REGULAR COUNCII, MEETING - FEBRUARY 13, 1997
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on February 13, 1997 at 6:00 p.m.

The meeting was opened with invocation by Dr. Paul Reed, Terrace Crest Baptist Church,
followed by the Pledge of Allegiance led by Councilmember Herman Hilkey.
SPECIAL PRESENTATIONS
2A. Proclamation - National PTA's 100th Anniversary
Mayor Pro Tem Buchanan read a proclamation recognizing the National Parent Teacher
Association's 100th Anniversary and presented it to Maryetta Ferre', Principal at Terrace
View Elementary School and Susan VanCampen, PTA President of Terrace View
Elementary School.
Mayor Pro Tem Buchanan presented the keys to the new citizen's patrol car to Sharon
Perez, Citizen Patrol Commander.
Tonya Nelson, Community Services Officer, introduced the members of the Grand
Terrace Citizen Patrol.

the numerous hours that they volunteer and for their dedication to the City.

PUBLIC COMMENT
Dick Rollins, 22797 Barton Road, thanked the Council for honoring him in renaming
Terrace Hills Community Park to the Richard Rollins Community Park. He expressed
his gratitude for being at the Council Meeting and being able to speak to the Council
after his long illness. He thanked everyone who visited him during his long stay at the
hospital and for all of their support. He stated that he will visit Mayor Matteson once
he is in transitional care.
Michael O'Connell, 22596 Thrush Street, reported that opening ceremonies for the Grand
Terrace Little League will be held on March 22, 1997 at 11:00 a.m. He presented some
statistics for the up coming little league season. They have reached the maximum
number of players that they can have with over seven hundred children and have started
a waiting list. He stated that once Grand Terrace moved their base field out of Colton
and into Grand Terrace the league no longer has the opportunity to participate in the fire
works booth which is a large fundraiser and represents approximately a $16,000 a year
loss to the league. He requested that the City Council consider allowing a limited
number of firework booths in the City of Grand Terrace. He feels that if the Council
will keep an open mind while considering his recommendation and allow them to try this
for at least one year they can see whether this would be a good thing for the city or not.
The Council could include a clause that would not allow them to continue the sale of
fireworks should it not work out. He feels that there will be a lot of support from all of

the parents of the children that are participating in Little League and Soccer.
Councilmember Garcia, questioned where their revenue comes from.
Mr. O'Connell, responded that approximately 33% percent comes from the snack bar,
12 % from sponsors, 26 % from registration fees, and fundraisers generate the rest of the
budget.
Councilmember Singley, requested that staff be directed to agendize this for the next
Council Meeting.
City Manager Schwab, requested clarification on whether this would be a discussion item
or would Council like to schedule the Ordinance for a first reading.
It was the consensus of the Council to agendize the first reading of the Ordinance at the
March 13, 1997 City Council meeting.
Mr. O'Connell, stated that the Little League receives little support from local business
in Grand Terrace and requested that the Council encourage the Chamber of Commerce
and local businesses to sponsor a team. He left some programs for the Council to look
at and share.
Mark Krell, 11826 Eton Drive, President of Grand Terrace Community Soccer Club,
requested that the Council consider an Ordinance allowing them to run fundraiser
firework stands in the City of Grand Terrace. He gave an overview of the soccer club.
He estimated that 95 % of the players come from Grand Terrace. He stated that their
budget was just under $50,000.00.
Councilmember Garcia, questioned where their revenue comes from.
Mr. Krell, responded that they have one fundraiser a year bringing in approximately
$11,000.00, the remainder is from sponsors and the snack bar.
Councilmember Hilkev, questioned if the Grand Terrace Little League and the Grand
Terrace Community Soccer Club are proposing to share the fireworks booth.
Mr. Krell, responded in the affirmative.
Councilmember HilkeX, questioned if we were going to hear from the basketball club at
the next meeting.

minutes of December 12, 1996 and January 6, 1997.
3. Crime Prevention Committee
(a) Recommendation to Paint Curbs Red at Pico Park
CC-97-15 MOTION BY COUNCILMEMBER HILKEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (MAYOR MATTESON
WAS ABSENT), to paint the curbs red at Pico Park with a permanent type of
paint.
5B. Council Reports
Mayor Pro Tem. Buchanan, stated that he has the unfortunate pleasure of chairing the
meeting due to Mayor Matteson's hospitalization. He is looking forward to having him
back in the seat next to him where he belongs as quickly as possible. He stated that our
thoughts and prayers are with him, his family, and loved ones. He reported that on
Wednesday, February 19, 1997 from 7:00 p.m. to 8:30 p.m. in the Council Chambers
the City of Grand Terrace in conjunction with BFI will be providing a free home
composting workshop with a master composter. If you are unable to attend it will be
televised live and taped and re -broadcasted on channel 3.
Councilmember Singley, reported that he attended the monthly Gang and Drug Task
Force meeting where they were presented a report dealing with expulsions in San
Bernardino County schools. He expressed his concern with the top three reasons for
expulsion which include 1)physical injury, 2)weapons, 3)drugs. He stated that from 1993
to the current date the physical injury reports have gone down dramatically and weapons
on campus have gone down dramatically also. Expulsion due to drugs have increased.

The majority of students that are expelled are in 7th, 8th, 9th, and loth grades. They
also updated them on current legislation. There seems to be an abundance of legislation
to protect the youth from the Internet and domestic violence. He reported that he had
been to see the Mayor a couple of times and he is improving and he is missed.
Councilmember Hilkey, expressed his satisfaction in the WeTip program and requested
that the year end report be posted for public review. He stated that his thoughts and
prayers are with Mayor Matteson. Her reported that the Boy Scouts are working on a
website.
Councilmember Garcia, reported that she attended a Grand Terrace Days meeting and
that there is a website set up for Grand Terrace Days for those who are linked up
WWW.local.net/GT Days which will give updates relating to Grand Terrace Days. She
reminded everyone of the "Livable Communities" workshop on March 21, 1997. The
whole concept of "Livable Communities" is a self defining one on what would be best
for the community. She is encouraging everyone to get involved and start to understand
the concepts and tools that are available for improving our City. She looks forward to
Mayor Matteson's return.
PUBLIC HEARINGS
6A. CDBG Eligible Projects: Prioritization 1997/1998
Assistant City Manager Donlevy, recommended that the City Council conduct a Public
Hearing on the prioritization of the projects and provide direction on the allocation of
funds. Staff recommends that the following projects be funded:
1. Grand Terrace Library - Adult Literacy Program - This Grant will keep the
library open one additional day per week - $4,500
2. City of Grand Terrace - Rehab of Civic Center Elevator/ADA - $5,500
3. City of Grand Terrace - Rehab of Richard Rollins Park Restroom/ADA - $15,000
4. City of Grand Terrace - Landscaping Design at Senior Center - Petta Park -
$15,000
Mayor Pro Tern Buchanan opened discussion to the Public
Joan Huntsaker, Riverside, she stated that she was speaking on behalf of the application
from the Department of Aging and Adult Services. They asked the Council to consider
funding $3,000.00 for the Senior Nutrition Program which will help them to expand their
program to include serving meals on the weekends to the homebound.
Mayor Pro Tern Buchanan returned discussion to Council.

Program for the homebound on the weekend that they would like to implement.
JoAnn Johnson, responded that she felt that it would be an excellent program.
Councilmember Hillcey, requested information on the $15,000 for landscaping design at
the Petta Park and questioned how the difference will be made up for the cost of the
rehabilitation of the Richard Rollins Community Park restrooms.
Assistant City Manager, responded that staff will recommend that the Community
Redevelopment Agency supplement the cost of the rehabilitation of the Richard Rollins
Community Park restrooms.
Councilmember Sinaley, questioned whether the Department of Aging and Adult Services
fall under Public Service.
Assistant City Manager Donlevy, responded in the affirmative.
Councilmember Sing_ley, clarified that the $3,000 that was requested from the City of
Grand Terrace is just one of many requests that have been made to all of the Community
Development Block Grant participants. [I
City Manager Schwab, stated that their total request from all of the Community
Development Block Grant participants is $69,000.
Councilmember Singley, suggested that the City allocate $1,000 to the Department of
Aging and Adult Services - Senior Nutrition Program and list it as priority number five.
This would bring the total allocation to $41,000 and bring the total allocation for public
service to $5,500.
Councilmember Garcia, wanted to confirm that the seniors would receive meals
regardless of the amount that is received from the City.
Councilmember Singley, stated that the seniors will receive meals whether the city
allocates money or not, it will just help them provide the services.
Councilmember Garcia, questioned what will happen if all of the money that is allocated
is not used.
Assistant City Manager Donlevy, responded that the money left over will go back into
the City's account.

Conforming Status of Existing Residential Units for a Period of 10 Years, in the
Eastern Portion of the Office Professional District : and 2) To Allow
Establishment and Operation of Technical and Trade Schools, and
Higher/Professional Educational Schools within the Barton Road Specific Plan.
