07/10/1997CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - JULY 10, 1997 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on July 10, 1997 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem. Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director ABSENT: John Harper, City Attorney Lt. Mike Howell, Sheriffs Department The meeting was opened with invocation by Mayor Pro Tem Dan Buchanan followed by the Pledge of Allegiance led by Councilman Herman Hilkey. ITEMS TO DELETE City Manager Schwab requested that item 2C. Commendation - Outgoing Grand Terrace Little League President - Mike O'Connell, be deferred to the next Council Meeting when Mr. O'Connell is able to attend. SPECIAL PRESENTATIONS 2A. Presentation - Steve Berry. BFI On behalf of the City Council, staff, and residents, Councilmember Singley presented a plaque for outstanding service as District Manager of B.F.I/Loma Linda Disposal to Steve Berry. Steve Berry thanked everyone for the friendships and good working relationships. 2B. Commendation - Don Larkin. Chamber of Commerce On behalf of the City Council, Councilmember Garcia read and presented a commendation to Don Larkin for his outstanding community service through the Grand Terrace Area Chamber of Commerce. CONSENT CALENDAR Council Minutes July 10, 1997 Page 2 CC-97-113 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of check Register No. 063097 & 071097 3B. Ratify 07-10-97 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 06-26-97 Minutes 3E. Public Improvement Deferment Agreement for 11847 Preston Street (Schmidt) 3F. Park Field Renovation Project Update PUBLIC COMMENT Ed O'Neal, 22608 Minona Drive, expressed his dissatisfaction with the elimination of the D.A.R.E. program from the city's budget. Carrie Horton, urged the community of Grand Terrace to support the D.A.R.E. program. Barbara Pfenni hg_ ausen, 22111 Ladera Street, expressed her dissatisfaction with the evaluation of the D.A.R.E. program. She feels that the program is an investment and a good program and feels that the City should support it. She reported that the streets in the Southwest portion of the City, especially Pico Street and Vivienda, are in bad shape and would like to see some attention given to that portion of the City. ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural Activities Committee (a) Minutes of 06-02-97 CC-97-114 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the June 2, 1997 Minutes of the Historical and Cultural Activities Committee. 5B. Council Reports Mayor Matteson, reported that there will be a pie eating contest on July 14, 1997 at the Terrace Retirement Hotel and an ice cream social on July 23, 1997. He also reported that Sheriff Penrod called to announce that Captain Tom Denham was promoted to Deputy Chief. Mayor Pro Tem Buchanan, reported that he and City Manager Schwab are continuing to work with the cities of Highland and Yucaipa on the issue of a formation of a new fire district and detaching from CSA #38. Council Minutes July 10, 1997 Page 3 Councilmember Singley, stated that he is the representative for the City on the Gang and Drug Task Force and he feels that there are programs available that are as good as the -- D.A.R.E. program if not better and stated that Council has not turned their backs on the children in the community. They want the children to succeed ane are looking for the most beneficial program that is affordable. He reported that 12 million dollars will be spent to move a National Landmark in Rancho Cucamonga. He introduced the new Community Services Officer Tanya Cahill and welcomed her to the City of Grand Terrace. Tanya Cahill, CSO, stated that she has worked for the County of San Bernardino for fourteen years and has work for the Sheriff's Department for eight years. Councilmember Hilkey, reported that he attended the Chamber of Commerce's All Star Baseball Night at the Stampede Stadium. Grand Terrace had four hundred residents at the field. Grand Terrace All Stars a major league made it into the finals. He feels that John's Lawnmower Shop is a real asset to the community. Councilmember Garcia, reported that the Chamber of Commerce installation will be held on July 29, 1997 at Blue Mountain Coffee House. The Grand Terrace Republican Women will be hosting their annual Ice Cream Social on July 23 from 6:30 p.m. to 9:30 p.m. at 11773 Arliss. Concerts in the park will be held on July 20, August 3, and August 23 at 6:00 p.m. She urged Council to attend the GIS tour in Ontario on Wednesday, July 16. She reported that she met with the General Plan Task Force and they will be having an open house sometime in August. UNFINISHED BUSINESS 7A. A SECOND READING OF AN ORDINANCE OF THE CITY OF GRAND TERRACE SETTING FORTH RULES AND REGULATIONS WITH REGARD TO SPECIAL EVENTS CC-97-115 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEIVIBER SINGLEY, CARRIED 5-0, to approve the Second Reading of an Ordinance of the City of Grand Terrace Setting Forth Rules and Regulations with Regard to Special Events ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 6:55 p.m., until the next Special CRA/City Council Meeting which is scheduled to be held on Tuesday, July 22, 1997 at 6:00 p.m. 1� MAYO of the City of Grand Terrace CITY CLERK of th - City of Grand Terrace
