CITY COUNCIL MINUTES
REGULAR COUNCIL MEETING - AUGUST 14, 1997
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on August 14, 1997 at 6:00 p.m.

The meeting was opened with invocation by Councilman Herman Hilkey followed by the Pledge
of Allegiance led by Councilman Jim Singley.
SPECIAL PRESENTATIONS
Ed O'Neal, 22608 Minona Drive, announced that beginning September 7, 1997 the
Grand Terrace Branch Library will be opened on Sundays through next year for four
hours in the afternoon.
Jack Ingalls. President - Grand Terrace Lions Club, presented a check in the amount of
$1,000.00 to Laurie Shearer, Grand Terrace Branch Librarian and Jack Ignakalski, Head
Librarian in order for the Grand Terrace Branch Library to be opened on Sunday
afternoons.
Jack Ignakalski. Head Librarian, stated that he is very appreciative of the City's support
of the library and the support of the Lions's Club for this program. He feels that this
program will be a great success.
Mayor Matteson, thanked the Lion's Club for their donation and feels that it is well spent
money.
Mayor Matteson presented Tom Denham from the Sheriffs Department with a plaque
from the City of Grand Terrace for his service as Captain in the City of Grand Terrace
from September 21, 1992 to July 19, 1997 who has now been promoted to Deputy Chief
in charge of the valley region.

Deputy Chief Denham thanked the Council and stated that he has enjoyed working with
the City Staff and Citizens of Grand Terrace. 0

CC-97-123 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO
TEM BUCHANAN, CARRIED 5-0, to approve the Sewer/Storm Drain
Maintenance Services Agreement with Houston Harris.
PUBLIC COMMENT
Dick Rollins, 22797 Barton Road, congratulated City Manager Schwab on the celebration
of his 40th Birthday. He stated that between Van Buren and De Berry Street on
Michigan there are no sidewalks for the children to walk on and expressed his concern.
Mayor Matteson, stated that it would be too costly to change the structure of the street
in that area.
Barbara Pfennighausen, thanked staff for fixing the drooping board in the Council
Chambers. She expressed her satisfaction with the library being opened in Grand
Terrace on Sundays. She stated that the sidewalk that Mr. Rollins is talking about is an
issue that was addressed several years ago and feels that the parents need to take
responsibility for their children. She stated that the water department is digging up the
streets and feels that they should fix the streets. She questioned whether the sewers are
treated for cockroaches.
Assistant City Manager Donlevy, responded that periodically they are treated based on

the need.
Barbara Pfenni hg ausen, stated that she feels that it needs to be looked into.

1. Historical and Cultural Activities Committee

CC-97-124 MOTION BY COUNCILMEMBER HILKEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the July 7, 1997
Minutes of the Historical and Cultural Activities Committee.
5B. Council Reports
Mayor Matteson, reported that the City Profile brochure that was done by the
Community/Economic Development Department is very good and urged each
Councilmember to read it and keep it for reference. The League of California Cities has
sent out the Agenda for their Annual conference in October. He requested that Assistant
City Manager Donlevy report on the second concert in the park that was held on August
3, 1997.
Assistant City Manager Donlevy, reported that "Orange Colored Sky" performed at the
Richard Rollins Park on August 3, there were approximately two -hundred people in
attendance. The band did a great job. He reported that the last concert in the park will
be held on August 24 and it will be a country western band.
Mayor Matteson, requested that City Manager Schwab give an update on the sale of city
bonds.
City Manager Schwab, reported that as Council is aware staff has been looking at the
market in order to create a financing for the refunding of the 1991 Public Financing
Authority Lease which paid for the child care center, senior center construction, and the
construction of Pico Park. There is an opportunity in the market to take a look at going
out in the market and seeing if we can't advance refund that issue and save some money.
A substantial amount of money has been saved, over and above the amount that was
originally projected.
Mayor Pro Tem Buchanan, expressed his satisfaction with the arrangement that has been
made with the library providing Sunday afternoon hours. He reported that he attended
the Chamber of Commerce installation dinner at the Blue Mountain Coffee House. He
gave an update on the fire consolidation issue and reported that he and City Manager
Schwab have been meeting with representatives from the cities of Highland and Yucaipa.
The city managers worked on a scope of a request for proposal to seek bids from
consultants to do the analytical portion necessary to support the LAFCO application to

remove ourselves from the County CSA 38 fire district and establish our own fire
district. LAFCO has not taken any action on it, however they are starting the process
of their staff getting familiar with the issues that are involved in order to prepare for the
hearing that will probably be held some time during the first of next year. Grand
Terrace, Highland, and Yucaipa are requesting proposals to do a fire service feasibility
study to make an analysis and to advise us on the process. The City of Highland is the
lead agency in this process. This study will be funded by each city based on population.
Councilmember Hilkey, reported that he is pleased on the extended hours of the library.
He also reported that the Blue Mountain Coffee House has a "Wacky Wednesday" where
you can get a sandwich, salad, coke, and cookies for $2.95. The Web -page has been
reviewed by City Staff and should be ready in approximately two weeks.
Councilmember Singley, congratulated Councilwoman Garcia on the presentation that she
and her husband put on at the League of California Cities Conference dealing with
Council/Manager relationships.
Councilmember Garcia, complimented the Community/Economic Development
Department on the forum that was held on the General Plan Update. She reported that
she will be doing a presentation on her trip to the Philippines and City Manager Schwab
will be doing a presentation on his trip to Australia on August 28, 1997 at 4:30 for
anyone who is interested. She reported that she attended and enjoyed the Chamber's
Installation Dinner. She stated that on September 6 the Chamber will be holding a
retreat.
NEW BUSINESS
8A. Designate League Annual Conference Voting Delegate
CC-97-125 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to follow tradition and appoint
the Mayor as the voting delegate who will represent the City at the 1997 League
of California Cities Annual Conference Business Session.
8B. Resolution Supporting�a University -City Tobacco Pact
Gwen Norton Perrv, representative from California State University San Bernardino
Behavioral Health Institute, stated that if the City of Grand Terrace approves this
resolution the following programs will be provided: 1. Results of a community
assessment survey which includes responses by residents on attitudes surrounding youth
and tobacco and policy -related issues. 2. Results of a comparative analysis of the City's
tobacco -related ordinances based on a national model of FDA, State and local regulation.
The City's results will also be compared to other surrounding cities. Any policy
assistance requested by the City will also be provided by the University in updating or
enhancing current ordinances. 3. Results of focus group surveys conducted using area
teen on tobacco habits and access of tobacco. 4. Results of youth purchase surveys
conducted in the City, detailing merchants which continue to sell tobacco products to

minors. 5. Training of community groups in merchant intervention strategies to stop
the sale of tobacco to minors. 6. Media relations assistance in promoting merchants
which comply with laws restricting the sale of tobacco to minors, as well as publicity for
the City when presentations and statistics are completed. She stated that this program
is funded through Proposition 99 and urged the Council to support the Resolution.
CC-97-126 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to adopt a Resolution of the City
Council of the City of Grand Terrace supporting a University -City Tobacco Pact
with the Behavioral Health Institute, California State University San Bernardino
(CSUSB).
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 7:00 p.m., until the next Regular
CRA/City Council Meeting which is scheduled to be held on Thursday, August 28, 1997 at 6:00
p. M.
