REGULAR MEETING - DECEMBER 29, 1988
A regular meeting of the City Council of the City of Grand Terrace was called
to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton
Road, Grand Terrace, California, on December 29, 1988, at 6:00 p.m.

The meeting was opened with invocation by Pastor Elias, Azure Hills Seventh Day
Church, followed by the Pledge of Allegiance led by Councilmember Carlstrom.
Mayor Matteson convened City Council meeting at 6:10 p.m.

City Manager Schwab introduced David Driscoll, the new
County Fire Warden and Chief of California Department
of Forestry, Fire Fighter Barry Lawrence, Fire Captain,
Phil DeClerk, Division Chief, John Timmer.

CC-88-229 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, CARRIED
4-1, WITH COUNCILMEMBER PFENNIGHAUSEN ABSTAINING, to approve Check
Register No. 122988.
PUBLIC PARTICIPATION
Barney Karger, 11668 Bernardo Way, shared his feelings
and views regarding Mrs. Anderson's property and his
property next to hers and his property on DeBerry
Street, going west from Mt. Vernon, which is now zoned
for apartments. He felt a workshop should be developed
to let developers know what landowners can do with their
property.
SPECIAL PRESENTATION
2B. Chamber of Commerce Christmas Decorating Contest Awards
Jack Ingalls, President of the Chamber of Commerce,
explained the rules of the contest and presented awards
to Grand Terrace resident and business winners in the
Christmas Decorating Contest as follows:

Mayor Matteson thanked the Chamber of Commerce for the
good job they did on that project and then presented the
awards to the winning businesses.

ORAL REPORTS
5A. Committee Resorts
Dick Rollins, 22700 DeBerry Street, explained why there
was not Minutes from the Parks and Recreation and Crime
Prevention Committees, since there has not been a quorum
on the committees.
Councilmember Pfennighausen expressed concerns regarding
Committees not meeting a quorum. She felt that since
the Committee Standards states that if a person misses
three consecutive meetings, their position is then open,
should be adhered to. She also suggested a Committee
Report sheet, which would be given to Council for their
review.
5B. Council Reports
Councilmember Pfennighausen, had questions regarding the
completion of the street lighting and landscaping in
front of the Britton Project on Canal Street and wanted
an explanation as to why this hasn't been done. She
stated that she understood that all but six of those
pieces of property have been sold.
City Manager Schwab explained that a landscaping
district was put together to ensure that area was
maintained if in event the properties were broken up and
sold. He stated that we have formed our district and
the fee has been paid to install the water meter which
was basically what was holding up their landscaping.
Once the water meter is set, the landscaping and the
rest of the improvements will be put in. He explained
that the reason the individual was allowed to occupy his
project was that the City did require and the person did
post bonds for those improvements.
Councilmember Pfennighausen questioned why the
lightening hadn't been put in?
City Manager Schwab explained that it was part of the
district and when we do the improvements, they are going
to put the street lights in the same time they put in
the sidewalks.
Councilmember Pfennighausen wanted to know who was
paying for that?
City Manager Schwab explained that the district which
will include all of those properties. The City is
paying for it right now, but the district will repay the

Councilmember Pfennighausen asked what properties?
City Engineer Kicak explained there are 21-total
individual parcels in that district in that subdivision.
Councilmember Pfennighausen asked if they were the ones
that were paying for this?
City Engineer Kicak replied, yes, based on the approval.
Councilmember Pfennighausen questioned why was the City
paying for it and being reimbursed? Why was this
developer, like any other developer, not required to put
that in?
City Manager Schwab explained that the City had
transferred one share and that the capital construction
cost of putting in the landscaping, gutters and
sidewalks will be paid by the developer. He explained
that when he's talking about the City is fronting the
fees for the share that is required to get the thing
started, and once we do start doing maintenance, the
City will be fronting some of the maintenance cost and
will be recooping those through the district. He stated
that the capital construction cost for them to do the
frontage improvements would be the same as they were
handled with Forest City Dillon, the only difference
will be that the City will do the maintenance through
the district whether by contract or by our own forces,
he didn't know yet.
Councilmember Pfennighausen questioned the time -frame
for the street lights to be in?
City Manager Schwab replied that he did not know off the
top of his head, but would get her a time -frame.
Councilmember Pfennighausen questioned what action by
Staff has been done to facilitate the widening of Barton
I-215 Bridge to 4-lanes?
City Manager Schwab replied that several times Staff
has corresponded with Caltrans, Caltrans' answer back to
the City that any improvements to that crossing will
have to be done with local money. The half -percent
sales tax that was put on the ballot did have that
particular overcrossing as one of the items that would
be funded. The half -percent sales tax was not passed.
Currently, Staff is not doing any definitive work to
have that widened because the avenues that have been
explored have lead to all the same conclusion that if
the City would like to have that widened, Caltrans would
do it at our expense.

Councilmember Pfennighausen questioned if there was ever
a price tag of what that improvement would cost?
City Engineer Kicak replied that in the past, he had
provided Council with a preliminary estimate, but that
isn't something that was actually approved or concurred
with Caltrans, it was strictly Staff's estimate. He
explained there was no written confirmation of that and
he did not recall the exact figure, but knew it was
furnished to Council.
Councilmember Pfennighausen felt periodically, Caltrans
should be reminded because some place along the line,
their bridge is causing us a problem, feeling if we
allow them to forget about us they will forget about
us. She questioned if anything had been done about the
landscaping plan that was discussed by Council sometime
ago for that area through there?
City Manager Schwab replied that Staff sent out two
proposals to two landscape architects, we received one
response and I did not feel comfortable bringing that
one bid to City Council. We are doing right now a
formal bid process to develop an RFP to mail out to at
least five landscape architects to get a better spread.
We should have those particular RFP responses back to
Council probably the second meeting in January.
Councilmember Pfennighausen questioned if every
Councilmember had reviewed the Emergency Operations Plan
and gotten remarks back to the Emergency Operations
Committee, explaining that it is Council's legal
responsibility to have an enforced plan.
Mayor Matteson suggested putting the Emergency
Operations Committee on the January Agenda to discuss
the Plan.
City Manager Schwab suggested Council letting him talk
to the Chairman of the Committee, explaining that he has
been attending their meetings and they indicated they
were going to set up a workshop to go over the specific
area of the Plan with the City Council. He stated that
he would check with the Chairman to see how they wanted
to handle this, as an Agenda item or set up a workshop
and then he will report back to Council.
Mayor Pro Tem Grant, reported for the record that he
attended the Local Agency Formation Commission (LAFC)
meeting of December 21, 1988. He stated that he
understands that the issue of the half -percent sales tax
is going to be brought up again by the San Bernardino
Associated Government and could possibly be on the

ballot at some future date. He questioned if anything
had been done regarding the vision problem at Brentwood
and Mt. Vernon?
City Manager Schwab explained that Staff contacted the
Postmaster indicating our safety concern with the post
box. The Postmaster not only moved the post box at
Brentwood and Mt. Vernon, but also took the one off of
Barton Road near the old GTI Market. The Postmaster
indicated to us that there was a stability problem with
the one in front of the old GTI Market and we are going
to work with them to provide them a stable base. The
Postmaster felt this one would be missed and asked for
permission to locate it across the street on the
sidewalk where that apartment complex was developed.
Councilmember Grant questioned if anything had been done
about analyzing what could possibly be done to resolve
the vehicles parked on the east side of Mt. Vernon?
City Manager Schwab explained that that area is red
curbed. He explained that bids have been opened and
that street striping will be done within the next month
as well as targeting that area for enforcement to keep
people from parking there.
Mayor Matteson, reported that a new business has opened
up, the Chocolate Forest, on Barton Road and will be
having a mixer on January 11, 1988 from 5:00 to 8:00
p.m.
UNFINISHED BUSINESS
7A. Second Reading of the General Plan Amendment
City Attorney Harper An Ordinance of the City of Grand Terrace CA.,
approving General Plan Amendment GP-87-4 and Master
Environmental Impact Assessment E-87-1.
CC-88-230 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, to adopt
the second reading of the General Plan Amendment.
Councilmember I have two questions and I would like the following
Pfennighausen people to respond to these questions. Each member of
the City Council, City Manager and Planning Director.
First question is, have you fully reviewed the revised
addition of this document?
Community Development I've gone over it with the Consultants and I'm
Director Sawyer recommending approval.

City Manager Schwab I have gone over it with the Planning Director, that is
the individual we charge for monitoring it, but I'm
familiar with it.
Councilmember Singley Personally, I don't think that this is proper, but I
have reviewed it. I don't think that it is proper that
one Councilmember should question all of the other
Councilmembers as to whether or not they reviewed this
General Plan, I think it's rather juvenile. To answer
your question, yes, I have reviewed it, I have taken the
time and have read it and I reviewed it with the City
Staff who have explained areas that I have concern.
Mayor Matteson I'm not going to answer it because I think it questions
my integrity and I resent it very much.
Mayor Pro Tem Grant Nothing other than the fact that I'm competent that I've
read it to the same degree that Mrs. Pfennighausen has.
Councilmember Yes, I have reviewed it, I won't say that I'm 99 percent
Carlstrom clear on all of it, but I have spent time going over it
and I think I'm pretty knowledgeable of it.
Councilmember And I would assumed that based on the response that
Pfennighausen there are no members of the Council nor members of the
Staff that have any problem with the Revised Land Use
Map Plan that was given to us at the last meeting.
Mayor Matteson Get to the bottom line, what's your question, what are
you trying to do?
Councilmember I just want to know if that is the case.
Mayor Matteson If we didn't think so, we wouldn't approve it.
Councilmember Okay, the next thing then that I would like do before we
Pfennighausen move on to this is I understand that if there is a major
change to be made, that we would have to go through
another hearing process, but I would like to propose to
Council that the two pieces of property to the south,
which is now in a C-2 zone, which is a small mobile home
park, and the property just to the south of that, for
simply the reason not having a commercial site
sandwiched in between two residential sites that that be
changed to residential until such time as a developer is
ready to develop that property and at that time Council
can grant a General Plan Amendment and I make a motion
to that affect.

Mayor Pro Tem Grant I have a question, procedurally, had the motion received
a second, what does this entail legally for us to follow
through with that kind of modification in terms of ....?
City Attorney Harper You still have the ability to make changes. What you're
having now is the second reading and that's one of the
purposes of the second reading of anything is that you
have the ability to make changes from the first
reading. Theoretically, you could have made the changes
that you wished to.
Councilmember Singley It's my understanding and I don't mean to be flippant or
vague about it, but it's my understanding and I believe
Council believes in the workshop. We had a number of
problems with the General Plan and it was always brought
up that there are other things in the General Plan that
Staff really needs to get started and working on and we
recognize that there are problems with the General Plan
and we do have some problems that we are going to look
at later. I think we need to pass the General Plan to
allow Staff to get on with its work and I don't think
it's right to stop the progress of the City because of
one parcel of property that it can be addressed later.
Mayor Matteson Please cast your votes.
Councilmember I didn't understand that.

NEW BUSINESS
Motion CC-88-230 carried 4-1 with Councilmember
Pfennighausen NOE.
8A. Reorganization of Recreation Department
City Manager Schwab read his Staff Report explaining
that the Community Services Supervisor, Harley Jenkins,
has resigned. He stated that with the resignation we've
taken a look at our current offering within the
Recreation Department which also includes child care.
He stated that Staff is requesting that Council
eliminate the position of Community Services Supervisor
and create the position of Recreation Supervisor and
Child Care Supervisor and adopt the attached Resolution
that sets forth the new creative positions.
Mayor Matteson asked if we have taken one job and split
it into recreation, child care and also deleting the
Supervisor of the maintenance workers, is that correct?
The response was, that's correct.

Mayor Matteson stated and yet, you are recommending that
the pay scale remain the same. He felt if you are
reducing the responsibilities for these positions, it
should be at a lesser level salary range. He stated the
Community Services Supervisor was in charge of all of
these items, we are now splitting the position into two,
plus deleting the Supervisor of Maintenance workers, so
the responsibility is not near what it was prior.
City Manager Schwab agreed with that rational, but felt
that the idea is to look at developing the program and
you will see that the recreation program will be
developed to the point where the job will be as big as
it is right now with both recreation and child care. He
felt when we look at a child care facility and for
someone to manage that, it probably will commensurate
with the salary that's similar to what the Community
Services Supervisor is paid now.
Mayor Matteson felt at that time, we would be able to
elevate that position, but at the present time, when the
job duties are not there, it should be in a lower class.
City Manager Schwab concurred to drop down one
classification, the same as Associate Planner, because
of the fact that the salary range would allow enough
flexibility to be able to pay them within the range that
they are going to be paid as a starting Recreation
Supervisor and Child Care Supervisor.
CC-88-231 MOTION BY MAYOR MATTESON, to approve dropping down these two
positions to the next class below.
Councilmember Pfennighausen asked for clarification of
the position of where we are moving them to.
Mayor Matteson stated that the Recreation Supervisor and
the Day Child Care Supervisor is dropping to the same as
the Associate Planner level.
Councilmember Pfennighausen stated that she would have
much difficulty supporting, especially the Day Child
Care Supervisor, and equating the responsibility of that
individual to the same as the Associate Planner, the
responsibility is directly to lives and young lives and
their program. I could not support that motion at all.
Mayor Matteson stated that she did not consider that
when they had one man doing both jobs, now they have two
people different people doing the same job one man did
before. Now you are going to have double the help, yet
r the pay range is the same as the prior employee was
receiving.

Councilmember Pfennighausen stated that she can only say
that the program has grown to the point that a full-time
person is needed for that and the responsibility is
commensurate with the recommended pay scale and she will
not support the motion.
Mayor Matteson asked for a second to his motion.
Councilmember Carlstrom seconded Motion CC-88-231.
Councilmember Singley, for clarification, asked
Councilmember Pfennighausen if she was objecting to
lowering the Day Care Supervisor.
Councilmember Pfennighausen replied, yes, she is
objecting to that position being lowered to the same
category as the Associate Planner.
Councilmember Singley asked if she was objecting to the
Recreation Supervisor being lowered to that one step.
Councilmember Pfennighausen answered, no, she wasn't
sure you could get a Recreation Supervisor for less than
that. She felt that in this "quality" community, we
have a right to have a quality recreation program, but
felt when dealing with people that are handling young
lives and programs that affects them, that isn't the
place to cut dollars.
Councilmember Singley asked if he could amend the
motion?
CC-88-232 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM GRANT, to
drop the Recreation Supervisor one step and leave the Day Care
Supervisor at Staff's recommended step.
Mayor Matteson stated that you have two people doing the
job that one person was doing and he did not think that
... .
Councilmember Singley concurred with Councilmember
Pfennighausen, day care is important and ....
Mayor Matteson stated that he agreed with him and felt
eventually it will be a full-time position, but it isn't
now and the job duties aren't there now, when it happens
we can upgrade it and make it appropriate, but at the
time we don't have it that way.
City Manager Schwab stated that what we are doing is
talking about a salary range, a spread as it is now is
from $1,827 to $2,453 a month. He felt if we are going
to hire someone within that spread, more than likely we
are going to start that person at $1,827, at the

starting scale of that position. He stated if we reduce
the range to $1,694 to $2,294, he will probably start
that person at $1,827, so whichever range Council gives
Staff, there will be flexibility to work within. He
explained that Staff have always come to Council when a
person has reached the top of their range and their
responsibilities have exceeded what that particular
range would allow us to compensate, we've always
re-classified positions. He reported that there are at
least two positions now that individuals are working
above the ranges that they are in and in July when Staff
negotiates with Council, Staff will probably be looking
at upgrading a couple of those positions. He felt with
either of those motions on the floor, accomplishment
could be made as far as being able to compensate that
person at $1,827.
Mayor Matteson felt Council seems eager to spend money
and each year everything keep going up. He felt a need
to consider the income, questioning where the money is
going to come from to pay this. He stated that we are
doubling this position and it is like adding another
person on and doubling the salary. He did not feel that
this job, at this particular time, warrants that salary.
Councilmember Carlstrom questioned if present employees
were moving into these positions?
City Manager Schwab replied they are in-house
promotional positions, both of the individual are
currently employed here, one as a full-time head teacher
and one as the Child Care Coordinator.
Mayor Matteson stated so it makes no difference which
category we are in, they both are going to be getting
raises.
City Manager Schwab replied, right, the pay basically is
going to be the same starting regardless of which one of
these set of ranges. We advertised the job at $1,827
and the successful applicants will be paid $1,827
regardless of which range. I don't anticipate that they
will reach the maximum of that range within the next
year and a half to two years, they have to go through
several review periods to make it to the top of that
range.
Mayor Matteson explained that an amendment is on the
floor.
Councilmember Singley stated, basically, what you are
telling us is that there is no difference whether we
lower the step or leave it at the same step, you are

hiring them at the same rate, all we are doing with the
motion I put on the floor is giving a higher range to
the Day Care Supervisor and a lower range to the
Recreation Supervisor. He felt if that's the case he'd
like to withdraw his motion because he didn't see any
difference in it, feeling that in two years Council can
come back and raise it if they have developed.
Mayor Pro Tem Grant felt Council has to show their
feelings about this kind of position by virtue of the
range they designates. He felt it's an indication to
anyone who's concerned about how Council feels about
this position.
Mayor Matteson stated that Council will vote on the
Amendment.
Motion CC-88-232 carried 4-1, with Mayor Matteson voting
NOE.
Mayor Matteson adjourned the City Council meeting at
7:30 p.m. until the next regular City Council/CRA
meeting which is scheduled to be held Thursday,
January 12, 1989 at 6:00 p.m.
