05/09/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - MAY 9, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 9, 1996 at 6:00 p.m. PRESENT: Byron R. Matteson, Mayor Gene Carlstrom, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Virgil Barham, Building and Safety Director Lt. Kyritsis, Sheriffs Department 0 ABSENT: Patrizia Materassi, Community Development Director John Harper, City Attorney The meeting was opened with invocation by Pastor Paul Reed, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:15 P.M. SPECIAL PRESENTATIONS Proclamation - Salvation Army Week - May 13 - 17, 1996 Councilmember Singley read a proclamation on behalf of the City Council proclaiming the week of May 13 - 17, 1996 as Salvation Army Week in the City of Grand Terrace. 2A. Proclamation - Water Awareness Month - May 1996 Mayor Matteson read a proclamation on behalf of the City Council proclaiming May 1996 as Water Awareness Month in the City of Grand Terrace and presented it to the Manager of Riverside Highland Water Company, Gene McMeans. Water Awareness Contest Winners Maryetta Ferre, Principal of Terrace View Elementary School stated that Riverside Highland Water Company has begun their sixth year of partnership in education at Terrace View Elementary School. It is not a partnership in word only, they spend a great deal of time at Terrace View and provide the students with many activities. One of the activities that Riverside Highland Water Company provides is the Water Conservation Poster Contest. She introduced the first and second place winners of the contest from grade kindergarten through sixth. All of the winners received a very nice plaque. She also stated that out of all of the winners one winner was chosen as a sweepstake winner and received a $100.00 savings bond. 2C. Presentation from the Lion's Club Ron Christianson, President of the Grand Terrace Lion's Club, presented to the City of Grand Terrace a check for $1,000.00 to go toward Grand Terrace Day's. He stated that the Lion's Club will be hosting the Kick-off of Grand Terrace Day's on June 2, 1996 with the Pancake Breakfast at the Community Center. Tickets for the pancake breakfast are available through any member of the Lion's Club. 0 CONSENT CALENDAR CC-96-40 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the Consent Calendar. Committee Reports 1. Historical and Cultural Activities Committee Council Minutes 05/09/96 Page 3 (a) Minutes of 04-01-96 Councilmember Hilkey requested that staff report to Council what the Historical and Cultural Activities Committee will be doing with the tapes that they are having transcribed. CC-96-41 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Historical and Cultural Activities Committee minutes of April 1, 1996. 5B. Council Reports Mayor Matteson, reported that he and City Manager Schwab attended a meeting with Supervisor Riordan trying to convince her that cities are in bad shape and requested that they not hit them hard with rate increases. The Sheriffs contract is expected to go up approximately 3 % and the County wants to impose on the cities another charge of 3 to 6% on top of that. The Sheriff has been fighting the County along with the cities to try to stop the County from imposing the fees on the cities. Riverside County voted not to increase their booking fees and expressed his hope that San Bernardino County will do the same. He stated that he appreciates everything that the Sheriff has done to try to keep the rates down. Councilmember Hilkey, stated that he feels that schools are a major part of the community and that it shouldn't be separated from the community. He feels that the community should be allowed to talk about schools throughout the community and at Council meetings. He stated that Riverside Highland Water Company should be commended for the reports that are provided to the residents on the quality of water that is supplied to their homes. Councilmember Sing1gy, reported that he attended the monthly SANBAG meeting and stated that they are still looking for someone to fill Mr. Daniels place as Executive Director. PUBLIC HEARINGS 6A. An Ordinance of the City Council Amending Title 4 of the Municipal Code and Establishing A Comprehensive Schedule for Fees. Taxes. and Fines for Permits. Licenses, Services. Facilities, and Activities Provided by the City of Grand Terrace. CC-96-42 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to continue an Ordinance of the City Council Amending Title 4 of the Municipal Code Establishing A Council Minutes 05/09/96 Page 4 Comprehensive Schedule for Fees, Taxes, and Fines for Permits, Licenses, Services, Facilities, and Activities Provided by the City of Grand Terrace to the City Council meeting on May 23, 1996. UNFENISHED BUSINESS 7A. Colton Wastewater Plant - Sewer Rate Update Assistant City Manager Donlevy, Stated that through an agreement with the City of Colton, the City of Grand Terrace has purchased the right to deliver and have processed 1.6 MGD of sewage at the Colton Wastewater Treatment Plant. The agreement entered into in 1974 by the county service area and was assumed by the City upon incorporation. The agreement has since been amended three times. Over the past year, the City has been dealing with a number of issues related to a Cease and Desist Order issued to the City of Colton Wastewater Treatment Plant by the Regional Water Quality Control Board (RWQCB). This Order was based on the following factors: 1. Maintenance of the plant facilities. 2. Reliable hydraulic capacity for the safe processing of sewage. 3. Staffing problems. 4. Lack of plan or program to upgrade the facilities to meet standards as set by the Board and Government water quality regulations. In May, 1995 the Board issued the Order which placed a moratorium on new sewer services in either Grand Terrace or Colton. The Order also established a time line for compliance which would have begun a penalty of up to $10,000 per day. Since the Order, the issue has gone from Colton proposing a $28 per month rate to both cities to negotiating issues in order to resolve the numerous problems which have arisen in developing a plan to avert financial penalties to the operation. Over the past year, staff has been in a continual negotiation with Colton regarding the disposition of how they were dealing with the Order, preparing the necessary reports to meet the needs of the RWQCB, how the repairs and upgrades would be financed and now, the rate structure which will be charged to the customer. Efforts have been relatively successful in representing the interests of Grand Terrace residents, however, a number of issues remain unsettled. He provided information to the Council on key issues which include Repairs and Upgrades on the Wastewater Treatment Plant, Financial Plan/Rates, Outstanding Issues and a Possible Rate Agreement. He gave an overview on how staff is recommending to proceed with the negotiation. Council Minutes 05/09/96 Page 5 Mayor Matteson, stated that Assistant City Manager Donlevy and Councilmember Buchanan have done a great job working with the City of Colton on the wastewater treatment plant issues. Assistant City Manager Donlevy, stated that Grand Terrace is going to sit back and wait for the City of Colton's City Council to make a decision on the rate increase and that should happen at their next City Council meeting. He plans on meeting with Colton's staff to go over the issues that still remain. He believes that the financial plan that the Colton staff has prepared is good and expressed his appreciation for all of the work that they have done to try and meet the needs of Grand Terrace. CLOSED SESSION 9A. City Manager Performance Evaluation Mayor Matteson announced that the City Council met in Closed Session to discuss City Manager Schwab's annual performance evaluation.
