SPECIAL COUNCIL MEETING - APR11L 9. 1996
A special meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on April 9, 1996 at 7:00 p.m.

The meeting was opened with invocation by Councilman Dan Buchanan, followed by the Pledge
of Allegiance led by Councilman Jim Singley.

Cultural Activities Committee minutes of March 4, 1996.

(a) Change Regular Meeting Time

meeting time of the Parks and Recreation Committee from 7:00 p.m. to 6:00
p.m.

Recreation Committee minutes of March 4, 1996.
5B. Council Reports
Councilmember Buchanan, reported that he and Assistant City Manager Donlevy attended
the Colton City Utility Commission hearing on Monday. Interim Wastewater Director
Les Evans made a presentation to the Utility Commission and recommended that the
Utility Commission approve the proposal and send it on to the City Council for approval
of the proposed rate increase for wastewater treatment. That proposal was to increase
Colton's monthly rate from $12.50 to $16.20 and to increase Grand Terrace's rate, that
the City pays to the City of Colton, from $11.25 to $12.58. There was some discussion
among the Utility Commission members regarding the differentials between the Grand
Terrace and Colton rates. He feels that Mr. Evans did a good job explaining a lot of the
rationale for the reasons between the rate differentials. Some of the Utility
Commissioners seem to understand that rationale and some firmly believe that there is
no reason why the City of Colton and Grand Terrace should have different rates.
Ultimately the Utility Commission approved staffs recommendation to pass the rate
increase on to the City Council for approval. The staff s proposal included a five year
financial projection listing the various expenses, debt service, capital improvement
expenses and anticipated revenue that justified the various rates that were set forth. The
proposal that was acted upon by the Utility Commission is only the beginning rate
increase and has to do with what the rates will go to now, it doesn't have any binding
effect or controlling effect on what the future rate increases might be. Grand Terrace's
City Staff did a tremendous job working through the numbers, reviewing the proposals
that Colton has sent over and raising issues. Their initial rate increase was substantially

higher and through the efforts of staff pointing out that there were incorrect allocations
of expenses to the City of Grand Terrace was brought down to what it is now. There
are still some issues that are on the table. There is still a tremendous concern on our
part over historical accounting and accountability for money that has been paid that
should be a part of Colton's wastewater enterprise fund that they have not in our
estimation adequately accounted for. It was indicated that Grand Terrace supports their
staffs recommendation for this rate increase and that their staff has done a adequate job
in preparing the recommendation. The process needs to move forward. They need to
start generating additional revenue so that they can pay for the expenses that are
necessary to comply with the title 22 report and the cease and desist order that they are
out from under at this moment. He is unsure what the ultimate effect will be on Grand
Terrace's rate payers and stated that we may be looking at a couple of dollars a month
increase from the current rates.
Mayor Matteson, stated that he reviewed the proposal with the City Manager and felt that
staff did a excellent job and expressed his concern with the franchise fee that they are
charging us.
Councilmember Buchanan, stated that there are a couple of issues that they are working
on.
Mayor Pro Tem. Carlstrom, reported that Dortha Cooley passed away this past Monday
and expressed his sympathy.
Councilmember Sing1gy, reported that he attended the SANBAG meeting and stated that
they are searching for a new Executive Director.
Councilmember Hilkey, stated that he attended the League of California Cities meeting
in Burbank and stated that they are reviewing legislation on various issues going before
the State Senate Assembly, and they have asked the cities to send a representative to take
a position on this legislation. He reported on the various issues that they discussed. He
also reported that he will be attending the SCAG meeting on Thursday.
Mayor Matteson, stated that he received a lot of complaints regarding the broadcasting
of the last council meeting, and stated that the City Manager has corrected the problem.
He also stated that at the last meeting Council voted to allow the Planning Commission
to meet once a month and expressed his concern that one meeting a month may not be
adequate and problems might arise. He requested staff to agendize this item for the next
scheduled council meeting.
NEW BUSINESS
8A. Sewer Service: Norton Younglove Fire Station and Communitv Center
I Assistant City Manager Donlevy, stated that the County of Riverside contacted
t ! the City requesting permission to receive sewer service to the soon to be
constructed Norton Younglove Fire Station and Community Center located on
Center Street in Highgrove. He emphasized to the County of Riverside that it is

not the City's intent to provide service to the entire community of Highgrove and
that in providing service to the Community Center and Fire Station, we are in no
way committing to providing service to the residents of the area either now or in
the future. He recommended that Council approve this project.
CC-96-32 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER BUCHANAN, CARRIED 5-0, to direct staff to develop an
agreement with the County of Riverside for the connection of the Norton
Younglove Community Center and Fire Station to the Grand Terrace Sewer
System including the stipulation that it is going to be for those two structures only
and define what the two structures are and what the square footage is; and
authorize the City Manager to approve and execute the final agreement.
8B. Schedule Budget Meetings
CC-96-33 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to schedule theo budget meetings
for Tuesday, May 28, 1996 at 6:30 p.m. and Tuesday, June 4, 1996 at 6:30 p.m.
8C. Recreation Classes - Use of School Facilities
CC-96-34 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to direct staff to enter into
negotiations with the Colton Joint Unified School District regarding the use of
school facilities for recreational programs.

Mayor Matteson adjourned the City Council Meeting at 7:46 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, April 25, 1996.
