REGULAR COUNCIL MEETING - OCTOBER 10, 1996
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on October 10, 1996 at 6:10 p.m.

The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day
Adventist church of Grand Terrace, followed by the Pledge of Allegiance led by Councilmember
Garcia.
CONSENT CALENDAR
CC-96-149 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (COUNCILMEMBER

PUBLIC COMMENT
Dick Rollins, 22797 Barton Road, Grand Terrace, stated that he was unable to attend any
of the September Council Meetings due to an illness. He reported that the Crime
Prevention Committee had discussed planting a tree in honor of Kazuko Hurlburt, a
liquid amber tree was recommended, and he stated that one could be purchased for
approximately $100.00. He suggested that the planting of the tree could be a project for
"Make a Difference Day." He stated that the City is due for a new flag and presented
a flag that is made of a new material that should last longer. He commended the City
on the City's Newsletter "Terrace View."

Mayor Matteson, questioned who was in charge of planting the tree for Kazuko Hurlburt.
City Manager Schwab, stated that at this time he is waiting for a recommendation from
the Crime Prevention Committee and will follow it up.
Mayor Matteson, reported that Red Ribbon Week is coming up and requested that Tonya
Nelson, Community Services Officer give a report on the activities.
Community Services Officer Nelson, reported that on October 17, 1996 there will be a
program "Giving Teens Something to Talk About" and invited Council and Staff to
attend, it will be at Terrace Hills Middle School at 7:00 p.m. A Red Ribbon March will
be at 7:00 p.m. on October 25, 1996. The Fire Department will be hosting the Pancake
Breakfast on October 20, 1996. Citizens Patrol will be selling Halloween safety light
sticks.

HILKEY WAS ABSENT), to accept the Historical and Cultural Activities
Committee minutes of September 3, 1996.
5B. Council Reports
Mayor Matteson, requested that Steve Berry from BFI give a report on the trash
conversion.
Steve Berm, District Vice-president BFI/Loma Linda Disposal; reported that the first
week of the green waste recycling program was a tremendous success. He reported that
they sent out mailers and flyers and also had ads in the local paper and is working with
Assistant City Manager Donlevy on a Compost Education Program. They had more than
375 calls come into their office with questions, complaints and exchanges. He stated that
he is available for questions.
Mayor Matteson, questioned what happens to the green waste that is picked up.
Steve Berry, responded that they are going to be putting out a flyer specifically on green
waste recycling and the process. He stated that it goes over to Inland Empire
Composting where it is processed and used as a soil enrichment. Caltrans and Farmers
buy it and re -use it.
Mayor Matteson, asked about the insecticides that are used on the yards.

Steve Berry, stated that there is a small trace amount and the composting process should
take care of those chemicals and the soils are tested.
Mayor Matteson, questioned how long it takes for a compost pile to turn.
Steve Berry, responded that it depends on the type of composting that is used and it
ranges from six to nine weeks.
Mayor Matteson, questioned whether there are any problems that the residents are having
that BFI has not been able to solve.
Steve Berry, stated that most of the complaints are just because of the change.
Assistant City Manager Donlevy, stated that the numbers that BFI presented to the City
Council represents a very important milestone in meeting our AB 939 goals. One of the
issues that came up was trash exemptions and residents that would like an exemption will
need to come in and fill out an application. He stated that the composting education
program will be the next step and a lot of community education will be provided.
Councilmember Garcia, questioned who would get an exemption from refuse pick-up.
Assistant City Manager Donlevy, stated that people that live on a half acre or more and
some business owners. They are asked to demonstrate how they plan to haul their refuse
off their property, not just anyone will be granted an exemption.
Mayor Matteson, thanked Assistant City Manager Donlevy and Steve Berry From BFI
for all of their efforts.
Mayor Matteson, stated that Ed O'Neal donated a computer desk to the City which will
be placed in the library. He reported that the County is offering flu shots for $5.00.
The Chamber of Commerce is holding a candidate's night on October 22, 1996 at 7:00
p.m. at the Grand Terrace Community Meeting Room. He read a letter from the County
Board of Supervisors denying the request that CAS38 fund an independent study of the
consolidation of County fire and CDF. The County will provide the Cities of Highland,
Yucaipa and Grand Terrace with the information that has already been compiled and if
after review they are not satisfied, they will reconsider the request. He reported that he
received a letter from Dr. Fischer outlining the goals for this school year and expressed
his satisfaction with the Colton Joint Unified School District.
Mayor Pro Tem Buchanan, reported that he participated as a volunteer at Tour de
Terrace which was well supported by staff and the community. The City of Grand
Terrace Recreation Services will be hosting the 15th Annual Halloween Haunt on
October 31, 1996 from 5:00 p.m. to 8:00 p.m. at Pico Park which is a great alternative
to door-to-door trick -or -treating. He commended all of the activities that are put on by
the City which help to bring this community together.

Department and also with Citizen's Patrol. She also reported that on October 3, 1996
the City held a County Disaster Training Exercise with city staff and volunteers. She
reported that she attended the Grand Terrace Women's Club auction and picnic which
was a successful fund raiser for many of their charities and stated that the Women's club
is one of the oldest service clubs in Grand Terrace. They were established in 1909. She
also attended the library's story teller program which was very entertaining. The library
will also be holding a Halloween Program on October 30, 1996. She reminded everyone
about the Country Fair which will be held on November 2, 1996 and encouraged people
to enter the cooking contest. Arts and Crafts can be exhibited and/or sold.
Councilmember Single, reported that he attended the SANBAG meeting and the Gang
and Drug Task Force meeting on Wednesday. He also attended Tour de Terrace and felt
that it was a nice event. He also reported that he attended the Parks and Recreation
Committee meeting on Monday and suggested that they have a tiny tot race at Tour de
Terrace to try to get more of the community involved. He reported that at the annual
Country Fair AAA will be there to do bicycle safety inspections and urged residents to
come and participate.
Mayor Matteson, questioned whether they would be doing fingerprinting or not.
Community Services Officer Nelson, stated that there will be a Bicycle Rodeo on
Sunday, November 17, 1996. They will be issuing bicycle operation licenses, registering
bicycles, and fingerprinting.
Councilmember SinglU, also reported on the Pancake Breakfast at the Fire Station and
urged everyone attend and help support our local fire station and law enforcement. He
reported that October 26, 1996 is "Make a Difference Day" and urged anyone who is
interested to contact the Recreation Services Department. He also stated that he and
Councilmember Garcia will be judges at the Halloween Haunt Costume Contest and
urged everyone to attend.
PUBLIC HEARINGS
6A. CUP-90-06 (R-5)• K & M Accessories - Reouest for a Two Year Extension of the
Conditional Use Permit with Conditions of Approval
Mayor Matteson opened discussion up to the public, there being none he returned the
discussion to the City Council.

Resolution of the City of Grand Terrace, California, Approving a Renewal and
two-year extension of CUP-90-06 (R5), A Request for an Outdoor Radio Control
Vehicle Race Track and Associated Hobby Shop (K&M Accessories)

Mayor Matteson adjourned the City Council Meeting at 7:00 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, October 24, 1996.
