REGULAR COUNCIL MEETING - IULY 13, 1995
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on July 13, 1995 at 6:00 p.m.

The meeting was opened with invocation by Pastor Roger Greenwalt, First Baptist Church of
Grand Terrace, followed by the Pledge of Allegiance led by Councilman Singley.

Councilmember Singley read the Proclamation declaring July 1995 as Parks and
Recreation Month in the City of Grand Terrace.
2C. Commendation - Aaron Bruhl
Mayor Matteson read and presented Aaron -Andrew Paul Bruhl with a
commendation for his academic and athletic accomplishments.

Disposal Fund $15,555.

Grant Funds of $22,000 from Household Hazardous Waste
Grant and $6,000 of Oil Recycling Grant.
3. Increase Park Fund estimated revenue $52,646 for CDBG
Funds to be received for FY 1994-95.
4. Decrease General Fund Appropriation $116,700 for
insurance and surety bonds.
5. Increase General Fund Appropriations $28,000 for
expenditures of the Household Hazardous Waste Grant
$22,000 and of the Oil Recycling Grant $6,000.
6. Increase Park Fund Appropriation for $34,656 for CDBG
Park Project at Terrace Hills.
7. Decrease Appropriation $15,555 for Wastewater Disposal

CC-95-98 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 5-0, to adopt a Resolution
approving the site identification and description for the Milliken Sanitary Landfill
Facility; Facility Identification #36-AA-0054.
PUBLIC COMMENT
Dick Rollins, 22797 Barton Road, Grand Terrace, stated that Council requested
that the Crime Prevention Committee review the current San Bernardino County
Sheriffs Department contract and make recommendations to Council. In order
to understand the contract the best that the committee could, Councilman Singley,
Lt. Kyritsis and Captain Denham were invited to the meeting. The Committee
felt that they were the best people to show the committee how to read and
understand the contract. He further stated that Councilman Singley had nothing
to do with the decision of the Crime Prevention Committee, he was trying to help
the Crime Prevention Committee the best that he could, try and understand the
Sheriff's Contract. He also questioned when the new hot water heater would be
placed at the Senior Center.
Assistant City Manager Donlevy, responded that this project is being funded by
CDBG. This project was approved by the County Board of Supervisors on June
20, 1995 and the City was notified the first week of July. Appropriate contract
documents must be processed before the City can do a formal bid. He stated that
the hot water heater should be in by September.
Tara Shaffer, 11731 S. Mt. Vernon Avenue, Grand Terrace reported on an
incident that occurred on July 3, 1995. She stated that it took approximately 60
minutes for a deputy to arrive which she felt was unacceptable.
Mayor Matteson, requested that the Sheriffs Department look into the incident.

COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the minutes of the
Parks and Recreation Committee of March 6, 1995, May 1, 1995 and June 5,
1995.
(b) Appoint Member (Andrews)
CC-95-102 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to appoint Gretchen Andrews
as a regular member of the Parks and Recreation Committee with a term expiring
on June 30, 1998.
5B. Council Reports
Mayor Matteson, reported that he received a letter from OMNITRANS stating
that the Community Shuttle is being canceled, and asked Councilmember Hilkey
to address that issue.
Councilmember Hilkey, stated that the ridership did go up the last month
however, it did not go up enough to keep it here in Grand Terrace. He stated
that there are other options for public transportation but the Community Shuttle
will no longer be available.
Mayor Matteson, reported that he received an article from Ed O'Neal that was
in the Los Angeles Times that referred to the problems that the Counties and
Cities face with not being able to provide services to the communities due to the
lack of funds. He also reported that he received a letter from Inland Empire
T.V. News and stated that local news will be broadcasted on Channel 3 Monday
through Friday at 7:00 a.m.
Councilmember Singley, reported that he attended the San Bernardino County
Gang and Drug Task Force Meeting and learned of a new committee that has
been formed called LEP Law Enforcement Education Partnership which involves
Police Chiefs and school officials. The Partnership is looking into having
programs that not only target at risk students but an educational program for all
students at the junior high and high school level. He also attended the SANBAG
Meeting and they voted to approve the budget for 1995/96.
Councilmember Hilkey, reported on the status of the proposed Grand Terrace
Unified School District indicating that the decision at the State level has been

postponed for two months.
Mayor Pro Tem Carlstrom, reported that he received some complaints of wild
animals invading the City. He also reported the Chamber of Commerce will be
having an installation dinner on Tuesday, July 18, 1995 at 5:30 and the Food
Connection.
Councilmember Buchanan, reported on the status of the wastewater treatment
plant dispute with the City of Colton, and recommended that city staff get a copy
of the final Title 22 Engineering Report, continue to pursue the audits that the
contracts call for, and set up a meeting with the City of Colton's staff.
Councilmember SinggX, felt that the citizens of Grand Terrace should be able to
vote on the proposed Grand Terrace Unified School District.
Councilmember Buchanan, expressed his sincere admiration to Aaron Bruhl for
all of his accomplishments. He reported that he attended a division meeting for
the League of California Cities, the topic of debate was the proposed split pf the
Inland Empire Division. Some of the issues that were discussed were: The
division is sponsored largely by the Cities of Riverside County. They have put
together a mayor and councilmember committee as part of this division. They
are very active and meet all the time, they focus on Riverside County problems
and the problems with the city. They feel that this is a more effective way of
addressing their problems rather than the full division meetings that don't cover
their issues. Very few cities in San Bernardino County have voted to oppose the
approval of the split. He stated that the only real concern that he has with the
split of the division is that this division is the only forum that the cities of San
Bernardino and Riverside Counties have to get together on matters of regional
concerns or interests. If this is not an appropriate forum for Inland Empire Cities
to get together and have an opportunity to discuss and exchange ideas about
regional issues, that kind of forum needs to be created.
Mayor Matteson, requested that Councilmember Buchanan keep Council up to
date on the votes that come in.
Councilmember Buchanan, questioned whether or not staff was prepared to give
the status of the Code Enforcement issue between the City of Grand Terrace and
Mr. Halstead.
Planning Director Materassi, reported that the trial is scheduled for September
11, 1995.
Barbara Pfenni hg ausen, 22111 Ladera Street, Grand Terrace, stated that she did
not feel that it was appropriate to use a Council Meeting as a platform for
anything to do with the proposed Grand Terrace Unified School District. She
stated that when these issues come up, they come up during Council Reports and
there is no opportunity for rebuttal from citizens. She also reported that unless
the City would like to withdraw from all public education funding and from all

support other than the taxes generated within the City, the State does have a
responsibility to determine the legality of a vote that would put the students in the
community in jeopardy if the City could not financially afford to support a school
district without state and federal funding. This is an example of how little local
control we have.
PUBLIC HEARING
6A. 1995-96 Annual Landscaping and Lighting District 89-1
Mayor Matteson opened discussion to the Public.
Barbara Pfenni hg a`usen, 22111 Ladera Street, Grand Terrace, questioned whether
or not the Landscape and Lighting District could be expanded along Canal where
the Community Redevelopment Agency purchased and demolished the home on
Canal.
City Manager Schwab, responded that there have not been any discussions.
Ideally they would like to sell that property to the owners of the Highlands.
Barbara Pfenni hg ausen, asked if she could recommend that this property be
included in the Landscaping and Lighting District 89-1.
City Manager Schwab, stated that it was riot something that staff has considered
or brought before the Council. If you add a project to the district there would
likely be opposition because money would have to be collected. It could be a
project that could be considered in the future, however, at this particular time
what is before council is the existing district.
There being no further discussion from the public, he returned discussion to
Council.
CC-95-103 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to Confirm the Assessments for
the Fiscal year 1995-96 as presented in the Engineer's Report and direct the
Finance Director to file the Assessments with the County Auditor.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 7:20 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, August 10, 1995.
