08/28/1997CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - AUGUST 28,199 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on August 28, 1997 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community Development Director Virgil Barham, Building and Safety Director Lt. Mike Howell, Sheriffs Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Councilman Herman Hilkey followed by the Pledge of Allegiance led by Councilman Jim Singley. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - July 1997 Mayor Matteson announced that the Kelly Family are the recipients of the Recycling Family of the Month award for the month of July 1997 and of the local merchant gift certificates from Food Connection Restaurant, Flowers By Yvonne, Domino's Pizza and Miguels Jr. Restaurant. CONSENT CALENDAR CC-97-127 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the following consent calendar items: 3A. Award Contract - TJ Austyn Playground Surfacing Council Minutes August 28, 1997 Page 2 PUBLIC CONEVIENT Barbara Pfennighausen, 22111 Ladera Street, reported that three teenagers between the ages of fifteen and eighteen at 12:10 a.m. the Sunday before last armed themselves with baseball bats and drove around in a dark blue or black sports car throughout the streets of the community knocking mailboxes down. Mayor Matteson, stated that his mailbox was knocked down and would like to press charges against these kids if they are found. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 07-14-97 CC-97-128 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the July 14, 1997 Minutes of the Crime Prevention Committee. 5B. Council Reports Mayor Pro Tem Buchanan, reported that he attended the final free concert in the park sponsored by the City and felt that it was a very good program and would like to see more community participation at these events. Mayor Matteson, questioned whether the participation was higher this year at the free concert in the park over last year. Assistant City Manager Donlevy, responded that the participation was lower this year due to the high temperatures. He reported that next year they will be experimenting with the program and stated that they will probably hold the concerts in the fall when the temperatures are lower. Councilmember Garcia, reminded everyone that the Chamber of Commerce's retreat is coming up on September 6, 1997 at 11:00 a.m. and encouraged everyone to attend. She reported that Terrace View is celebrating their 30th year and that the PTA is holding a special program where tiles can be purchased for $5.00. She reminded everyone that at the September 25, 1997 City Council meeting the General Plan Task Force will be making a presentation and she encouraged the public to come and participate. On September 26, 1997 the Friends of the Library will be holding their Annual Book Sale. Councilmember Hilkey, expressed his concern with the proposed prison in Colton. He stated that he feels that Government supported organizations generate too much unnecessary paperwork. He reported that he attended Opening Ceremonies for soccer and felt that it was a great event. Council Minutes August 28, 1997 Page 3 Councilmember Singley, expressed his concern with the proposed private prison in Colton which will hold 1,000 beds. He also expressed his dissatisfaction with the reporting that was done by the Sun. He requested that the City Manager and Mayor send letters to the City of Colton in opposition to the prison. Mayor Matteson, feels that it is up to everyone to send opposition letters to the Colton Planning Commission, State Legislators, as well as anyone else that has political influence. Councilmember Singley, stated that San Bernardino County has the largest number of prisons of any County in the State of California. He stated that he received a letter from the Indian Association of the Inland Empire who is celebrating their 50th year of freedom in their country and announced that they will be holding an open house on August 30, 1997 at the Sterges Center for Fine Arts in San Bernardino at 6:15 pm and that the Mayor will be presenting a proclamation. Mayor Pro Tem Buchanan, expressed his dissatisfaction with the proposed private prison and stated that this is the time for the City to express its concern. He hopes that the City of Colton will work with Grand Terrace to make sure that all of our concerns are addressed. City Manager Schwab, stated that since this project is fairly preliminary he will put the City of Colton on notice that Grand Terrace would like to be included as one of the reviewing agencies when this issue comes before the Planning Commission. We will need to carefully study the environmental issues and would expect that an EIR will be conducted. He feels that this will be a long process and it will have a direct impact on many areas of our community. Councilmember Singley, stated that he feels that a letter needs to be sent in opposition to the proposed project. Mayor Matteson, requested that two letters be sent one stating the Council's opposition to the proposed private prison and the other requestion to be one of the reviewing agencies. PUBLIC HEARINGS 6A. An Ordinance of the City of Grand Terrace, California, Amending the Adult Entertainment Ordinance of Said city in Z-95-01-Al and Negative Declaration Addendum, Amending the Ordinance as Follows: To Make a Correction to Include an Additional Requirement to Maintain a Minimum Distance from Certain Sensitive Uses Such as Parks, Schools, Churches, Day Care Facilities, Freeways and Residential Uses Filed by the City of Grand Terrace Community and Economic Development Department Mayor Matteson opened discussion to the public, there being none he returned discussion to Council. Final Approval of Parcel Map Number 14940 CC-97-130 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to approve the final parcel map Number 14940 located on Commerce Way west of Michigan. 8B. Designate Alternate Voting Delegate for League of California Cities Annual Conference CC-97-131 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to designate Mayor Pro Tem Buchanan as the Alternate Voting Delegate for the League of California Cities Annual Conference.
