09/26/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - SEPTEMBER 26, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on September 26, 1996 at 6:10 p.m. PRESENT: Byron R. Matteson, Mayor Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Thomas J. Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director Lt. Stewart, Sheriffs Department ABSENT: Dan Buchanan, Mayor Pro Tem John Harper, City Attorney The meeting was opened with invocation by Pastor Paul Reed, First Baptist church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember Garcia. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - August 1996 Mayor Matteson announced that the Sund Family are the recipients of the recycling family of the month award for August 1996 and of the local merchant gift certificates from Grand Heritage Cleaners, La Pasta Italia, Demetri's Restaurant, and Sub Depot. 2B. Proclamation - Rideshare Week - October 7-11, 1996 Mayor Matteson read a proclamation proclaiming October 7-11, 1996 as California Rideshare Week in the City of Grand Terrace and urged all residents to try an alternative method of transportation at least once during the week. 2C. Proclamation - Child Health Month - October 1996 Councilmember Garcia read a proclamation proclaiming October 1996 as Child Health Month in the City of Grand Terrace and urged all residents to take responsibility for reducing the amount of violence our children are exposed to in the media or real life. Proclamation - Equal Parents Week - September 30 - October 6, 1996 Councilmember Singley read a proclamation proclaiming the week of September 30 - October 6, 1996 as Equal Parents Week in the City of Grand Terrace. 2E. School District Update - Superintendent Dr. Fischer Superintendent Dr Fischer introduced Vice -President of the Board of Education Pat Nix and Clerk of the Board of Education Brett Brill. He also introduced the principals of the schools in Grand Terrace, Dina McGee of Grand Terrace Elementary, Maryetta Ferre' of Terrace View Elementary School and Kay Benell of Terrace Hills Middle School. He introduced Debbie Weening a Resource Specialist for the school district. He thanked the City for their support of two jointly funded projects, the crossing guard program and the D.A.R.E. program. He reported on ongoing projects and upcoming projects that the school district is working on. Councilmember Garcia, requested that Dr. Fischer give Council a written report of all the activities that the School District is working on and questioned whether or not they have student government day, where the students get involved in the community. Dr. Fischer, responded in the affirmative and stated that they have a few activities where they invite members of the community to participate. CONSENT CALENDAR CC-96-144 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (MAYOR PRO TEM BUCHANAN WAS ABSENT), to approve the Consent Calendar. A. Approve Check Register No. 092696 B. Ratify 09/26/96 CRA Action C. Waive Full Reading of Ordinances on Agenda D. Approve 09/12/96 Minutes E. Disadvantage Business Enterprise Program (DBE) PUBLIC COMN ENT Ed O'neal, Expressed his concern with the San Bernardino County Fire Agency taking over the service area of California Department of Forestry and urged the Council to retain the California Department of Forestry as our fire agency in the City of Grand Terrace. Mayor Matteson, stated that Grand Terrace along with the cities of Highland and Yucaipa are requesting that an independent study be done to find out whether the costs are 11 feasible. Council Minutes September 26, 1996 Page 3 City Manager Schwab, stated that the request for an independent study to be done using CSA 38 funds has been made, however they haven't received a response at this time. Councilmember Singley, stated that he feels that the County Fire Agency could not provide fire protection to the City at a lower cost than the California Department of Forestry can and feels that the Cities of Grand Terrace, Highland and Yucaipa are doing the right thing by having the County show them what is going on. Barney Barnett, invited everyone to attend the grand opening of their new Fire Station and the Norton Younglove Community Center in Highgrove on Saturday, September 28, 1996 beginning at 10:00 a.m. He reported that there are plans to build a park on the property adjacent to their property At the way to Main Street. Mayor Matteson, questioned whether the park will have baseball diamonds. Barney Barnett, responded that they are in the process of seeing what will fit on the property. He thanked the City for all of their input on the facilities and programs. Barbara Pfenni hg ate, 22111 Ladera Street, Grand Terrace; she stated that she hopes that both children from Highgrove and Grand Terrace benefit from the programs offered by both communities. She stated that she supports retaining the California Department of Forestry as the Fire Agency in the City of Grand Terrace. She expressed her satisfaction with the report given by Dr. Fischer on all of the projects that the School District is working on. She gave some literature on tripple trailer trucks to the council and stated that she opposes tripple trailer trucks and urged the Council to take action opposing this issue. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 08-12-96 CC-96-145 MOTION BY COUNCILMEMBER COUNCILMEMBER SINGLEY, CARRIED BUCHANAN WAS ABSENT), to accept th e 2. Emergency Operations Committee (a) Minutes of 08-20-96 CC-96-146 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (MAYOR PRO TEM BUCHANAN WAS ABSENT), to accept the Emergency Operations Committee minutes of August 20, 1996. 5B. Council Reports Council Minutes September 26, 1996 Page 4 Mayor Matteson, reported that on Monday, September 30, 1996 B.F.I. will begin disbursing all of the automated bins and should be completed by Wednesday, October 2, 1996 and an information packet will be included. Councilmember Singlev, reported that the Friends of the Library will be holding their annual book sale Friday, September 27 through Saturday, September 28, 1996. He reported that Lt. Stewart has been providing a weekly crime report and congratulated the Deputies on doing their job well. Mayor Matteson, stated that he has received compliments on the Deputies and is very appreciative of their work. Councilmember Singlet', stated that Tina Dirman from the Press Enterprise is covering Grand Terrace and expressed his satisfaction in having articles on our community in the paper he also stated that there was an article on the candidates running for City Council and felt that it was a great article. Councilmember Hilkey, stated that he was appointed to moderate one of the panels for the League of California Cities on small City finance, City Manager Schwab has offered to help. He expressed his dissatisfaction with the report given by the School District. Councilmember Singley, stated as a representative of SANBAG, that the triple trailer issue is an economical issue and he agrees with Ms. Pfennighausen that there needs to be some concern with the trailers, however, there is new technology with freeways construction and the transportation industry has gone a long way to fix the hazards and are continuing to change and thanked her for the information and stated that he plans to read it. He also stated that on October 6, 1996 the Secretary of Transportation will be in the San Bernardino area addressing mass transportation, specifically at the rail yards on 5th Street and some of the changes that are going on with Metrolink and how it interlinks with truck traffic and the economy. The safety issues need to addressed. Councilmember Garcia, reported that on October 17, 1996 there will be a program given by Susie Vanderlip at Terrace Hills Middle School and Red Ribbon Week will begin on October 25, 1996. She also reported that Tour de Terrace will be on October 6, 1996. She stated that she was invited to attend a performance by Pat Nix at Terrace View and was very impressed by the performance. There will be a picnic under the stars and auction hosted by the Grand Terrace Woman's Club on October 5, 1996. She attended the Inland Empire Division of the League of California Cities and is one of the division directors. PUBLIC HEARINGS 6A. Recommendations for Expenditure of AB 3229 Fund Lt. Stewart, stated that staff recommends that AB 3229 Funds be expended on the purchase of a new Citizen's Patrol Vehicle, implement a traffic program and to utilize the Bicycle Enforcement Team for Specialized Projects. Council Minutes September 26, 1996 Page 5 Mayor Matteson opened the Public Hearing for discussion, there being none he returned discussion to Council. Councilmember Singley, stated that he is in favor of Option 1- To purchase a new Citizen's Patrol Vehicle and Option 2 - To implement a Traffic Program and Utilize the Bicycle Enforcement Team for Specialized Projects with the remaining balance. Mayor Matteson, stated that he is in favor of staffs recommendations. Councilmember Garcia, questioned who has the money and stated that she would like to have more input from Citizen's Patrol and the Crime Prevention Committee and also questioned whether there was any discussion with those committees. Mayor Matteson, stated that the expenditure of these funds needs to be prioritized and passed at a meeting in September of 1996 and this is the last meeting in September. Councilmember Garcia, stated that she is voting in favor of this item due to the time constraint, however, in the future she would like to have as much input from the community and specifically the Crime Prevention Committee and Citizen's Patrol as possible. CC-96-147 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (MAYOR PRO TEM BUCHANAN WAS ABSENT), to approve staff's recommendation to approve option One to purchase a new Citizen's Patrol Vehicle, Option Two - To implement a Traffic Program, and Option Three - To utilize the Bicycle Enforcement Team for Specialized Projects. NEW BUSINESS 8A. Resolution Adopting the Measure I Five Year Capital Improvement Program and Twenty -Year Transportation Plan CC-96-148 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (MAYOR PRO TEM BUCHANAN WAS ABSENT), to adopt the Annual Measure I Five Year Capital Improvement Program and Twenty -Year Transportation Plan Resolution. 8B. Reschedule November 1996 City Council Meetings. It was the consensus of the Council to hold one meeting on Wednesday, November 20, 1996 at 6:00 p.m. and cancel the regularly scheduled meetings.
