01/11/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - JANUARY 11, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on January 11, 1996 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community Development Director Lt. Kyritsis, Sheriffs Department Virgil Barham, Building and Safety Director John Harper, City Attorney ABSENT: Bernard Simon, Finance Director The meeting was opened with invocation by Pastor Paul Reed, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilman Jim Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. SPECIAL PRESENTATIONS None CONSENT CALENDAR CC-96-01 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to approve the Consent Calendar. A. Approve Check Register No. 122895 and 011196 B. Ratify 0l/11/96 CRA Action C. Waive Full Reading of Ordinances on Agenda Council Minutes O1/11/96 Page 2 D. Approve 12/ 14/95 Minutes E. Appoint Councilman Hilkey to the League of California Cities Revenue and Taxation Committee PUBLIC COMMENT James Chittick, Crestmore Federal Credit Union located in the Town Center; Grand Terrace, he introduced his business and stated that he began doing business in Grand Terrace over a year ago. He requested that the City Council endorse his business, he would like to bring the recommendation to the board to change the name of the credit union to "Grand Terrace Credit Union". Mayor Matteson, stated that Mr. Chittick would have to bring a formal proposal to the City Council for review. Dick Rollins, 22797 Barton Road, requested that the City Council change the closing time of De Berry Park and remove the sign stating the hours of closure. Mayor Matteson, stated that this would need to go before the Parks and Recreation Committee and the Committee Chairman will need to bring a recommendation to Council. 0 Dick Rollins, reported that at the last Crime Prevention Committee meeting a radio communication problem that the Deputies and Citizen Patrol are having with Central Station was discussed. City Manager Schwab, stated that the radio communication problem that he is referring to is that in the 800 mhz system there are some dead spots. They are looking at putting a new repeater site on Blue Mountain that should improve the coverage. There are some places where the 800 mhz will not work however, the deputies can always talk on the voice communicator. Mayor Matteson, questioned when the repeater site would be completed. City Manager Schwab, stated that he is unsure when it would be completed. Lt. Kyritsis, stated that the communications department is looking at several ways to resolve this problem. Historical and Cultural Activities Committee (a) Minutes of 12-04-95 CC-96-02 MOTION BY COUNCILMEMBER BUCHANAN, COUNCILMEMBER HILKEY, CARRIED 5-0, to accept Cultural Activities Committee Minutes of December 4, 1995. 5B. Council Reports SECOND BY the Historical and Mayor Pro Tem Carlstrom, reported that La Cadena is now lit up thanks to the City of Colton's La Cadena beautification and questioned if this would continue. City Manager Schwab, stated that the City of Colton asked the City of Grand Terrace to participate in the improvement, Grand Terrace did not participate, the City of Colton opted to go ahead and put the lights in and offered to pay for them at their cost in order to continue with the beautification project, the only thing that Grand Terrace did was waive the inspection fees. Mayor Pro Tem Carlstrom, expressed his sorrow in the loss of John Taylor. Councilmember Buchanan, expressed his appreciation for all of Assistant City Manager Donlevy's efforts in keeping Council up to date on what is happening with the Colton Waste Water Treatment plant. It is going to come to a point in time when we will have to sit down and decide who is responsible for what and the cost, when that time comes the Council will be informed. Councilmember Singlev, reported that he attended the SANBAG meeting, Grand Terrace made the list to receive another $430,000 for bike and pedestrian trails, however, there is not enough money to fund everyone on the list. If more money becomes available, they may be able to get further down the list. He thanked Community Development Director Materassi and staff for working so hard to get that money for the City. He also expressed his sadness in the loss of John Taylor. Councilmember Hilkev, requested that staff look into the Comcast quality. Apparently the meetings being broadcasted are not audible. He reported that there was an attempt by the Colton Unified School District to stop the election to be held on March 26, 1995 where the proposed Grand Terrace School District Council Minutes 01/11/96 Page 4 will be voted on, it was denied by San Bernardino Superior Court, however, this decision will be appealed. Mayor Matteson, reported that he attended the City Selection Committee Meeting. He requested the City Attorney Harper give an update on Proposition 62 and the process of the cities collecting the utility taxes that have been deemed illegal. City Attorney H=er, briefly updated the Council on Proposition 62 and stated that it is likely that the cities which are now levying a tax are not going to be able to do it in the future but probably won't be penalized for doing it in the past. Mayor Matteson, questioned whether of not City Attorney Harper had any information on the State refunding the surplus money that has been taken from them. City Attorney Harper, responded in the negative, it is anticipated that the money will be given to the schools. PUBLIC HEARINGS None 0 UNFINISHED BUSINESS None NEW BUSINESS 8A. Recreation Program Update: Gymnastics Assistant City Manager Donlevy, stated that at the request of the City Council the Community Services Department will be doing the following items in order to try and accommodate the residents of Grand Terrace in regards to the gymnastics program: 1. Survey: All parents on the waiting lists are being contacted and surveyed on the days and times their children are available to attend classes. 2. Facilities: Staff is contacting the Colton Joint Unified School District to determine the availability and costs of utilizing the elementary schools or the Junior High. Also will be contacting the Community Center. Council Minutes 01/11/96 Page 5 3. Instructors: Contacting local colleges for students and possibly local instructors to determine availability for instruction. He stated that he would bring the results back to Council. CLOSED SESSION 9A. Potential Litigation - Governmental Claim Filed by Toni Felix Against the City of Grand Terrace Mayor Matteson announced that Council met in closed session to discuss potential litigation - Governmental claim filed by Toni Felix against the City of Grand Terrace. The claim was rejected. ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 7:10 p.m., until the next Regular CRA/City Council Meeting which is scheduled to be held on Thursday, January 25, 1996.
