05/29/1997CITY OF GRAND TERRACE CITY COUNCIL MEWTES SPECIAL COUNCIL MEETING - MAY 29, 1997 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 29, 1997 at 5:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director ABSENT: John Harper, City Attorney Lt. PUBLIC CONEWENT None REVIEW EXPENDITURES FOR FY 1997/1998 BUDGET Fund: General (10) Department: Geographic Information System 380) CC-97-68 MOTION BY COUNCOUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to remove line item 702 and approve the remainder of the Geographic Information System Department Budget in the amount of $31,250. Fund: General (10) Department: Law Enforcement (410) CC-97-69 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR MATTESON, CARRIED 5-0, to remove line item 225, and reduce line item 256 to 992,907 and approve the remainder of the Law Enforcement Department Budget in the amount of $1,115,132. r- Fund: General (10) Department: Recreation Services (430) Fran Van Gelder, 11975 Mt. Vernon Avenue, stated that she is in favor of a Community Center and feels the the old GTI Market would be a great place to have one. She referred to Project Focus which are programs that are in the Council Minutes May 29, 1997 Page 2 desert community which are run by volunteers. She feels that code enforcement could be done through volunteers. She suggested that volunteers come in and help out in the Recreation Services Department by doing some of the clerical duties. It was the concensus of the Council that they go out and look at the park facilities and agendize the expenditure of $50,000 to repair the upper fields at Pico Park and the Richard Rollilns park for the second meeting in June. City of Grand Terrace Revenue Council Minutes May 29, 1997 Page 5 CC-97-91 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to Increase Revenue in Account 10-200-01 Franchises by $40,000 to $222,000 and to Approve all other 1997/1998 Estimated Revenue for the City of Terrace. It was the concensus of the Council to direct staff to begin preparing a ballot measure proposal to implement a Utility User Tax in order to generate revenue for the General Fund. It was the concensus of the Council to direct staff to begin exploring possibilities of reducing the amount that we are required to set -aside for the low and moderate income housing fund.
