11/30/1988- CITY COUNCIL MINUTES REGULAR MEETING - NOVEMBER 30, 1988 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on November 30, 1988, at 6:05 p.m. PRESENT: Byron Matteson, Mayor Hugh J. Grant, Councilmember Jim Singley, Councilmember Thomas J. Schwab, City Manager/Finance Director David Sawyer, Community Development Director Juanita Brown, Deputy City Clerk ABSENT: Barbara Pfennighausen, Mayor Pro Tem Dennis Evans, Councilmember Randy Anstine, Assistant City Manager John Harper, City Attorney Joe Kicak, City Engineer The meeting was opened with the Pledge of Allegiance led by Councilmember Grant. SPECIAL PRESENTATION 1A. Proclamation to be presented to Michael Hess Mayor Matteson read and presented a Proclamation to Michael Hess. Mayor Matteson commended Colton High School for being named one of the top-30 high schools in California and the only one in San Bernardino County to receive this prestigious award. He reported receiving a letter from the Governor of California requesting the community to turn in the names of any youth, 18 and under who is an outstanding individual, either for act of bravery, demonstration of outstanding character or service during the last year. They will be presented to the Governor who will review the youths and then submit them to the United States Government who will then select the top youth for 1988. All individuals that are nominated will receive special awards from the Governor of California. 2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE. CA.. RECITING THE FACT OF THE GENERAL MUNICIPAL ARE PROVIDED BY LAW CC-88-210 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GRANT, CARRIED 3-2 (WITH COUNCILMEMBER EVANS AND MAYOR PRO TEM PFENNIGHAUSEN BEING ABSENT), to approve the Resolution as presented. 3. Conduct Swearing -in Ceremony for new Councilmembers Deputy City Clerk Juanita Brown swore in and congratulated the new Councilmembers Byron Matteson, Hugh Grant and Gene Carlstrom. 4. Conduct election for Mayor Deputy City Clerk Juanita Brown opened nominations for Mayor. Councilmember Carlstrom nominated Byron Matteson. CC-88-211 MOTION BY COUNCILMEMBER GRANT, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0 (WITH MAYOR PRO TEM PFENNIGHAUSEN BEING ABSENT), to elect Byron Matteson as Mayor. 5. Conduct election for Mayor Pro Tem Deputy City Clerk Juanita Brown opened nominations for Mayor Pro Tem. Councilmember Singley nominated Barbara Pfennighausen; Mayor Matteson nominated Hugh Grant. CC-88-212 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER SINGLEY, to close the nomination for Mayor Pro Tem. Hugh Grant was elected Mayor Pro Tem by a vote of 3-1-0 (Councilmember Singley voted NOE; Councilmember Pfennighausen absent). CONSENT CALENDAR 6A. Reject liability claim No. 88-06 (T.J. Austyn). CC-88-213 MOTION BY MAYOR PRO TEM GRANT, SECOND BY MAYOR MATTESON, CARRIED 4-0 (WITH COUNCILMEMBER PFENNIGHAUSEN BEING ABSENT), to reject this claim. Mayor Matteson reported having a workshop, Monday, December 5, 1988 at 5:30 p.m. for the new Councilmembers regarding the General Plan, which will be coming up for discussion on December 8, 1988.
