02/08/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - FEBRUARY 8, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on February 8, 1996 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tern Herman Hilkey, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community Development Director Bernard Simon, Finance Director Virgil Barham, Building and Safety Director Lt. Greg Kyritsis, Sheriffs Department 0 ABSENT: Jim Singley, Councilmember John Harper, City Attorney The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:15 P.M. SPECIAL PRESENTATIONS 2A. Proclamation - National Engineering Week - February 18-24, 1996 Mayor Matteson read a proclamation on behalf of the City Council proclaiming February 18-24, 1996 as National Engineering Week. CONSENT CALENDAR CC-96-08 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER SINGLEY WAS ABSENT), to approve the Consent Calendar. Approve Planning Commissioner's Attendance and Travel to the League of California Cities Conference in Sacramento PUBLIC COA04ENT Ed O'Neal, 22608 Minona Drive, Grand Terrace, invited Council, Staff and the Public to a free Public Information Forum regarding the Grand Terrace School Issue on February 22, 1996 at 7:30 p.m. at the Grand Terrace Elementary School. This event will be moderated by the League of Women Voters. Dick Rollins, 22797 Barton Road, Grand Terrace, invited everyone to attend the Grand Terrace Toastmasters meeting on Fridays at 6:30 a.m. ORAL REPORTS 5A. Committee Reports 1. Historical and Cultural Activities Committee (a) Minutes of 01-02-96 CC-96-09 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER SINGLEY WAS ABSENT), to accept the Historical and Cultural Activities Committee Minutes of January 2, 1996. 5B. Council Reports Mayor Matteson, reported that he attended the Planning Commission Workshop which was very informative. He was told by a citizen that a Deputy stated that the Mayor was wanting to reduce the Law Enforcement, he stated that about six months ago he was looking at ways to reduce the cost of law enforcement. He stated that Council needs to get closer to the Sheriffs Department and requested that ride -a -longs be set up so that Council is aware of who the Deputies are and to be exposed to them and so the Deputies know Council so all of our goals can be accomplished. He brought up three incidents that have occurred in the city, postal thefts, California Skate theft, and attempted high jack at the Arco Station and requested that Lt. Kyritsis respond to these items. Council Minutes 02/08/96 Page 3 Lt. Kyritsis, responded that there was some thefts from mail boxes in Grand Terrace, an arrest was made of two individuals that reside in Grand Terrace who were involved in mail theft in the areas of Forest Falls, Yucaipa, and Grand Terrace. He urged residents to call the Sheriffs Department if they have any information on the thefts or see any thefts taking place. Seven people have been recently arrested, four of the individuals arrested are teenagers and have been connected to many robberies but have not been connected to the robbery at California Skate at this time, three other individuals were arrested in connection to the attempted high jack at the Arco Station. Mayor Matteson, thanked the Sheriffs Department for their prompt action on the three incidents. Councilmember Hilkey, reported that at the Planning Commission Workshop, Steve Gibson gave a presentation on how they renovated downtown Riverside. Mr. Gibson suggested in order to get the General Plan up and going to take small steps, don't try to get it all done at once. Mayor Pro Tem. Carlstrom, stated that he received a call from a resident praising the Sheriffs Department on their response time and how they handled things in regards to the mail thefts. Councilmember Buchanan, reported that he also attended the Planning Commission workshop. He thanked Mr. Sandoval for the cooperative working relationship and contact that he has had with the City of Grand Terrace and congratulated Dr. Hansen in replacing Mr. Sandoval on the Colton City Council. He also reported that the Council is staying neutral in regards to the proposed Grand Terrace Unified School District however, he personally would like to see a forum broadcasted over the community access channel debating the pros and cons of the proposed school district. He stated that he would moderate the debate unless someone else would like to, he would like to have this take place approximately two weeks before the election in a neutral territory. Mayor Matteson, stated that he wanted to make it clear that this is not a City issue the school district is a separate entity and that this would be an independent program put on by Councilman Buchanan. Councilman Hilkey, questioned whether Councilman Buchanan was wanting to change the location of the forum that is going to be moderated by the League of Women Voters on February 22, 1996 or have a second forum. Councilmember Buchanan, stated that this forum is not being held close enough to the election, he would like another forum to be held about a week and a half to two weeks prior to the election. Council Minutes 02/08/96 Page 4 Councilmember Hilkey, stated that not only is the school district an issue but so is which candidate is going to run the school district and suggested that this be part of the forum. Councilmember Buchanan, stated that his goal in having this forum is so that it takes place in a neutral location and reached as many homes as possible. Mayor Matteson, reported on the nuisance abatement at Ms. Nissenson's home. Everything should be completed by the end of the week. He requested that the City Manager work with the Sheriff s Department and scheduled ride -a -longs for the Council. PUBLIC HEARINGS None UNFINISHED BUSINESS None NEW BUSINESS 8A. Mid -year Budget Review and Adjustments 0 CC-96-10 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0, to approve the following staff recommendations: 1. Increase General Fund revenue estimate by $66,951 to account for $39,871 of anticipated Household Hazardous Waste Grant reimbursements, $25,300 due from the State for City purchase of CNG fuel vehicle, and $1,780 CDBG funds anticipated to be received. 2. Appropriate $48,090 from General Fund for 4.0% approved COLA increase in salaries/wages and related expenses. 3. Appropriate $3,182 from Waste Water Disposal Fund for 4.0 % approved COLA increase in salaries/wages and related expenses. 4. Appropriate $25,300 from General Fund for the purchase of CNG vehicle. 5. Appropriate $39, 871 from Genera] Fund for expenditures on Household Hazardous Waste grant project. 6. Appropriate $1,780 for purchase and installation of water heater CDBG Council Minutes 02/01/96 Page 5 project for Senior Center. 7. Appropriate $1,000 for purchase of dish washing machine for Senior Center.
