CITY COUNCIL MINUTES
REGULAR COUNCIL MEETING - JANUARY 23, 1997
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on January 23, 1997 at 6:00 p.m.

The meeting was opened with invocation by Tom Comstock, Assembly of God Church, followed
by the Pledge of Allegiance led by Mayor Pro Tem Buchanan.
SPECIAL PRESENTATIONS
2A. Recycling Family of the Month - December 1996
Mayor Matteson announced that Mr. Marvin Schemel and family are the recipients of
the recycling family of the month award and of the local merchant gift certificates from
Sub -Depot, Grand Heritage Cleaners, and Verlee's Pets.
Arthur Blinci. Chairman of the Finance Committee of the Azure Hills Seventh-Day
Adventist Church, on behalf of Azure Hills Seventh-Day Adventist Church expressed
their appreciation to the City Council and City Staff for all of their support in the
development of the new Children's Ministry Center. This center will reach out to the
children of their congregation and throughout the community. He presented a book
"Images of Mission" to all of the Councilmembers and Larry Mainez and donated a copy
to the San Bernardino County Library -Grand Terrace Branch.

Larry Rhinehart, South Coast Air Quality Management District, 21865 E. Copley Drive,
Diamond Bar; stated that he was in attendance as part of the local government outreach
program and gave a brief report on current AQMD activities. He stated that his office
is available to assist the city with any air quality issues that may arise.
Councilmember Hilkey, questioned what the new law is regarding discing fields.
Larry Rhinehart, responded that he does not have an answer for him at this time,
however, he would look into it and call him with an answer.
ORAL REPORTS
5A. Committee Reports
1. Park and Recreation Committee
(a) Rename Terrace Hills Park
Lenore Frost, 11987 Honey Hill, gave a presentation on just a few of the many things
that Dick Rollins has done for the City and the Park and Recreation Committee. He has
a great commitment to the City of Grand Terrace and on behalf of the Park and
Recreation Committee she requested that the City change the name from Terrace Hills
Park to the "Dick Rollins Park."
CC-97-07 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to Rename the Terrace Hills
Park to the "Richard Rollins Park."
Mayor Matteson requested that a formal presentation be done and that City
Manager Schwab notify Mr. Rollins. He thanked Mr. Rollins for all of his
efforts over the years and expressed his appreciation to all of the volunteers
throughout the City.
(b) Recommendation to Purchase Property by Pico Park
City Manager Schwab, stated that the City Staff is currently in contact with the Edison
Company in regards to that piece of property.

2. Crime Prevention Committee
(a) Minutes of 12-09-96
CC-97-08 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY

Committee Minutes of December 9, 1996.
5B. Council Reports
Mayor Matteson, reported that BFI will be hosting a home composting workshop on
February 19, 1997 at City Hall. He stated that the class can be viewed on channel three
at the same time for those who are unable to attend.
Mayor Pro Tem Buchanan, reported that he attended the Azure Hills Seventh-Day
Adventist Church celebration services on Saturday and Ground breaking for their
Children's Ministries on Sunday and expressed his satisfaction on their programs for the
youth.
Councilmember Singley, reported that the problems with the dead spots in the Sheriffs
Department radio communication has been fixed.
Councilmember Hilkey, reported that he attended the services on Saturday at Azure Hills
Seventh-Day Adventist Church. He also reported that he attended the Inland Area
League Meeting on Thursday and the League of California Cities Tax and Revenue
Board Meeting. He stated that the League has decided to fund and write legislation to
bring business stability to cities and stated that he has been asked to become a member
of the sub -committee that will be responsible for writing the legislation. He reported on
the information that was provided by the League on Proposition 218.
Mayor Matteson, stated that small cities that are basically residential are handicapped
by the fact that the sales taxes are given to the cities where it originates, however, the
funds are needed to help keep infrastructures up-to-date and to run local cities. He feels
that there needs to be some type of justification on how sales tax is distributed and
requested that Councilmember Hilkey bring his request to the League of California Cities
Tax and Revenue Board.
Councilmember Garcia, reported that she attended the League of California Cities
Mayors and Councilmembers Institute for newly elected officials and reported on
information that she received and was discussed including "City Link 2000", the Leagues
website. She stated that there is a city that uses a Nielson rating, where they query a
group of residents on an ongoing basis on issues related to the City to allow the City to
have a better idea of what the community wants. She requested input from the council
on the best way to share information that is gathered from conferences, she stated that
at the current time she will be storing it in her office. She stated that at the budget
workshop she would like to review some of our Economic Development Projects
specifically due to the fact that the Chamber of Commerce's Business Development

Committee is in the process of making a business needs survey that will go out to the
residents. The Chamber would like to share the costs, however, she feels that the City
needs to determine how much money they want to put into this issue. She stated that at
the Chamber luncheon she attended, a presentation was given on the Sheriffs Department
Bike Patrol which everyone appeared to be receptive to. She thought that it could be an
option when the sheriffs contract is looked at in the future. She attended the Local
Government Commission where they discussed Livable Communities and questioned
whether or not Grand Terrace would want to be a co -host to a meeting, at no cost. She
reported that she attended a "Women in Construction" contest at Terrace View
Elementary School which was very enjoyable, with approximately 40 children
participating. She expressed her amazement in all of the creativity that the children had.
She listed some of the meetings that she plans to attend in the next few weeks and
reported that the Bicycle Rodeo will be held on February 8, 1997 from 12 noon to 3:00
p.m. at Pico Park. She stated that she will be attending the Grand Terrace Days "97"
Planning Committee meeting on February 13, 1997 and encouraged anyone interested in
participating in the planning of this event to attend. She requested that more information
be included in the Master Calendar, specifically times and location and requested that
plans for the Internet and training/coordination among Commission/Committees be
discussed during the budget workshop. She stated that due to work commitments, she
will miss the Council meeting on February 27. She stated that a copy of her written
report is available for review at the City Hall Information Counter.
It was the consensus of the Council to approve Councilmember Garcia's requests for
action, as listed below:
1. To co -host Local Government Commission's Livable Community Workshop
2. During budget workshop for 1997/ 1998 to review:
A. Economic Development Projects
B. Use of Bike Patrol
C. Internet
D. Training/Coordination Among Commission/Committees
3. Have more information in the Master Calendar, specifically times and locations
of events.
Councilmember HilkeX, stated a couple of Boy Scouts are working on their eagle project
that would allow us to upgrade our home page that is interactive.
PUBLIC HEARINGS
6A. First Reading - An Ordinance of the City of Grand Terrace, California,
Amending the Barton Road Specific Plan of said City in BRSP-96-01-Al and
Negative Declaration E-96-Al, Located in a 1.3 Mile Long Corridor Along
Barton Road Extending from the Riverside Freeway interstate 215) on the West
to the Intersection of Barton Road and Victoria Street on the East , Amending the
Plan as Follows: 1) To Create an Interim Overlay District to Suspend the Non -
Conforming Status of Existing Residential Units for a Period of 10 Years, in the
Eastern Portion of the Office Professional District : and 2) To Allow

Establishment and Operation of Technical and Trade Schools, and
Higher/Professional Educational Schools within the Barton Road Specific Plan.
Filed by the City of Grand Terrace Community Development Department
Mayor Matteson opened discussion up to the public.
Community Development Director, Materassi, stated that the Community Development
Department received some calls related to this project and some general calls on the
Barton Road Specific Plan and requested that the Mayor direct those calls that are not
part of the public hearing as advertised to the General Plan Task Force.
Helen Stringfield, 22273 Barton Road, stated that she has lived in her home since 1956
and questioned if there is something that can be done in order for her to sell her
property. She stated that she lives on a 140 X 602 lot and there is nothing that she can
do with it. The City has required 300 feet from Barton Road, which means that she
would have to take in two other pieces of property in order to sell.
Community Development Department Director Materassi, responded that the 300 foot
frontage is a requirement for a master plan only not a consolidation. The lot can be sold
separately, however, a master plan would need to be provided.
Mary Lou Williams, 22270 Barton Road, stated that she has lived in her home since
1952 and lives on a 'h acre. The Barton Road Specific Plan limits anything that can be
done with their property. She stated that there are not any developers that want to come
in and purchase the property with the requirement of reciprocal access and 300 feet in
between the driveways. She expressed her concern with the conditions of the Barton
Road Specific Plan and the deterioration of the entrance of the City due to the lack of
interest of the developers. She feels that the City is making it impossible for them to do
anything with their properties. She referred to a project of a shopping mall that was
prevented by the City. She feels that the Master plan is hindering the development of
Barton Road and will continue to deteriorate until some type of overlay or non-
conforming use is allowed.
Mayor Matteson, responded that we need to have a Master Plan in order to have a nice
downtown area. He stated that they do not have to sell their property combined to the
adjacent properties. If someone would like to purchase your property, they can develop
it alone as long as they have a plan of what can be done with the adjacent properties.
The City will work with any qualified developer that comes in and has an idea. Our
plans are guidelines and are not set in stone.
Ms. Williams, stated that in order to do what the Mayor has recommended the property
owner will have to pay to draw up plans for the development of all three lots. She
stated that the value has been taken away from their property and questioned how to
attract developers.
Councilmember Sing lev, stated that there appears to be some confusion on what the City
would like to do with the Barton Road Specific Plan and suggested that Community

Development Director Materassi meet with the residents and explain the process. He
stated that the City is not trying to limit the ability to sell the properties but to make it
more valuable by making all the properties conform.
Councilmember Hilkev, stated that when the property is purchased all the developer has
to do is show that they have plans to have access to the adjacent lot and that it is not
restricted.
Elsa Debald, stated that she has lived in Grand Terrace since 1965. Her daughter is the
owner of the property. She has tried to sell the property without success so she
contacted a developer in Colorado with hopes to trade her piece of property for one in
Colorado. The developer came out and looked at her property and stated that it would
not be feasible to put commercial in front and parking in the rear, and that it may be
more feasible to have some commercial in the front and have apartments in the rear,
however, if they wanted to do this they would need to purchase the properties on both
sides which would be too difficult. She stated that she spoke to Community
Development Director Materassi and was told that she thought that apartments would not
be the thing to put in that R3 and questioned what would be acceptable to put there.
Mayor Matteson, stated that there is a street behind the property and they could possibly
subdivide and put residential lots going the other way. He stated that it is important that
you have the developer who is interested and has good ideas come and talk to staff so
that we can try to make their ideas work. 0
Mayor Pro Tern Buchanan, stated that the first person to develop their property has to
put together a Master Plan that the neighboring owners are then going to conform to.
He stated that there is a real advantage to being the first property owner to develop if
you do not joint sell or do a joint cooperation with the other property owners. It will not
prevent you from going forward with your development it simply means that you are the
one that gets to establish the parameters for the neighboring developments. What we
intend to avoid in the Barton Road Specific Plan is strip centers. If someone would like
to purchase the property for what it is now, they can do so, it exists as an existing non-
conforming use. The only thing that the Barton road Specific Plan does is require
anyone who is stepping in to improve, develop, and make something different out of the
property to think ahead and put something together that is consistent with the overall
goals and vision of the development of the downtown area. Ultimately it will enhance
the property values for the entire community and the property values along the area. He
stated that it is his experience that they could not find an easier city to work with in
terms of tailoring the development to meet the owners needs and the City's need than
the City of Grand Terrace. We want nothing more than to see Barton Road start to
development in accordance with the Barton Specific Plan guidelines and if it is necessary
to change zoning or do lot splits to make modifications you will not find a Planning
Department, Planning Commission, or City Council more receptive than the ones that
are right here in the City.
Susan BeDell, 12168 Mt. Vernon Avenue, expressed her concern with the second
provision of the Barton Road Specific Plan Amendment. She presented a list of

requirements she would like to see in place for the applicant of a technical or trade
school, if this amendment is approved.
Community Development Director, stated that the uses of the school will be subject to
a CUP.
City Attorney Harper, stated that in addition to being subject to a CUP it will also be a
noticed public hearing so that the residents will have the opportunity to look specifically
at what the proposed use is and address all of their concerns.
Ci1y Manager Schwab, stated that there is no specific proposal to put any type of
technical school in the building adjacent to the home of Ms. BeDell. The reason for this
amendment is that currently there is a popularity of driving schools due to the fact that
public schools no longer provide drivers education and there is a company that would
like to put drivers education in a center that is east of Mt. Vernon that is not near a
residential area.

Alex Eddie, P & L Investments, 17331 Calvo Drive, Santa Ana; stated that he is one of
the applicants for this project. He expressed his eagerness to begin this project and feels
that it will enhance communications for the entire area, not just Grand Terrace.

Mayor Matteson, questioned whether the towers will be visible from the downtown area.

Community Development Director Materassi, responded that it will be seen less than the
tower that already exists.
Mayor Pro Tem Buchanan, questioned whether or not all of the issues of concern that
were raised by Mr. Kruze have been resolved.
Associate Planner Mainez, responded that he had the opportunity to speak to Mr. Kruze
and all of his concerns have been resolved.
Mayor Matteson, questioned if all of the parties involved are in agreement that this is a
good project.

UNFINISHED BUSINESS
7A. Second Reading_ - An Ordinance of the City Council of the City of Grand
Terrace, California Amending Grand Terrace Municipal Code, Chapter 10.08,
Establishing Speed Limits for Various Streets in the City of Grand Terrace
Councilmember Hilkey, expressed his concern with raising the speed limits based on
drivers traveling faster.
Councilmember Singlev, stated that if we do not pass this ordinance we will be unable
to enforce any of the speed limits in the City.
