REGULAR COUNCIL MEETING - FEBRUARY 22, 1996
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on February 22, 1996 at 6:00 p.m.

The meeting was opened with invocation by Pastor Paul Reed, First Baptist Church of Grand
Terrace, followed by the Pledge of Allegiance led by Councilman Herman Hilkey.

SPECIAL PRESENTATIONS
2A. Recycling Family of the Month - January 1996
Mayor Matteson announced that the Thomas Family is the recipient of the
recycling family of the month award for the month of January 1996 and of the
local merchants gifts certificates from Demetri's, La Pasta Italia, Verlee's Fancy
Pets and Grooming and Grand Heritage Cleaners.
2B. Proclamation - California Bike Commute - May 16, 1996
Councilmember Buchanan read a proclamation on behalf of the City Council
proclaiming May 16, 1996 as California Bike Commute day in the City of Grand
Terrace.
2C. Commander Award - Jack's Disposal

Department presented Jack's Disposal with a Commander Award and thanked
them for donating 20 cases of soda to the Bicycle Rodeo and $500.00 to Citizen
Patrol for the purchase of a new vehicle. 0
Ron Persible accepted the award on behalf of Jacks' Disposal.
2D. Proclamation - California Architecture Week - March 11 - 17, 1996.
Mayor Pro Tem Carlstrom read a proclamation on behalf of the City Council
proclaiming the week of March 11 - 17, 1996 as California Architecture Week
in the City of Grand Terrace.

PUBLIC COMMENT
Barbara Pfennighausen , 22111 Ladera Street, Grand Terrace, addressed the Mayor,
Councilmembers, and City Staff. She spoke as a concerned citizen and as a member of
the Care for Grand Terrace Committee. She expressed her concern with the activities
that have been going on with the proponents of a separate school district in Grand
Terrace. She stated the following concerns:
Certain Councilmembers when approached by opponents of this issue state that Council
has agreed to take no position. She stated that Mr. Hilkey is a member of this Council
and is also a candidate for the School Board for the proposed school district.
Campaign literature for the proponents has been made available through the City owned
Child Care facility and they were only pulled when the opponent questioned why all
campaign literature was not made available.
The proponents have publicly stated that the functions and finances for the proposed new
school district will be shared under a Joint Powers Agreement. This was published in
a newspaper . She questioned who made that decision and when was it made. Was it
a decision made at a public meeting properly agendized so that the public could have a
say, if so what was the date of that meeting.
She addressed Mayor Matteson specifically - she questioned how he could be supportive
of an issue that would impose an unbearable tax burden on a significant portion of the

community and ultimately benefit no one.
She further stated that by election day, in March, the citizens of Grand Terrace will
become factually informed and ready to take the necessary action to defeat this issue.
She feels that the children and taxpayers deserve better.
Mayor Matteson, responded that the Council as a body did vote not to take a position on
the proposed school district, however, the Council can not set policy telling each
individual what position to take on a personal level. He stated that there will be a forum
where everyone can see what the issues are.
Ed O'Neal, 22608 Minona Drive, Grand Terrace; spoke as the Co -Chairman of the
Concerned Citizens of Grand Terrace, stated that a public forum of the proposed Grand
Terrace School District will be held at the Grand Terrace Elementary School. The
League of Women Voters will be moderating the forum. He invited everyone to attend.
He also stated that he would get together with Councilman Buchanan to get a non-
partisan forum televised prior to the Election.

1. Parks and Recreation Committee
(a) Minutes of 12-04-95
CC-96-12 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER
SINGLEY WAS ABSENT), to accept the Parks and Recreation Committee
Minutes of December 4, 1995.
Councilmember Hilkey, questioned whether or not all of the items that Mr.
Rollins had on the list of repairs for the park had been addressed.
Assistant City Manager DonlevX, responded that the list is being addressed at the
present time.
2. Emergency Operations Committee
(a) Minutes of 09-11-95 and 11-21-95

COUNCILMEMBER BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER
SINGLEY WAS ABSENT), to accept the Emergency Operations Committee
minutes of September 11, 1995 and November 21, 1995.

Councilmember Buchanan, reported that at the last Council meeting he expressed his
desire to see some use being made of the Community Access Channel capabilities to air
pros and cons of the Proposed Grand Terrace School District. When he decided to make
comments about having a non -partisan forum he was unaware that the forum being held
at the Grand Terrace Elementary school was being planned. He is unaware whether the
forum is being televised or taped. He stated that it may be appropriate to have another
forum in order to have the information broadcasted over the television and be re -televised
prior to the election.
Mayor Pro Tern Carlstrom, questioned if there was any damage in the City due to the
recent storms.
Assistant City Manager Donlevy, stated that the City is performing well during the
storms, he feels that this is due to the work that was performed last year. There are a
few pot holes but they will be fixed soon.
Councilmember Hilkey, stated that he rediscovered our library here in Grand Terrace and
reported that it is now on line with the County -Wide computer system.
Mayor Matteson, responded again to Mrs. Pfennighausen. He stated that he himself has
not taken a position in regards to the proposed Grand Terrace School District. He also
stated that there are so many different statements going around town it is hard to know
which information is true and correct. He stated that he would like see the forum
televised so that all of the correct information is given out to the entire community.
PUBLIC HEARINGS
6A. 1996 CDBG Program: Prioritization of Projects
Assistant City Manager Donlevy, stated that a public hearing is being held to
prioritized the CDBG projects for the 1996/1997 year. There was a total of
sixteen projects submitted to the County under the name of the City of Grand
Terrace. Some of these projects were by non-profit organizations and some by
the City, of the sixteen that were submitted fifteen qualified. Staff is
recommending that the following projects be included as 1996/1997 projects:
1. Drug Alternative Programs - Public Service Project - Property
Maintenance - Seniors and Handicapped in the amount of $2,000.00.
2. Grand Terrace Library - Public Service Project - Literacy - Open Library
one additional day per week in the amount of $3,700.00.
3. City of Grand Terrace - Construction - Rehabilitation of Air Conditioning
at the Senior Center in the amount of $2,200.00.
4. City of Grand Terrace - Construction - Install ADA Crosswalk Signal
Buttons in the amount of $3,000.00.

5. City of Grand Terrace - Construction - Install ADA Playground Surface
at T J Austin Park in the amount of $36,100.00.
The City of Grand Terrace can expect to receive an allocation of approximately
$38,000.00. Of this, the City is limited to allocating a maximum total of $5,700
to Public Service Projects.
Mayor Matteson opened discussion to the public.
Barbara Pfenni hg ate, 22111 Ladera, Grand Terrace; stated that she would like
to see the Grand Terrace library funded so that it will be able to stay open one
more day a week or as much as possible.
Mayor Matteson, stated that he would like to support both projects under public
service, however he would like to see the library open at least one more day and
expressed his concern with the amount of money being allocated and suggested
to the City Manager and Assistant City Manager that if the amount allocated was
not going to be enough that we allocate all of the money that can be allocated to
public service projects to the Library.
Dick Rollins, 22797 Barton Road, Grand Terrace; questioned the $2,500.00 for
a water heater for the Grand Terrace Senior Center.
Assistant City Manager Donlevy, responded that this project was not just limited
to purchasing a water heater it included some construction, running additional
electricity, and the water heater is not a typical water heater, it is a 12 volt.
Barbara Pfenni hg ate, 22111 Ladera, Grand Terrace; stated that she would be
against the idea of having a swamp cooler at the Senior Center. It simply would
not work properly.
City Manager Schwab, stated that a swamp cooler would not be placed at the
Senior Center, refrigerated air will be installed.
There being no further discussion Mayor Matteson returned discussion to
Council.
Councilmember Buchanan, questioned whether or not money from previous years
could be used this year. He also questioned whether there were limits on the
amount of money that can be allocated for public service projects in the previous
years, and could some of the allocated money be used for the public service
projects this year.
Assistant City Manager DonlevX, stated that projects that are being prioritized are
for the money being allocated for 1996/ 1997 year. He further stated that he
would have to contact the County and do a complete audit to see where this un-
allocated balance came from, what was spent, what the regulations were for that
year, and whether or not it can be spent. He also stated that the un-allocated

balance was probably set aside for some construction projects.
Councilmember Buchanan, question whether or not there has always been a limit
on the amount of money that can be allocated to public service projects or has it
changed recently.
Assistant City Manager Donlevy, responded that there were major changes with
the CDBG Program on the Federal level last year.
Mayor Matteson, questioned whether the 15 % allocated for public service projects
was used last year or was it carried over.
Assistant City Manager Donlevy, stated that the money allocated for public
service projects can not be carried over.
Councilmember Buchanan, stated that it would be nice to fund item 15 Applied
for by the San Bernardino Medical Center for Transportation Vouchers for Pre-
natal visits in the amount of $1,000.00, however, he shares the Mayor concern
with under funding the Library, he would like to see the necessary actions taken
to see that get done. If there is any way to utilize the $63,000.00 that has not
been expended he would like to spend that money toward public service projects
instead of construction. He questioned to what extent the TJ Austin Park is
utilized in reference to item 13 the installation of ADA playground surface.
Assistant City Manager Donlevy, responded that it is a heavily used park in a
fairly new neighborhood.
Councilmember Buchanan, questioned if we are required to bring that park up to
ADA regulations, is it only required if significant changes are made to the park
or is it money that we are going to have to spend to bring it into compliance so
we should utilize the CDBG funds.
Assistant City Manager Donlevy, responded in the affirmative.
Councilmember Buchanan, requested that if it is possible to utilize some of the
funds that have not been expended in the previous years that it be brought back
to Council.
Assistant City Manager Donlevy, stated that the City is required to notify CDBG
no later than March 4, 1996 of the actions of the Council so in all probability no
unless a special meeting is held.
Councilmember Buchanan, questioned if Council could take an action that would
be an alternative if the funds could be utlized for public service projects.
Assistant City Manager Donlevy, recommended that Council make an A list that
includes the expenditure of $ 5,700.00 and a B list for other public service
projects with minimal expenditures contingent on what the County will say.

Councilmember Buchanan, expressed his concern that the $2,000.00 for the Drug
Alternative Programs and the $3,700.00 for the Library will be sufficient, and
funding item 15 for the San Bernardino Medical Center. He doesn't want to fund
things partially, he would like the funding to be useful.
Assistant City Manager Donlevy, stated that he believes that the $3,700.00 for
the Library is sufficient. His recommendation is that the Council not spend more
than $5,700.00 for public services. If you want to have a B list for construction
projects that you want to spend the unallocated funds then they would go on the
prioritized list.
Councilmember Buchanan, stated that if Assistant City Manager Donlevy was
confident that the money allocated to the Library and the Drug Alternative
Programs will be useful then he supports his recommendations.
CC-96-14 MOTION BY COUNICLMEMBER BUCHANAN, SECOND BY MAYOR PRO
TEM CARLSTROM, CARRIED 3-0-2-0 (COUNCILMEMBERS HILKEY AND
SINGLEY WERE ABSENT), to adopt staff's recoomendations for funding CDBG
proposals and designate the funding allocations for the 1996/1997 program year
and authorize staff to process and submit the necessary County applications for
the following projects:
1. $29000.00 - Drug Alternative Programs - Property Maintenance - Senior
and Handicapped (Public Service Project)
2. $3,700.00 - Grand Terrace Library - Literacy - Open Library one
additional day per week (Public Service Project)
3. $2,200.00 - City of Grand Terrace - Rehabilitation of Air Conditioning at
the Senior Center (Construction)
4. $3,000.00 - City of Grand Terrace - Install ADA Crosswalk Signal
Buttons (Cosntruction)
5. $36,100.00 - City of Grand Terrace - Install ADA Playground Surface -
TJ Austin Park (Construction)
Ed O'Neal, 22608 Minona Drive, Grand Terrace; reported that a Candidate Forum for
the proposed school district will be held on March 13, 1996.
Councilmember Buchanan, questioned whether that forum could be held at the Civic
Center in the Council Chamber so that it can be televised.
Ed O'Neal, stated that he would look into it and work with Councilmember Buchanan.

Mayor Matteson, stated that all of the the code violations have been taken care
of at 22237 Barton Road.
COUNCELMEMBER BUCHANAN, thanked Mayor Matteson for all of his
efforts to help Ms. Nissenson with her code violations.
CC-96-15 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 3-0-2-0 (COUNCILMEMBERS
HILKEY AND SINGLEY WERE ABSENT), to accept and file the report from
the Community Development Department, thereby closing the code enforcement
case (CE93-07) at 22237 Barton Road, Grand Terrace.
7B. Expansion of Recreation Programs
Assistant City Manager Donlevy, gave an update on the expansion of recreation
programs and stated that when the final program is established, staff will provide
a final update to the City Council. He stated that the process has included the
following:
1. Staff contacted over 100 parents on the existing waiting list to determine
interest in classes held in the mornings and on weekends.
2. The Colton School District and Community Center were contacted to
determine space availability for utilizing theior facilities.
3. Local colleges have been contacted to recruit instructios to handle
increased classes.

expansion of the recreation programs.
