and Lighting Assessment District
Mayor Matteson asked if anyone would like to address the Council on item 7A
Landscape and Lighting Assessment District.
There being none he returned discussion to Council.
NEW BUSINESS
8B. Discuss Sheriff's Contract Staffing Level for Fiscal Year 1995-96
Councilmember Hilkev, questioned whether the City is getting what it is paying
for. The quality of the Sheriff's Department is good, everyone will agree. He
questioned the accountability of the staff of the Sheriff's Department. He
requested that staff come up with a way to show that the Sheriffs Department
Staff is in the City when they are suppose to be.
Councilmember singlet', requested the Lt. Kyritsis look into the incident the Ms.
Shaffer reported earlier during public comment.
Lt. Kyritsis, asked to speak to Ms. Shaffer after the meeting to get further
information from her.
Councilmember Hilkev, requested a full report from the Sheriff's Department on
the incident the Ms. Shaffer described.
Mayor Pro Tem Carlstrom, stated that the city is not crime free, however the
crime rate in Grand Terrace is probably lower than other communities and that
is due to the law enforcement that we have at the current time.
Councilmember Buchanan, reported that he did a ride -a -long with the Sheriff's
Department on Friday night. He was impressed by the personal commitment to
law enforcement and public safety in the City by the deputies. He had an
opportunity to spend time with three different deputies. One deputy in particular
had great concern about leaving the City without proactive patrol during a shift
change, the same concern came up when deputies had to make a judgement call
on whether or not to arrest someone on an outstanding warrant or something
similar or leave the City with no proactive patrol. Criminal activities do happen
not necessarily by people inside the City, people come from outside the
community and do these acts. He feels that the only way to help keep the City
free of crime is to discourage people from committing these crimes, to respond
quickly when it happens and getting on the trail while it's fresh. If there are
patrol cars out people are less likely to commit crimes. He stated that he is
against cutting back the law enforcement and feels that it may need to be
increased somehow.
Mayor Pro Tern Carlstrom, stated that he was not in favor of cutting law
enforcement.

Councilmember Singley, stated that he would like to see another full time deputy
in Grand Terrace, however, talking to the Sheriff and the City Manager if the
City was to get another full time deputy, because of the balance between the City
of Grand Terrace and the City of Loma Linda the extra deputy would probably
spend little time in Grand Terrace. The contracts between the San Bernardino
County Sheriff's Department and the City of Grand Terrace and Loma Linda
were balanced to get the best law enforcement at the best price for the Cities and
feels that another deputy shouldn't be added until the law enforcement experts say
that we should.

Mayor Matteson, requested that the following memo dated June 19, 1995 in
reference to sources of revenue and uses of funds from the City Manager be made
part of the record.
During the budget sessions,it became somewhat apparent that confusion existed
over the way in which revenues were shown. The budget listed only net revenue
and did not show intergovernmental transfers nor the use of the available fund
balance.
To clarify this issue, the attached analysis of Sources and Uses of Funds is
provided. As you can see, the projected budget is not a deficit budget. In fact,
there is an excess of Sources over Uses of $285,000.

CC-95-94 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to adopt the City of Grand
Terrace Fiscal Year 1995/96 Budget Resolution.
8D. New "Free" Compressed Natural Gas (CNG) Van - Cooperative Agreement with
Caltrans
CC-95-95 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to approve and direct the Mayor
to sign the agreement.
CLOSED SESSION
9A. Personnel Negotiations
Mayor Matteson, reported that the Council met in closed session to discuss
personnel negotiations and the following items were approved:
1. A four percent cost -of -living increase for all employees.
2. To add a Vision Plan to our list of benefits that will be paid for by the
employee out of the Fringe Benefit Plan.
3. To add the third level 1959 Survivor Benefit Plan to our PERS Retirement
Plan. This will make it possible for employees to provide for their
families a monthly allowance to survivors of a member who dies prior to
retirement. The City will pay $2 per month for each employee and the
employee will also pay $2 per month for this benefit.
4. The pay range for the Maintenance Worker was adjusted. This position
is now in a pay range that is comparable with other cities in the area.
5. The Associate Planner position was reclassified to Senior Planner and the
pay range adjusted. This position has been operating on the level of a
Senior Planner for the past three years.

Mayor Matteson adjourned the City Council Meeting at 8:23 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, July 13, 1995.
