A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, CALIFORNIA, ADOPTING A
NOTICE OF EXEMPTION FINDING THAT THE CITY OF
GRAND TERRACE ACTIVE TRANSPORTATION PLAN IS
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT AND ADOPTING THE GRAND TERRACE
ACTIVE TRANSPORTATION PLAN
WHEREAS, the Grand Terrace General Plan is a comprehensive, long-term plan
that guides land use and physical development of the geographic area of the
incorporated City limits; and
WHEREAS, General Plan Goal 3.4 Provide for an efficient and safe bikeway
system; and Policy 3.4.1 develop a system of continuous and convenient bicycle routes
designed to connect schools, residential areas, shopping centers, parks, and employment
areas promote the development of a comprehensive plan; and
WHEREAS, the City submitted and received an Active Transportation Program
Cycle 2 grant to-develop the City of Grand Terrace Active Transportation Plan; and
WHEREAS, the Grand Terrace Active Transportation Plan assesses the City's
existing bike and pedestrian facilities and in conjunction with community input identifies
bicycle and pedestrian projects; and
WHEREAS, pursuant to the California Environmental Quality Act (Public
Resources Code, §§ 21000, et seq., "CEQA") and the regulations promulgated
thereunder (14 Cal. Code of Regulations, §§ 15000, et seq., the "CEQA Guidelines")
the Grand Terrace Active Transportation Plan is statutorily exempt from
CEQA as it meets the definition of a Feasibility or Planning Study under CEQA
Guidelines, § 15262; and
WHEREAS, the draft Grand Terrace Active Transportation Plan was made
available for public review and comment from October 5, 2018 through October 26, 2018;
and
WHEREAS, the City Council conducted a duly noticed meeting on the draft Active
Transportation Plan on October 9, 2018, and on November 13, 2018, considered
approval of the Grand Terrace Active Transportation Plan; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAND TERRACE, AS FOLLOWS:

SECTION 1.The City Council hereby finds and determines that the foregoing
recitals,which are incorporated herein by reference, are true and correct.
SECTION 2.The City Council hereby finds that in light of the.whole record the
adoption of the Grand Terrace Active Transportation Plan is statutorily exempt from
environmental review pursuant to Section 15262 of the California Environmental Quality
Act which exempts Planning and Feasibility Studies for future actions which the agency
has not approved,adopted or funded.
SECTION 3.The City Council hereby adopts the City of Grand Terrace Active
Transportation Plan attached as Exhibit 1 .
SECTION 4.The City Clerk shall certify to the adoption of this resolution.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Grand
Terrace, California, at a regular meeting held on the 13th day of November 2018.
