11/17/1997CITY OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL COUNCIL MEETING - NOVEMBER 17, 1997 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on November 17, 1997 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building and Safety Director John Harper, City Attorney Lt. Mike Howell, Sheriffs Department ABSENT: None The meeting was opened with invocation by Councilman Jim Singley, followed by the Pledge of Allegiance led by Councilwoman Lee Ann Garcia. ITEM TO ADD TO THE AGENDA CC-97-159 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0-1-0 (MAYOR PRO TEM BUCHANAN WAS ABSENT), to add Approval of Finance Director Travel to the League of California Cities Financial Management Seminar to be held December 4 through December 5, 1997 to the agenda as item 3I. SPECIAL PRESENTATIONS 2A. Terry Adame, Principal Colton High School - Career Majors Program Terry Adame, Principal Colton High School, introduce the Career Majors Program that they offer at Colton High School in order to give their students that best chance at a successful career. She introduced Bob Reedy, Career Majors Program Team Facilitator who helped create programs that help students in the transition from school to work, 1 college and careers. He gave a brief overview of the current program and what their I future goals are. Finance Director Travel to the League of California Cities Financial Management Seminar December 4 - 5, 1997 PUBLIC COM ENT Dick Rollins, 22797 Barton Road, expressed his concern with the cost of the lights at the Terrace Hills Middle School ball field and feels that the clubs that are using them should be responsible for the payment of the use. He requested that some type of activity be planned for the Veterans of our community next Veteran's Day in connection with the 20th Year Celebration. 0 ORAL REPORTS 5A. Committee Reports 1. Historical and Cultural Activities Committee (a) Minutes of 10-06-97 CC-97-161 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0 , to accept the October 6, 1997 Minutes of the Historical and Cultural Activities Committee. 2. Park and Recreation Committee (a) Appoint Alternate Member - Green CC-97-162 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to appoint Sarah Green as an alternate member of the Park and Recreation Committee with a term continuing to June 30, 2000. (b) Minutes of 08-04-97, 09-08-97, and 10-06-97 CC-97-163 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the August 4, 1997, Council Minutes November 17, 1997 Page 3 September 8, 1997, and October 6, 1997 minutes of the Park and Recreation committee. 3. Emergency Operations Committee (a) Minutes of 09-08-97 CC-97-164 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to accept the September 8, 1997 minutes of the Emergency Operations Committee. 5B. Council Reports Mayor Pro Tern Buchanan, reported that he attended and enjoyed the Annual Country Fair and expressed his appreciation for everyone who participated and made it a success. He also reported that he attended the City/County Conference which he felt was interesting and informative. He reported that he and the City Manager will be attending a meeting in Highland with regard to the fire consolidation issues while the process continues to move forward it remains uncertain where the County is going with their process therefore it remains uncertain where we need to go with our process. This will be the first meeting with the consultant to give them direction on where their going and to get feed -back on what they have discovered so far so that we focus our analysis on what our best options are with regard to providing fire protection for our community. He stated that our next meeting will be held on December 11, 1997 at 7:00 p.m. following the City Birthday Party. City Manager Schwab, stated that the article in the newspaper stating that there was a threat that Grand Terrace may not have fire protection is untrue. He stated that they will have the final product of the fire consolidation study the first of the year and will be bringing some recommendations to the Council at that time. Councilmember Garcia, stated that the Country Fair was great and heard that is was the largest yet and thanked the Historical and Cultural Activities Committee for doing an outstanding job. She reported that the Chamber of Commerce has come up with a wonderful program and encouraged businesses to get involved in the Chamber. She expressed her excitement with the start of the bike lane project. She complimented Margie Ayars and Virgil Barham on the outstanding job that they do on rehabilitating homes in the community. The City Birthday Party will be held on December 11, 1997 at 6:00 p.m. She reported that she is attempting to create a noon toastmasters group and encouraged anyone that is interested to contact her at City Hall. Under the Petals has moved and is now off the freeway at the Barton Road exit. She wished everyone a Happy Thanksgiving. Councilmember Singlev, reported that he also attended the City/County Conference. He reported that the Historical and Cultural Activities Committee has been brought up to date on the plans for the 20th Year Celebration and they support the efforts of the 20th Year Celebration Planning Committee. He attended the monthly SANBAG meeting and reported that there is a major change in the way that the State is funding State Highway Council Minutes November 17, 1997 Page 4 Traffic Projects. Councilmember Hilkev, requested that soccer banners be allowed to be displayed in the lobby of City Hall. It was the consensus of the Council to allow soccer banners to be displayed in the lobby of City Hall. Councilmember Hilkev, questioned the status of the restrooms at the Richard Rollins Park. Assistant City Manager Donlevy, responded that they will probably go out to bid in January with completion in late April. Councilmember Hilkev, requested that rough sketches be passed along to the Park and Recreation Committee. Assistant City Manager Donlevy, responded in the affirmative. Dick Rollins, recommended that a steel roof be placed on the new restrooms. Councilmember Hilkev, expressed his satisfaction with the construction of the bike lanes and reported that Omnitrans is conducting a dial -a -cab study and encouraged anyone that is having a problem with dial -a -cab to contact him. Mayor Matteson, reported that the Annual Halloween Haunt was a great event that was well attended. PUBLIC HEARINGS 6A. UJpdate on Diversified Pacific Homes Inc. And T.J. Austyn Specific Plan CC-97-165 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-0-1 (MAYOR PRO TEM BUCHANAN ABSTAINED), to table SP-85-10-Al and SA-97-02, An Application for Specific Plan Amendment (T.J. Austyn Specific Plan) for New Housing Product on 28 Remaining Lots of Tract 13050 at Lark and Kingfisher - Diversified Pacific Homes, Inc. 6B. Community Development Block Grant Program 1998-1999 Projects Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. Councilmember Garcia, questioned when the funds would be available for appropriation for the projects for Fiscal Year 1998-1999. 0 11 Council Minutes November 17, 1997 Page 5 Assistant City Manager Donlevy, responded that they would be available in July of 1998. Councilmember Singley, stated that last year money was allocated for landscape design of Petta Park at the Senior Center and questioned what the status of that project is. Assistant City Manager Donleyy, responded that he has signed the appropriate documents and they are moving forward on that project and will bring a project Proposal of Petta Park to Council. Mayor Pro Tem Buchanan, he would like to find a way to utilize our Block Grant Money in a way to enhance the delivery of information to appropriate persons and audiences through our Community Access Cable Channel. Assistant City Manager Donlevy, stated that he would talk to the representative from the County to see if he has any ideas with regards to the Community Access Channel. Councilmember Hilkey, encouraged staff to approach Community Development Block Grants on the usage issue. Councilmember Singley, concurred with Councilmember Hilkey. Assistant City Manager Donlevy, responded that on the service side there is no problem with getting grants based on usage, however when improvements are involved it becomes more complicated. He stated that he will work with the County Staff and see of he can come up with some ideas. 6C. An Urgency Ordinance of the City Council of the City of Grand Terrace, Instituting Section 10.04.030 of the Grand Terrace Municipal Code Prohibiting Parkin or Stoppinglipon Any Roadway with a Designated Bike Lane Within the C4 Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council CC-97-166 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve an Urgency Ordinance of the City Council of the City of Grand Terrace, Instituting Section 10.04.030 of the Grand Terrace Municipal Code Prohibiting Parking or Stopping Upon any Roadway with a Designated Bike Lane Within the City. 6D. Resolution - Adopting General Plan Task Force Recommendations r Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council Dave Goodward, 22430 Pico Street, stated that it is his hope that Blue Mountain is maintained primarily in its wild state and recommended that motor bike use be limited. Second Reading of an Ordinance of the City of Grand Terrace, Adding Chapter 3.28 of the City of Grand Terrace Municipal Code Establishing a Cost Recovery System for Booking Fee Collections CC-97-168 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCII.MEMBER SINGLEY, CARRIED 5-0, to approve the Second Reading of an Ordinance of the City of Grand Terrace, California, Adding Chapter 3.28 of the City of Grand Terrace Municipal code Establishing a Cost Recovery System for Booking Fee Collections NEW BUSINESS 8A. Tree Maintenance Program CC-97-169 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to reject the proposed Tree Maintenance Program. 0 8B. Discussion of Options for Purchasing Power for the City of Grand Terrace It was the consensus of the Council that City Manager Schwab arrange a workshop session with regards to Electrical Deregulation. 8C. Friends of the Library Request for Space to Put Storage Shed CC-97-170 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBR GARCIA, CARRIED 5-0, to direct City Staff to assist the Friends of the Library in arranging and coming up with a solution to the problem of the lack of storage space. 8D. 20th Anniversary Celebration Graphics and Artwork CC-97-171 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 4-1 (COUNCILMEMBER HILKEY VOTED NO), to approve the Graphics and art work with the inclusion of "The" to Blue Mountain City related to the promotion of Grand Terrace, Implementing the Recommendations of the General Plan Task Force, in Connection with the 20th Anniversary Celebration.
