REGULAR COUNCIL MEETING - TUNE 26, 1997
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on June 26, 1997 at 6:00 p.m.

The meeting was opened with the Pledge of Allegiance led by Mayor Pro Tem Dan Buchanan.
SPECIAL PRESENTATIONS
Mayor Pro Tern Buchanan announced that Captain Tom Denham of the San Bernardino
County Sheriffs Department has been promoted to Deputy Chief within that
organization.
Deputy Chief Tom Denham stated that he will be the Bureau Chief of the valley and
remain involved with the City of Grand Terrace. He thanked the City Council and City
Manager Schwab for the working relationship that he has had with the City over the last
six years. He introduced Captain Paul Cook who will be replacing him effective July
19, 1997.
Captain Cook stated that he is looking forward to working with the City of Grand
Terrace .
Mayor Pro Tern Buchanan welcomed Captain Cook.
2A. Recycling Family of the Month - May 1997
Mayor Pro Tern Buchanan announced that the Ortloff Family are the recipients of the
Recycling Family of the Month Award for May 1997 and of the local merchant gift
certificates from Food Connection Restaurant, Stater Brothers Market, Blue Mountain
Coffee House, and Miguel's Jr. Restaurant.

2B. Presentation - Grand Terrace Elementary Principal, Theda McGee
Grand Terrace Elementary School Principal, Theda McGee stated that they are
participating in the classroom reduction program that is mandated by the State and gave
a presentation along with students on the highlights of the following three reading
programs that are in place at the Grand Terrace Elementary School: 1) Reading
Recovery, 2) Project Second Helping and 3) Partners in Print. She thanked the Council
for their involvement and support of Grand Terrace Elementary School.
2C. Presentations - Grand Terrace Days Sponsors and Volunteers
Mayor Pro Tem Buchanan thanked all of the sponsors and volunteers for all of their
support that helped make Grand Terrace Days a great success and presented them
Certificates of Appreciation and plaques. He presented a commendation and a gift
certificate from Macy's to Dottie Raborn for the countless number of hours that she has
volunteered in the Crime Prevention Office and for her efforts in helping making Grand
Terrace Days 1997 a successful community event.

Resolution for the Employees of the City of Grand Terrace Child Care Services
reflecting a 3 % Cost of Living Increase and a 5 % increase to the top -end salary
range for the Director of Child Care Services, and a Salary Resolution reflecting
a 3 % Cost of Living Increase for the Employees of the City of Grand Terrace
Seasonal Pool Personnel.
PUBLIC CON MWM
Dick Rollins, 22797 Barton Road, reported that the Department of Motor Vehicles test
drivers that have applied for a Class A drivers license in the City of Grand Terrace
which is the reason why there are a number of truck driving schools that travel through
Grand Terrace regularly. He questioned how you can receive an award for recycling
family of the month.
City Manager Schwab, responded that the drivers of the refuse trucks know the criteria
that has been set and they provide the name of the resident that has shown the most effort
in recycling as many items as they can. The City awards one family a month with a
certificate and gift certificates from local merchants which are purchased with the money
that is received from the recyclable materials.
Mr. Rollins, questioned if the names of the winners are published in the City Newsletter.
City Manager Schwab, stated that we have not published names, however we could do
an article describing the program.
Barbara Pfenni hg ausen, 22111 Ladera Street, stated that the streets in Grand Terrace are
in bad shape. Vivienda Avenue south of Pico has a large hole that needs to be fixed.
She encouraged Council to go out and drive the streets. She commended the City on
Grand Terrace Days.

GARCIA WAS ABSENT), to accept the May 12, 1997 Minutes of the Crime
Prevention Committee.
5B. Council Reports
Mayor Matteson, reported that the Post Office is looking for a new location for a postal
contract location within the City of Grand Terrace. He read a letter from the former

owners of the GTI Market clarifying statements that were made during the June 12, 1997
Council Meeting.
Councilmember Singlev, stated that at the last Council Meeting a Community
Center/Gymnasium Fund was set up and announced that $50,000 of the Franchise
Transfer fee for Integrated Waste Services has been added to the fund.
Councilmember Hilkey, requested that the recycling family of the month article that will
be included in the next newsletter should include the total value of the award so that it
will be an incentive to the community. He announced that Grand Terrace has one of the
best baseball players in the County of San Bernardino, Jennifer Porelli.
PUBLIC HEARING
6A. ENERGY CONSERVATION SERVICES AND LEASE/PURCHASE
AGREEMENT' HONEYWELL
Assistant Cily Manager Donlevy, reported that over the past year, staff has conducted
a comprehensive evaluation of City owned facilities and traffic lighting areas to see the
efficiency and effectiveness of the lighting, heating and air conditioning systems. This
study has revealed a number of defective areas. In an effort to establish
recommendations and research energy conservation alternatives, staff asked our current
HVAC contractor, Honeywell, Inc., to develop :t list of recommendations for the City
owned facilities. Through a very comprehensive engineering study, Honeywell has
developed a listing of heating, air conditioning and lighting recommendations. The
findings of this study conclude that the energy and maintenance cost saving realized
through the installation of a state of the art retrofit/upgrade systems will actually pay for
the purchase, installation and servicing over a (ten) year period. The total energy
savings as a result of the project will be $220, 563, while the costs of the program
through a lease -purchase program will be $216,330. Honeywell through this program
guarantees the cost savings of $220,563. An audit will be conducted annually to
determine the cost savings, if the annual savings is less than the projected, Honeywell
will pay the City the difference. He recommended that the Council conduct a Public
Hearing regarding the Energy Conservation Services Proposal, Approve the Lease to
Purchase Agreement 97-01 relating to the financing of the purchase of property and
services relating to the retrofit and upgrade of the heating, lighting, air conditioning, and
traffic controls at City Facilities; and Contract with Honeywell, Inc. to install and service
the systems for a ten year period.
Councilmember Sinalev, stated that if the City could pay cash for this program we could
avoid paying the interest. He questioned if staff received bids from other businesses.
Assistant City Manager Donlevy, responded that there are other businesses that do this
type of program, however, the City has worked very well with Honeywell and they are
willing to guarantee the savings.
Mayor Matteson, questioned why staff did not receive bids from any other businesses.

Assistant City Manager Donlevy, responded that Honeywell has provided quality service
to the City of Grand Terrace, they have a good reputation and they can guarantee that
there will be cost savings.
City Manager Schwab, stated that the City has had good experience with Honeywell.
He stated that Honeywell is the only company that will guarantee to have cost savings
and if those savings are not met they will pay the difference to the City.
Assistant City Manager Donlevy, stated that all of the upgrades and improvements that
are being recommended are repairs and improvements that are needed and will have to
be done.
Councilmember Hilkev, stated that there are many companies that do these types of
programs. He questioned if the improvements that need to be done at the senior center
could be done through CDBG funding. He stated that the light bulb life span may not
be as long as the ones that they are replacing and feels that some type of guarantee life
span should be included in the agreement. Light sensors need to have some type of
overriding system. He requested that they pull the Senior Center from this project and
do it through CDBG funding.
Mayor Pro Tem Buchanan opened discussion to the public.
JoAnn Johnson, 12723 Mt. Vernon, stated that the Senior Center air conditioning unit
needs to be upgraded. She feels that the proposed plan sounds very good and feels that
it is a no lose situation.
Dick Rollins, 22797 Barton Road, feels that better control over the ball field lights will
conserve electricity and save money.
Mayor Pro Tem Buchanan returned discussion to Council.
Dennis McVey. Honeywell Representative, responded to Councilmember Hilkey's
concerns with the life span of the light bulbs and the room sensors. This program is
guaranteed not to impact the City budget on a negative basis.
Councilmember Hilkey, questioned if there was anything in place for failed light fixtures.
Dennis McVey, Honeywell Representative, responded in the affirmative.
Councilmember Hilkev, questioned if there would be any duct work done.
Dennis McVey, Honeywell Representative, responded that the duct work would be
modified at the Child Care Center.
Councilmember HilkeX, questioned if the same type of management system that is at City
Hall will be used at the Child Care Center.

Dennis McVey, Honeywell Reuresentative, responded that it would be a very simple and
low cost management system.
Councilmember Singley, questioned if the repairs that need to be done at the Senior
Center would qualify under the CDBG program.
Assistant CityManager Donlevy, responded that the repairs would be covered, however
none of maintenance or service would not be covered.
City Manager Schwab, stated that all of these improvements will be done within the next
couple of months, if Council pulls the Senior Center project out and enter it into the
Block process it would not be done until next summer if approved. He stated that not
only is the equipment being purchased but the maintenance and service is included in the
cost.
Councilmember Garcia, questioned if the system at the Child Care Center could be over-
rided for after hour usage.
Dennis McVey, Honeywell Representative, responded in the affirmative.
Mayor Pro Tem Buchanan, stated that he feels that this is a good agreement and that the
City will benefit from it in many ways.
CC-97-105 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 4-0-0-1 (COUNCILMEMBER
GARCIA ABSTAINED), to approve the Lease to Purchase Agreement 97-01
relating to the financing of the purchase of property and services relating to the
retrofit and upgrade of the heating, lighting, air-conditioning, and traffic controls
at City Facilities; and Contract with Honeywell, Inc. to install and service the
systems for a ten year period and adopt a Resolution Approving Certain Energy
Conservation Measures Authorizing the Execution of Agreements, Signatories and
Making Other Determinations in Connection Therewith.
6B. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE SETTING FORTH RULES AND REGULATIONS WITH REGARD
TO SPECIAL EVENTS
CitvTy Harper, stated that this comes after recently recognizing that our code does
not have any rules and regulations that adequately address and constitutionally address
special events. This ordinance will fill the gap in our existing code.
Mayor Pro Tem Buchanan, questioned if Grand Terrace Days would have to be modified
significantly to follow the criteria of the Ordinance.
City Attorney Harper, responded that City's functions are inapplicable.

Barbara Pfenni hg ausen, 22111 Ladera Street, confirmed that City Attorney Harper stated
that the City is not bound by the rules that they make.
City Attorney Harper, responded in the affirmative.
Barbara Pfenni hausen, questioned if weddings on private property are included in the
ordinance.
City Attorney Harper, stated that it depends upon the circumstances, a wedding that
included a large number of people, it would, a wedding that takes place at someone's
home and a reception in the back yard it would not.
Mayor Pro Tern Buchanan returned discussion to Council.
Councilmember Garcia, referred to section 8.50.040 section six and questioned that if
a major event was proposed the sheriff's department would recommend the level of
security that is needed with the proponent paying the cost.
City Attorney Harper, responded in the affirmative, however, clarified that the section
that she is referring to pertains to street events something that would impact the street
which is something that the City already does.
Councilmember Garcia, she referred to section 8.50.050 and questioned if the bond that
is required will be used if they do not abide by the rules set forth in the section.
CC-97-106 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 5-0, to approve the first reading of an Ordinance of the
City Council of the City of Grand Terrace Setting Forth Rules and Regulation
with Regard to Special Events.
6C. AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE ADOPTING CABLE FRANCHISE EXTENSION
City Manager Schwab, stated that staff is currently re -negotiating the Cable Franchise
which has expired. He stated that he is requesting that the Council adopt an Urgency
Ordinance temporarily extending the current cable franchise to December 31, 1997.
Mayor Matteson, suggested that staff bring up the audio problem that they have when
broadcasting Council Meetings.
City Manager Schwab, responded that in the FY 1997/ 1998 budget they included funding
for improving the sound system. He stated that it is not Comcast's system it is the City's
internal system.
Councilmember Hilkey, expressed his frustrations with the cable companies not following
through with their agreements. He stated that he feels that the sound problem is with
Comcast because there was a time when the sound was not a problem.

Barbara Pfennighausen, 22111 Ladera Street, stated that it would be a big help to the
residents viewing the meetings at home and those in the audience as well if Council
would move toward the microphones and talk into them. She echoed everything that
Councilmember Hilkey had to say about the agreement with Comcast.

Policy to include "Pools and other Investment Structures Incorporating
Investments Permitted in California Government Code Sections 5306 and 53635"
as a permitted investment and adopt a resolution authorizing the City of Grand
Terrace to join with other public agencies as a participant of the California Asset
Management Trust and to invest in shares of the trust and in individual portfolios.
8C. Residential Solid Waste Franchise Transfer: USA Waste of California

of Grand Terrace, California Authorizing a Franchise Agreement with USA

Initiating an Application for a Reorganization to Include Formation of the West

CC-97-112 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 4-0-0-1 (COUNCILMEMBER GARCIA ABSTAINED),
to approve a Resolution of the City Council of the City of Grand Terrace,
California, Initiating an Application for a Reorganization to include Formation of
the West Valley Fire Protection District and Detachment from County Service
Area #38 and appropriate $2,300 for the LAFCO application fee in order to move
forward with the process.

Mayor Pro Tem Buchanan announced that the Council met in Closed Session to Discuss
Personnel Matters Pursuant to Government Code Section 54957 and that there was no
action taken.
