12/12/1996CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - DECEMBER 12, 1996 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on December 12, 1996 at 7:30 p.m. PRESENT: Byron R. Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Virgil Barham, Building and Safety Director John Harper, City Attorney ABSENT: Patrizia Materassi, Community Development Director Lt. Sheree Stewart, Sheriffs Department The meeting was opened with invocation by Mayor Pro Tem Dan Buchanan, followed by the Pledge of Allegiance led by Councilmember Lee Ann Garcia. Mayor Matteson requested that the following items be moved to the beginning of the agenda: 8G. Resolution Adopting Election Results CC-96-164 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to adopt a Resolution adopting the November 5, 1996 Election Results . 8H. Swear -In Councilmembers Elected November 5, 1996. City Clerk Stanfill swore -in Councilmembers Byron Matteson, Jim Singley, and Lee Ann Garcia. 8I. Elect Mayor/Mayor Pro Tem City Clerk Stanfill opened the floor for nominations for Mayor CC-96-165 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to elect Byron Matteson as Mayor. Mayor Matteson opened the floor for nominations for Mayor Pro Tem Council Minutes December 12, 1996 Page 2 CC-96-166 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to elect Dan Buchanan as Mayor Pro Tem. SPECIAL PRESENTATIONS 2A. Proclamation - Drunk and Drugged Driving Prevention Month - December 1996 Councilmember Singley read a proclamation proclaiming the month of December 1996 as Drunk and Drugged Driving Prevention Month and "Lights on for Life" on Friday, December 20, 1996 in the City of Grand Terrace. 2B. Commendation - Grand Terrace Thunder Mayor Matteson read a commendation to the Grand Terrace Thunder for their Community involvement and for contributing six complete food baskets to families less fortunate in the City of Grand Terrace. Mayor Matteson introduced the first Mayor of the City of Grand Terrace Tony Petta and Past Mayor, Hugh Grant. 2C. Recycling Family of the Month - November 1996 Mayor Matteson announced that the Stephen Fanuly are the recipients of the recycling family of the month award for the month of November 1996 and of the local merchant gift certificates from Demetri's Restaurant, Grand Heritage Cleaners, K's Beauty Supply, and Verlee's Pet. CONSENT CALENDAR CC-96-167 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the following consent calendar items: A. Approval of check Register No. 112796 & 121296 B. Ratify 12-12-96 CRA Action C. Waive Full Reading of Ordinances on Agenda D. Approval of 11-20-96 Minutes E. Approve Councilmember Garcia Attendance at League of Cities Mayors/Councilmembers Institute F. Resolution amending Conflict of Interest Code PUBLIC COMMENT Don Larkin,12139 Mt. Vernon Avenue, Ste 202, representing the Grand Terrace Area Chamber of Commerce, on behalf of the Chamber he congratulated the City of Grand Terrace on their 18th Birthday and expressed his gratitude for the celebration that was Council Minutes December 12, 1996 Page 3 put on by the Historical and Cultural Activities Committee. He also congratulated the newly elected councilmembers. He reported that the Chamber is working on a Business Directory which will be used as a promotional piece of information as well. Moire Huss, 22735 Raven Way, wished the City of Grand Terrace a Happy Birthday. She reported that she attended a Colton Joint Unified School District Board Meeting where they held a public hearing regarding the third high school site for the Colton School District which is in the early planning stages. She stated that it is possible that they will have a site selection committee. She stated that two sites were proposed one on the Edison property in Grand Terrace and one off of Waterman in Colton. Councilmember Garcia, questioned whether or not they put a limit on the number of members that they will allow on the site selection committee. Moire Huss, responded that it was not discussed that at the current time they are at the very beginning of the planning stages. Councilmember Hilkey, questioned whether or not other sites were mentioned. Moire Huss, stated that they are looking for a site which is south of the 10 freeway and east of Rancho. Councilmember Hilkey, stated that the State has a very demanding list of requirements for school sites. He questioned what the next step will be. Moire Huss, stated that there is nothing definite and that she would be notified of new information. ORAL REPORTS 5A. Committee Reports 1. Historical and Cultural Activities Committee (a) Minutes of 11-04-96 CC-96-168 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to accept the Historical and Cultural Activities Committee minutes of November 4, 1996. 2. Park and Recreation Committee (a) Minutes of 11-04-96 CC-96-169 MOTION BY COUNCILMEMBER GARCIA, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Park and Recreation Committee minutes of November 4, 1996. (b) Appoint New Committee Members - Newberry & Whitlock Council Minutes December 12, 1996 Page 4 CC-96-170 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBR GARCIA) CARRIED 5-0, to appoint Pat Newberry as a Regular member of the Park and Recreation Committee with a term continuing to June 30, 1998 and appoint Cheryl Whitlock as an Alternate Member of the Park and Recreation Committee with a term continuing to June 30, 2000. (c) Recommendation to Sponsor Little League Scholarship for the Coming Season and Plaque CC-96-171 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to prepare a plaque for the Grand Terrace Little League for their service and improvements that they have made to Terrace Hills Community Park's fields. 3. Crime Prevention Committee (a) Minutes of 10-14-96 CC-96-172 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCiLMEMBER SINGLEY, CARRIED 5-0, to accept the October 14, 1996 minutes of the Crime Prevention Committee. 5B. Council Reports Mayor Matteson, read a letter that he received from AAA regarding a free service in ways to enhance our traffic safety program and requested that the City Manager contact them. Mayor Pro Tem Buchanan, reported that Dick Rollins is in the hospital in serious condition. City staff prepared a huge Christmas Card which is hanging in his hospital room. On behalf of Dick he thanked staff for their concern and attention which means a lot to him and Council. Mayor Matteson, congratulated Councilmember Hilkey on the arrival of his new baby girl. Councilmember Hilkey, thanked Council and Staff for the flowers. He stated that he brought in his Grand Terrace cookies for everyone to try. He reported that Grand Terrace has a roller hockey league that meets at California Skate and the Vipors from Grand Terrace beat the top ranked team. He stated that on Sunday they will be having the finals and encouraged those who are interested to come and watch. The General Plan Task force was given a block of information on census which indicated that the City of Grand Terrace does not have a high population of seniors based on 1990 stats. The City needs to look into a gymnasium for the youth to play indoor sports. Councilmember Singley, reported that he attended the monthly SANBAG meeting. He reported that Colton has approved permits for more billboards and that we need to stay on top of this issue. He congratulated Councilmember Hilkey on his new baby girl. Council Minutes December 12, 1996 Page 5 Councilmember Garcia, thanked the Historical and Cultural Activities Committee on another outstanding City Birthday Party. She reported on the status of the Business Development Committee that she was appointed to and stated that dialogue has begun with a agent that represents many of the key vacant properties in Grand Terrace and stated that the committee is also looking at doing a marketing study to find out what types of businesses our city could support. She congratulated Assistant City Manager Donlevy on a wonderful business recycling program that he organized. She expressed her satisfaction with the attendance of Supervisor Hannsberger at the City Birthday Party and looks forward to working with him. She reported that she visited Colton High School and reported that Soccer and Drama is very big there. She thanked Moire Huss for her update on the School Board meeting. She congratulated Councilmember Hilkey on his new baby girl and wished everyone in the City a very happy holiday season. PUBLIC HEARINGS None UNF SHED BUSINESS 7A. Request for Proposal - TJ Austyn Playground Surfacing CC-96-173 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the completion of the specifications and to authorize the public noticing and bid of the project within the next thirty days. 7B. Request for Proposal - Pedestrian Crosswalk Push-button Up, • grade CC-96-174 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the completion of the specification and to authorize the public noticing and bid of the project. NEW BUSINESS 8A. Grand Terrace Library: Janitorial Services/Grant CC-96-175 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to assume the responsibility as the contractor for janitorial services for the Grand Terrace Branch library and to administer the grant with the flexibility for payment for both books and services for the local library. 8B. Mid -Year Budget Adjustments CC-96-176 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCIL AIFMRER HILKEY, CARRIED 5-0, to approve the following changes to the Fiscal Year 1996/1997 Budget: Council Minutes December 12, 1996 Page 6 Increase Estimated Revenue in the Street Fund for FY 1996-1997 by $10,000 to account for anticipated reimbursements for preliminary work on West Barton Road bridge seismic retrofit, and appropriate $10,000 from Street Fund to pay for the preliminary work. 2. Increase Estimated Revenue in the Waste Water Disposal Fund $122,957 due to anticipated increase resulting from sewer rate increase effective with the September 1996 billing. Appropriate $27,474, in the Waste Water Disposal Fund, for the resulting increase expected for the wholesale sewer processing fee due to the City of Colton. 3. Increase Estimated Revenue $30,718, in AB3229 COPS Fund, for the City's proportionate share of funds received relating to recent legislation regarding law enforcement and crime prevention funding. Appropriate transfer of $30,000 to General Fund for previously approved expenditures. 4. Continue appropriations from prior year purchase orders committed and reserved against the fund balance in FY 1995/1996 in the amount of $31,881; General Fund $27, 867 Storm Drain Fund $ 940 Gas Tax Fund $ 19765 Waste Water Disposal Fund $ 1,309 5. Appropriate $950 for Lease payment expenditures, in the General Fund, on city hall copier to CRA in a sale/leaseback transaction. 6. Appropriate $2,850 in General Fund for additional maintenance services required on city hall hvac system. 7. Appropriate $1,600 allocated 50% to General Fund and 50% to Waste Water Disposal Fund for an upgrade of memory to the Finance Department file server and acquisition of an emergency hard drive. 8C. Fire Service Consolidation CC-96-177 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to direct the City Manager to send a letter to Supervisor Hannsberger and the Board of Supervisors requesting that the issue be reconsidered and further addressed. 8D. DARE Program Mayor Matteson read a portion of an article that was in the newspaper regarding a survey that was done on students who participated in the DARE Program. He expressed his concern with the results of the program and wanted Council to be aware of the statistics. 11 Council Minutes December 12, 1996 Page 7 8E. City Parks - Hours of Use CC-96-178 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve the following changes to the hours of use at City Park Facilities: 1. During the days where organized activities are not in progress, the park will be posted to close "At Dark." 2. During the days where organized activities are in progress, the park will close following the end of the activity. 8F. Expansion of City Gymnastics Program CC-96-179 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to appropriate $5,300 to the Recreation Services Budget 10-450-700 for the purchase of Gymnastics Equipment in order to expand the program. 8J.
