05/22/1997CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCEL MEETING - MAY 22, 1997 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 22, 1997 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director Lt. Mike Howell, Sheriffs Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God Church, followed by the Pledge of Allegiance led by Mayor Pro Tem Buchanan. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - April 1997 Mayor Pro Tem Buchanan announced that Mr. and Mrs. Allen French and family are the recipients of the Recycling Family of the month award for the month of April 1997 and presented them with gift certificates from Stater Brothers Market and Demetris' Restaurant. CDBG Program - Delegate Agency Agreement PUBLIC CONMUNT Eg_QLNegl, 22608 Minona Drive, stated that he read an article that was in the Press Enterprise regarding the proposed 1997/1998 budget and questioned what the 600,000 increase was for. He questioned the proposed Code Enforcement Department and its budget. He also questioned whether the revenue and expenditures of the Child Care Center included the cost of the building. Barbara Pfenni hg� ausen, 22111 Ladera Street, expressed her gratitude to the Press Enterprise and the Sun Telegram for their coverage of Grand Terrace. She questioned the proposed rental fee program and how it would work. Dick Rollins, 22797 Barton Road, welcomed Mayor Matteson back. ORAL REPORTS 5A. Committee Reports 1. Emergency Operations Committee (a) Minutes of 04-07-97 CC-97-62 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (COUNCILMEMBER HII,KEY WAS ABSENT), to accept the April 7, 1997 Minutes of the Emergency Operations Committee. 2. Park and Recreation Committee (a) Minutes of 04-07-97 CC-97-63 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to accept the April 7, 1997 Minutes of the Park and Recreation Committee. (b) Appoint New Member - Tyler CC-97-64 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to appoint Barry Tyler to fill an unexpired term as a regular member of the Park and Recreation Committee with a term continuing to June 30, 1998. Council Minutes May 22, 1997 Page 3 (c) Recommendation to Pursue Youth Center Lenore Frost, 11987 Honey Hill Drive, stated that originally they were proposing to accept two modular units from Pomona Unfied School District to place at the Richard Rollins Park, however, they have decided to do a survey to see what the the needs of the community and the youth are prior to doing this. They requested to spend $1,500 to do this survey. Grethchen Andrews, 22650 De Soto Street, stated that she thought sending a survey out through the sewer billing, newsletter, and through the schools would be the best way to reach everyone. She suggested maybe having the community respond by calling City Hall. Barry Tyler, 11857 Preston Street, stated that they would like the opportunity to explore the need and possibility of a youth activity center. Adair Copely, resident, stated that he feels that a youth center would be good to have in order to provide a safe place for the youth to spend time. Steve resident, stated that a youth center would be a good place for the youth to go which would keep them off the streets and out of trouble. Donny Taylor resident, feels that a youth center would give the teens a place to go during their free time. Lindsay Taylor resident, feels that a youth center would be a good safe place for the youth to go. Mayor Matteson, questioned how the facilities would be used. Gretchen Andrews, responded that they would have ping pong tables, pool table, shuffle board, tournaments, a place where they could do homework, special events around various holidays, various clubs, card games, video games, crafts, music, and arcade types of games. Mayor Matteson, questioned who would run this facility. Gretchen Andrews, responded that the Park and Recreation Committee would be in charge of putting it together and then it would be ran by the City. Mayor Matteson, requested that they put a scenario together on what it would cost and what activities would be provided and once it is completed present it to the City Manager. Gretchen Andrews, responded that it would be much more feasible to do that once they have received responses from the survey that they are requesting to do. Council Minutes May 22, 1997 Page 4 Councilmember Garcia, questioned whether they have talked to the schools. And read a letter from the Chamber of Commerce Board of Directors endorsing and encouraging the decision to obtain buildings for a youth center. Councilmember Singlev, suggested working with the seniors to see if they can utilize that facility for the teens when the seniors are not using it. Mayor Pro Tern Buchanan, suggested that the committee work with staff on the survey. Councilmember Hilkey, suggested looking at other programs and maybe using their ideas. Lenore Frost, stated that they have visited several youth centers and will continue to do so. Dick Rollins, stated that this is something that needs to be looked at very seriously and would like to get more information. Barbara Pfenni hg�ausen, questioned where would they place the facility at the Richard Rollins Park and stated that she feels that the old GTI market would make a perfect place for a youth activity center. 3. Crime Prevention Committee (a) Minutes of 04-14-97 CC-97-65 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the April 14, 1997 Minutes of the Crime Prevention Committee. 5B. Council Reports Mayor Matteson, reported that council is in the process of going through the budget and stated that there is not enough money. Councilmember Hilkev, thanked staff for the preparation of the budget and felt that they did a good job on it. Councilmember Singley, reported that the next budget meeting will be held on May 29, 1997 at 5:00 p.m. for all those who are interested and stated that staff did a good job on the budget. Councilmember Garcia, she reported that she attended the Chamber luncheon along with Mayor Matteson and Councilmember Hilkey. She reminded everyone that Grand Terrace Days is coming up. She stated that there will be a Police to Business Breakfast on Tuesday, May 3. T-Shirts for Grand Terrace Days are available for purchase at City Hall. Council Minutes May 22, 1997 Page 5 Councilmember Hilkey, stated that the Terrace Retirement facility is doing well and that he is impressed with their program. Mayor Pro Tern Buchanan, thanked the Grand Terrace Little League for the plaque that he received for throwing the opening pitch at their opening ceremonies. UNFDUSHED BUSINESS 7A. A Second Reading of an Ordinance of the City of Grand Terrace, California Amending the Barton Road Specific Plan of Said City in BRSP-97-01-A2 and Negative Declaration E-97-02, Amending the Plan as Follows: 1) Change Parcels 6 and 7 of Parcel Map 6462 (APN:277-161-33 & 32) from Village Commercial (VC) to Administrative/Professional District (AP) as Illustrated on the Subarea Reference Map and Specific Plan Land Use Map in said Plan, and Amending the Grand Terrace General Plan Land Use Map as Follows: 1) Change all Land Use Designations of (OP) to Office Commercial (OC); and 2) Change Parcels 5, 6, and 7 from Parcel Map 6362 from General Commercial (GC) to Office Commercial (OC) as Illustrated in General Plan Land Use Map Filed by Azure Hills Seventh-Day Adventist Church. City Manager Performance Evaluation Mayor Pro Tem Buchanan announced that the Council met in closed session to discuss the City Manager's performance evaluation and that there was no action to report.
