09/12/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - SEPTEMBER 12, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on September 129 1996 at 6:15 p.m. PRESENT: Byron R. Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Thomas J. Schwab, City Manager John Donlevy, Assistant City Manager Tracey Martinez, Deputy City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director Lt. Stewart, Sheriffs Department Jim Winkler, Harper and Burns ABSENT: Brenda Stanfill, City Clerk The meeting was opened with invocation by Pastor Salim Elias of Azure Hills Seventh-Day Adventist Church of Grand Terrace, followed by the Pledge of Allegiance led by Mayor Pro Tem. Buchanan. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - July 1996 Mayor Matteson announced that the Bennett Family are the recipients of the recycling family of the month award for July 1996 and of the local merchant gift certificates from local businesses in Grand Terrace. 2B. Awards - Summer Youth Worker Michelle Mestas, Summer Youth Employment Training Program Coordinator presented the fifteen participants with various awards and certificates. She presented certificates of appreciation to Juanita Lintton, Remedial Education Instructor, Denise Hall, Assistant Program Coordinator, Grand Terrace Library, Grand Terrace Child Care Services, Grand Terrace Fire Station, Grand Terrace Finance Department, Terrace Hills Middle School, Terrace View Elementary School and Larry Mainez. Mayor Matteson read and presented Michelle Mestas, Summer Youth Employment Training Council Minutes September 12, 1996 Page 2 Program Coordinator a commendation for all of her dedication to the Summer Youth Employment Training Program. AD rove City Manager's Travel to ICMA in Washington D.C. October 6-9. 1996. CC-96-134 MOTION BY COUNCELMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the City Manager's Travel to ICMA in Washington D.C. October 6-9, 1996 and also give him the option to attend the League of California Cities Annual Conference. 3J. Authorize Staff to Request a CSA 38 Fire Study CC-96-135 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to authorize staff to request a CSA 38 Fire Study along with the cities of Highland and Yucaipa funded by CSA 38. Emergency Operations Committee (a) Minutes of 05-21-96 and 06-18-96 CC-96-137 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Emergency Operations Committee minutes of May 21, 1996 and June 18, 1996. 3. Park and Recreation Committee (a) Minutes of 07-01-96 CC-96-138 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to accept the Park and Recreation Committee minutes of July 1, 1996. (b) Declare October 26, 1996 as Make A Difference Day CC-96-139 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to declare October 26, 1996 as Make a Difference Day. ( c) Appoint New Members (Ortiz and Bertino) CC-96-140 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to appoint Manuel Ortiz and David Bertino to the Park and Recreation Committee with terms continuing to June 30, 2000. 4. Historical and Cultural Activities Committee (a) Appoint New Member (Rosenkild) CC-96-141 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to appoint Rochelle Rosenkild to the Historical and Cultural Activities Committee to fill an unexpired term continuing to June 30, 1998. Councilmember Hilkey, requested that staff give a status report on the historical tapes. Assistant City Manager Donlevy, reported that there are just a few tapes left that need to be transcribed. Council Minutes September 12, 1996 Page 4 Councilmember Garcia, suggested that a short story be written on the history of Grand Terrace. Council Reports Mayor Matteson, reported that he and Councilmember Garcia attended the Library Awards Ceremony for all of the volunteers that have donated their time to the Grand Terrace Branch Library. He stated that the City/County Conference will be on November 14 and 15. The November 14 Council meeting will have to be rescheduled. He announced that the Fiends of the Library will be hosting their book sale on September 27 and 28. He reported that the City Manager attended the Ronald McDonald House Dedication where the City received a nice plaque recognizing our contribution. He also reported that he attended the Check Restitution Program put on by the Sheriff s Department. He received a check on behalf of the city in the amount of $10,000 from B.F.I. for their initial franchise fees. He reported that he attended the Jazz Concert in the park and expressed his satisfaction. He attended the Dedication of the Susan Petta Park located at the Senior Center and stated that it was a nice ceremony. Mayor Pro Tem Buchanan, stated that he attended two of the three concerts in the park and felt that it was a great idea and well organized. He reported that the 11th Annual Tour de Terrace is coming up on October 6, 1996. He congratulated Assistant City Manager Donlevy and his wife on the new addition to their family, Emily. Councilmember Garcia, reported that she has been attending all the Commission and Committee meetings. She also reported on upcoming events in the City of Grand Terrace. She thanked Lt. Stewart and City Manager Schwab for the outstanding tour that they gave her on the Sheriffs Facilities. She suggested that the City set up a plaster calendar showing all of the major community events that take place throughout the year. Councilmember Singley, reported that he attended the County Gang and Drug Task Force Meeting where he was presented with information on drug courts. He gave an update on the Billboard signs at the Guthrie Interchange and the efforts of SANBAG. Councilmember Hilkey, expressed sympathy to Phil Spisak on the loss of her son. He requested that staff look into the possibility of charging rental properties a business license tax in the City of Grand Terrace. He reported that he was appointed to the Helen Putnam Award Committee for financial programs, and stated that the winner was a local city and will be announced soon. He also reported on some of the issues that have come up recently with the Taxation and Revenue Board. He stated that the new members of the Taxation and Revenue Board would like to see the League of California Cities come out with fair and quality legislation. He reported that Little League is up and going and so is the Soccer Club. He expressed his dissatisfaction with the restrooms at the Terrace Hills Community Park and Pico Park and requested that staff work on refurbishing Terrace Hills Community Park facilities. He commended staff on the upkeep of the fields at Pico Park. Mayor Matteson, offered his condolences to Crime Prevention Committee member Phil Spisak on the loss of her son. Council Minutes September 12, 1996 Page 5 PUBLIC HEARINGS 6A. TPM-96-02, Tentative Parcel Map Application to Sub -divide Parcel Map 14940 into Two ,(2) Separate Parcels (CY Development). Mayor Matteson opened the Public Hearing for discussion, there being none he returned discussion to Council. Mayor Matteson, questioned why they are doing a lot split if the ownership of the land is not changing. Bill McKeaver, 647 N. Main Street, the reason for the split is that the project consists of a 14000 square foot building and is a proposed land lease arrangement which includes area only in parcel number one. According to the map act in order to lease this space it must be a separate parcel. Mayor Matteson, questioned the difference between leasing a building and leasing land, if you lease the building you are leasing the land as well. Community Development Director Materassi, stated that every time you have a long term lease it triggers the subdivision map act. Bill McKeaver, stated that this will give the developer the capability of financing the construction without incumbering the rest of the property. CC-96-142 MOTION BY COUNCILMEM 3ER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to approve TPM-96-02, Tentative parcel Map Application to Subdivide Parcel Map 14940 into Two (2) Separate Parcels (CY Development) and adopt the Resolution with the modifications condition number 24 requiring a traffic operation analysis is required instead of a TIA including a signal warrant analysis at the intersection of commerce way and Michigan and a truck turning radius for the intersection of Michigan and Barton Road. NEW BUSINESS 8A. Planning Commission Recommendation for Action Regarding Billboard Signs Councilmember Singley, stated that he supported this Resolution. He also stated that he is opposed to the billboards. Mayor Matteson, stated that he was hoping to stay neutral in this issue but has received so many complaints that he feels that he needs to support this Resolution on behalf of the residents. Mayor Pro Tem Buchanan, stated that there are many ways to approach this issue and feels that this Resolution is appropriate and professional.
