07/22/1997CITY OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL COUNCIL MEETING - JULY 22, 1997 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on July 22, 1997 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Tracey Martinez, Deputy City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director John Harper, City Attorney Lt. Mike Howell, Sheriffs Department ABSENT: Brenda Stanfill, City Clerk The meeting was opened with invocation by Mayor Pro Tem Dan Buchanan followed by the Pledge of Allegiance led by Councilwoman Lee Ann Garcia. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - June 1997 Mayor Matteson announced that Mr. Robert Yaglinski and family are the recipients of the Recycling Family of the Month award for the month of June 1997 and of the local merchant gift certificates from Food Connection Restaurant, Stater Brothers Market, Blue Mountain Coffee House and Miguel's Jr. Restaurant. Mike O'Connell, stated that he feels that the sale of fireworks went well and encouraged the Council to approve it again for next year. He reported that the booth grossed $34,961.77, the net profit was $12,602.38 and presented a check in the amount of $6,301.19 to Dan Nagel, a representative from the Grand Terrace Community Soccer Club. He reported that Little League has spent part of their profits from the sale of fireworks on a quad to be used for dragging the fields at Pico Park. He presented a plaque to Councilmember Garcia for her sponsorship of the T-Ball Dodgers team. Mayor Pro Tem Buchanan presented a Certificate of Appreciation to Mike O'Connell for his work and dedication to the youth of Grand Terrace. Councilmember Singley thanked Mr. O'Connell for all of his efforts and feels that he does an outstanding job with the Grand Terrace Little League. (b) Appoint New Member (Haubert) CC-97-118 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to appoint Richard Haubert to the Emergency Operations Committee with a term continuing to June 30, 2000. 2. Crime Prevention Committee (a) Minutes of 06-09-97 CC-97-119 MOTION BY COUNCILMEMBER GARCIA, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the June 9, 1997 minutes of the Crime Prevention Committee. Council Minutes July 22, 1997 Page 3 5B. Council Reports Mayor Matteson, reported that he attended the Concert in the Park which was very good and well attended. Assistant City Manager DonIM, reported that the first of the three concerts in the park was held on Sunday. There were approximately 200 to 300 people in attendance. He reported that there will be two more concerts, they will be held at the Richard Rollins Park, they are free, and great fun for the entire family. Mayor Matteson, stated that the Post Office is currently looking for a business to take over the Postal Contract. The Hispanic Book Store has offered to take over the contract. He urged any one who is interested in taking over the Postal Contract to contact the City. Mayor Pro Tem Buchanan, reported that he and City Manager Schwab have been meeting with the cities of Highland and Yucaipa over fire consolidation issues. He stated that the County has extended the contract with C.D.F. for a year. He stated that the process is moving slowly and that he and City Manager Schwab will continue to participate in meetings with regards to the fire consolidation issues and that he will report to Council on a regular basis. He reported that the city of Highland is pursuing the recovery of booking fees from convicted criminals who are able to pay the fees and questioned whether the City of Grand Terrace will be following their footsteps. City Manager Schwab, responded that Grand Terrace will be contracting with GC Services to do the recovery of the booking fees. He reported that the contract will be brought before the City Council for approval. Councilmember Singley, reported that Jim Burns will be working with the San Bernardino County School District. He stated that the Chamber of Commerce's installation dinner will be held on July 29, 1997 at the Blue Mountain Coffee House. The master of ceremonies will be Mayor Pro Tem Buchanan. He reported that he attended the concert in the park and felt that it was a good program and well put on, the kids really enjoyed it. Councilmember Hilkey, congratulated Hugh Grant on his appointment to the Grand Jury and wished him well. He expressed his satisfaction with the fair coverage that The Press Enterprise has been giving the City of Grand Terrace. Councilmember Garcia, requested that City Manager Schwab look into the "Smart Cities Program" where local businesses are all connected on the Internet. Councilmember Singley, wished Mayor Pro Tem Buchanan a Happy 40th Birthday. PUBLIC HEARINGS 6A.
