07/26/1990CITY OF GRAND TERRACE CITY -COUNCIL MINUTES REGULAR MEETING - JULY 26, 1990 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on July 26, 1990, at 6:00 p.m. PRESENT: Byron Matteson, Mayor Hugh J. Grant, Mayor Pro Tem Barbara Pfennighausen, Councilmember Jim Singley, Councilmember Thomas J. Schwab, City Manager/Finance Director Juanita Brown, City Clerk Randall Anstine, Assistant City Manager David Sawyer, Community Development Director Joe Kicak, City Engineer John Harper, City Attorney ABSENT: Gene Carlstrom, Councilmember The meeting was opened with invocation by Pastor Bill Patterson, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance led by Mayor Pro Tem Grant. Mayor Matteson convened City Council meeting at 6:00 p.m. Mayor Matteson reconvened City Council meeting at 6:10 p.m. ITEMS TO DELETE None CONSENT CALENDAR CC-90-123 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS ABSENT), to approve the Consent Calendar. A. APPROVE CHECK REGISTER NUMBER 072690 B. RATIFY 7/26/90 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVAL OF MINUTES 6/28/90 & 7/12/90 E. AGREEMENT WITH COUNTY SERVICE AREA 38 - HEAVY RESCUE SQUAD Council Minutes - 7/26/90 Page 2 F. INVESTMENT POLICY G. RENEWAL THREE-YEAR BLOCK GRANT ENTITLEMENT (CDBG) PUBLIC COMMENT C. E. Ro ers, 22743 Minona Dr., Grand Terrace; indicated that the tree in front of his home has a number of broken branches and when he requested that the City trim the tree, he was informed that it was his responsibility. He felt that the trees should be the responsibility of the City and requested consideration by the Council. Mayor Matteson directed staff to reinspect the tree. Dick Rollins, 22700 DeBerry St., Grand Terrace; expressed concern about speeding traffic on DeBerry Street and requested that Council consider additional posting of the speed limit and signalizing the intersection of Mt. Vernon and DeBerry. It was the concensus of Council to direct staff to have the speed limit painted on DeBerry Street. PUBLIC HEARING 0 6A. Z-90-01 Repeal of Title 18 of the Grand Terrace Municipal Code the Cityls Zoning Ordinance and E-90-02, a Negative Declaration for the proposed revision of Title 18 Mayor Pro Tem Grant, indicated that this is a very long document and suggested delaying this item in order to give the people in the community an opportunity to review it and know what it says. CC-90-124 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER PFENNIGHAUSEN, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS ABSENT), to continue the proposed revision of Title 18 to the August 9, 1990, City Council Meeting. ORAL REPORTS 5A. Committee Reports 1. Parks & Recreation Committee (a) Request for Removal of Committee Member Dick Rollins, Parks & Recreation Committee; indicated that the Committee Member has been called and contacted by mail and the Committee has not received a response. Councilmember Pfenni hausen, felt that if this Committee Member is removed the same policy should apply to all Committees with members who do not attend meetings. Council Minutes - 7/26/90 Page 3 Mayor Matteson, asked if there is written policy regarding Committee Members attendance of meetings. City Clerk Brown, indicated that the policy states that after three consecutive absenses the position shall be opened up. She indicated that positions have traditionally been vacated by Council action. Councilmember Sin le , felt that the policy should be en orced but it should be the responsibility of the Committee to keep track of attendance and recommend removal of a Committee Member when necessary. CC-90-125 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS ABSENT), to vacate the Parks & Recreation Committee position and direct staff to advertise the vacancy. 2. Historical & Cultural Activities Committee (a) Minutes of July 2, 1990. CC-90-126 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS ABSENT), to accept the Historical & Cultural Committee Minutes of July 2, 1990. 5B. Council Reports Councilmember Sin le , reported that he represented the City at the League of California Cities Executive Forum in Monterey. He urged the residents of Grand Terrace to be on the look -out for car theifs who have been working in the area. He expressed his displeasure with the manner in which the National Anthem was sung at a recent athletic event. Councilmember Pfenni hausen, expressed her displeasure with the street sweeping in the City indicating that the dirt is being spread around rather than being picked up. She urged the residents to keep their cars inside their garages to prevent auto theft. Mayor Pro Tem Grant, agreed with Councilmember Singley in his displeasure with the verbal desecration of the National Anthem. He indicated that he received a letter requesting some kind of prohibitive paint to indicate "no parking" in front of the handicapped ramp at the Town & Country Professional Center. UNFINISHED BUSINESS 7A. SECOND READING - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, ADUPTING THE SAN BERNARDINO COUNTY VEHICLE E N AND REMOVAL PROGRAM. City Attorney Harper, read the Ordinance title for the record. Council Minutes - 7/26/90 Page 4 Mayor Pro Tem Grant, stated that this does not preclude the rights of the City in making the ultimate determination of what is or is not to be removed. CC-90-127 MOTION BY COUNCILMEMBER PFENNIGHAUSEN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS ABSENT), to adopt the second reading of an Ordinance adopting the San Bernardino County Vehicle Abatement and Removal Program. 7B. SECOND READING - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, AMENDING CERTAIN PROVISIONS OF THEMUNICIPAL CODE RELATINGY MANAGER. City Attorney Harper, read the Ordinance title for the record. Councilmember Pfenni hasuen, felt that the system we have seems to work Tine and indicated that she will vote against this Ordinance as she has done in the past. Mayor Pro Tem Grant, stated that this merely gives us an opportunity to mode y the City Managers relationship to this Council to any degree we want. In no way is it implying that we are going to come through with an all -or -nothing type of contract or with any kind at all. 0 CC-90-128 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR MATTESON, CARRIED 3-1-1-0 (COUNCILMEMBER PFENNIGHAUSEN VOTED NOE AND COUNCILMEMBER CARLSTROM WAS ABSENT), to adopt the second reading of an Ordinance amending certain provisions of the Municipal Code relating to the employment of the City Manager. NEW BUSINESS 8A. Resolution of Intention (Darwin) City Manager Schwab, reported that in January of 1979, Mr. and Mrs. Darwin dedicated to San Bernardino County, 19 feet along the frontage of their parcel on the northwest corner of Barton Road and Canal Street to allow for the establishment of an easement to potentially widen that roadway in the future. This is a request from the property owner to have the City vacate the two feet that is not necessary for the easement. He indicated that this Resolution will set a public hearing for public input and to consider vacation. CC-90-129 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS ABSENT), to adopt a Resolution of Intention indicating intent to vacate and setting a public hearing.
