10/24/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - OCTOBER 24, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on October 24, 1996 at 6:10 p.m. PRESENT: Byron R. Matteson, Mayor Dan Buchanan, Mayor Pro Tem Lee Ann Garcia, Councilmember John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director ABSENT: Herman Hilkey, Councilmember Jim Singley, Councilmember Tom Schwab, City Manager John Harper, City Attorney Lt. Stewart, Sheriffs Department The meeting was opened with invocation by Pastor Paul Reed, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Sean O'Connell. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - September 1996 Mayor Matteson announced that Mr. & Mrs. John Clendenen and family are the recipients of the recycling family of the month award for the month of September 1996 and of the local merchant gift certificates from Demetri's Restaurant, La Pasta Italia, Verlee's Pet Supplies and K's Beauty Supply, 2B. Presentation to Jim Burns, Southern California Edison Company Councilmember Garcia presented Jim Burns with a certificate of appreciation on behalf of the Grand Terrace Area Chamber of Commerce. Mayor Matteson on behalf of the City presented Jim Burns with a Plaque in appreciation for outstanding service to the City of Grand Terrace as SCE Regional Manager, thanked �- him and wished him well in his retirement. Jim Burns thanked the Council and the Chamber of Commerce for the friendships and the working relationships. He introduced Bill Thomas who will be the new Regional Manager. Council Minutes October 24, 1996 Page 2 Bill Thomas congratulated Jim Burns on his retirement and stated that he looks forward to working with the City of Grand Terrace. 2C. Little League Presentations Mayor Matteson presented Certificates of Appreciation to the following members of the Community for outstanding contributions to the Grand Terrace Little League and the Community: Joe Hudspeth, Robert King, Bob Noerr, Morris Mena, Sean O'Connell, Art Vasquez, Ted Muir, Don Taylor, Xavier Gomez, Mike Dolan, Amanda Betten, Roger Betten, Barbara Vahovic, and Chuck Vahovic. Mayor Matteson presented Michael O'Connell with a Commendation for helping build an organization which benefits one of the most important assets of the City of Grand Terrace, the Youth of our community. CONSENT CALENDAR CC-96-152 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 3-0-2-0 (COUNCILMEMBERS HILKEY AND SINGLEY WERE ABSENT), to approve the Consent Calendar with the removal of item 3E. 3A. Approve Check Register No. 102496 3B. Ratify 10/24/96 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approve 10/10/96 Minutes ITEMS REMOVED FROM THE CONSENT CALENDAR 3E. Authorization to go to Bid - Storm Drain Replacement - Center City Court Councilmember Garcia, requested an overview of what this project is all about. Virgil Barham Director of Public Works/Housing, stated that in March of 1994 there was some difficulty with the storm drain as a result of an existing corrugated metal pipe which collapsed in some areas. The project will consist of the removal of portions of the existing 36" (inch) corrugated metal pipe, the installation of new reinforced concrete pipe and modification of the existing junction structured including removal and replacement of existing parking facilities. The estimated cost is $50,000 which has been budgeted for in the 1996/ 1997 budget. CC-96-153 MOTION BY COUNCILMEMBER GARCIA, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 3-0-2-0 (COUNCILMEMBERS HILKEY AND SINGLEY WERE ABSENT), to authorize staff to go to bid for a Storm Drain Replacement - City Center Court. Council Minutes October 24, 1996 Page 3 PUBLIC COMMENT Tonga Nelson, Community Services Officer, reminded everyone that the Red Ribbon March will be held on Friday, October 25, 1996 beginning at 7:00 p.m. Ed O'N , 22608 Minona Drive, Grand Terrace, expressed his disappointment with the lack of public interest in the issue of the consolidation of CSA 38. He urged the community to get involved and not to support this consolidation. Mayor Matteson, stated that the City of Grand Terrace is working with the cities of Highland and Yucaipa to get the study that was conducted so that it can be reviewed. He also stated that in the early part of November the County Board of Supervisors along with the cities will be meeting to discuss this issue. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 09-09-96 CC-96-154 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 3-0-2-0 (COUNCILMEMBERS HILKEY AND SINGLEY WERE ABSENT), to accept the Crime Prevention Committee minutes of September 9, 1996. 2. Park and Recreation Committee (a) Minutes of 08-05-96 and 09-09-96 CC-96-155 MOTION BY COUNCILMEMBER GARCIA, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 3-0-2-0 (COUNCILMEMBERS HILKEY AND SINGLEY WERE ABSENT), to accept the Park and Recreation Committee minutes of August 8, 1996 and September 9, 1996. 3. Emergency Operations Committee (a) Minutes of 09-17-96 CC-96-156 MOTION BY COUNCILMEMBER GARCIA, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 3-0-2-0 (COUNCILMEMBERS HILKEY AND SINGLEY WERE ABSENT), to accept the Emergency Operations Committee minutes of September 17, 1996. Mayor Pro Tem. Buchanan, requested that Assistant City Manager Donlevy give a report on how the City did in the County -Wide Emergency Exercise. Assistant City Manager Donlevy, responded that on October 3, 1996 the city staff in conjunction with the entire County of San Bernardino participated in a full scale drill to test the emergency capabilities of the County in general. The scenario involved an 8.3 Council Minutes October 24, 1996 Page 4 earthquake and each City drafted their own scenario of incidents that they feel would happen in their city. During the exercise which lasted approximately two and a half hours staff responded to over one hundred different phone calls. There were representatives from CDF and the County Emergency Manager from Riverside County was there as an evaluator. Over the past eighteen months staff has gone through a variety of training in the initiation of our emergency operation center. The evaluations were received and were favorable and commended the staff for doing an outstanding job. The City will be proceeding with the emergency plan in the area of our outreach to the business community and local organizations. He stated that he feels that Grand Terrace is well prepared. 5B. Council Reports Mayor Matteson, requested that Community Development Director, Patrizia Materassi give a report on the future Pedestrian/Bike Trail Lane. Community Development Director Materassi, reported that the Pedestrian and Bike Trail Lane Project is the result of a $400,000 grant that was received last year from SANBAG. She stated that they are in the design process at the current time and the project is expected to be completed by June of 1997. Mayor Matteson, reported that the Chamber of Commerce held a Candidate's Forum. He also reported that the City Council attended the League of California Cities Conference where he received some very good information. He also reported that the City held its Annual Volunteer Appreciation Picnic at Cage Park honoring the volunteers of the City which was well planned and commended the City Clerk's Deparment for a job well done. November 14 will be the meeting between the cities and the San Bernardino County Board of Supervisors. He stated that the City is working with the McDonald Organization to hopefully bring a McDonlads to the City of Grand Terrace to be located possibly at the old GTI Market site. He also stated that the City is working with Edison on converting the land that they have below Pico Park into a golf course. He reported that the Annual Halloween Haunt will be held at Pico Park on October 31, 1996 beginning at 5:00 p.m. The City will be having their Birthday Party on December 12, 1996 beginning at 5:30 p.m. in the Community Room. He reported that the next council meeting will be held on November 20, 1996. Mayor Pro Tem Buchanan, reported that he attended the annual League of California Cities Conference. He attended a session that delt with Economic Development Trends which was very interesting and expressed his concern with infrastructure support that has not been given by the State and the Counties. He reported that he attended the Red Ribbon Week pre -event "The Legacy of Hope" which was an excellant program. The speaker was dynamic and made a great impression on him. He expressed his dissatisfaction with the turn -out and felt that everyone missed out on a great program. He attended the bike/pedestrian lane open house and was very impressed with the project and is looking forward to its completion. He also attended the Pancake Breakfast at the Fire Station to support our local agencies. He announced that the Red Ribbon March is on Friday, October 25 and urged everyone to attend. He also announced that October Council Minutes October 24, 1996 Page 5 26, 1996 will be "Make A Difference Day" and encouraged everyone to participate. Assistant City Manager Donlevy, stated that the coordination of "Make a Difference Day" will be at Terrace Hills Community Park. There are three projects that they plan on working on 1) cleaning and painting the restrooms at Terrace Hills Community Park, 2) planting at the Grand Terrace Child Care Center and 3) maintenance at Pico Park. There will also be a free dump day at the Fire Station from 8:00 a.m. to Noon and all of the San Bernardino County Dumps will be free all day. Mayor Pro Tem Buchanan, reported that on Saturday, November 2, 1996, the Historical and Cultural Activities Committee will be hosting the 15th Annual Country Fair beginning at 10:00 a.m. Councilmember Garcia, questioned whether there is a date for Grand Terrace Days. Commuity Services Officer Nelson, responded that Grand Terrace Days will be held on June 7, 1997. Councilmember Garcia, requested an update on the Master Calendar at the November 20, 1996 Meeting. She Congratulated Lenore Frost, 1996 Volunteer of the Year. She reported that Toastmasters meets on Friday mornings at 6:30 am here at City Hall in the Community Meeting Room and encourage the community to get involved. She reported that she also attended the Annual League of California cities Conference and felt that it was very informative. NEW BUSINESS 8A. Schedule December 1996 Council Meetings Mayor Matteson postponed this item to the November 20, 1996 City Council Meeting. 8B. Consider LAFCO Candidates There was no discussion on this item due to the fact that there is only one candidate for this position.
