02/14/1991CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING - FEBRUARY 14, 1991 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on February 14, 1991 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Hugh J. Grant, Mayor Pro Tem Gene Carlstrom, Councilmember Ronald Christianson, Councilmember Herman Hilkey, Councilmember Thomas J. Schwab, City Manager/Finance Director Randall Anstine, Assistant City Manager Brenda Stanfill, Deputy City Clerk John Harper, City Attorney Joe Kicak, City Engineer ABSENT: David Sawyer, Community Development Director The meeting was opened with invocation by Pastor Lowell Hamill, Praise Fellowship Foursquare Church, followed by the Pledge of Allegiance led by Councilmember Carlstrom. Mayor Matteson convened City Council meeting at 6:00 p.m. Mayor Matteson reconvened City Council meeting at 6:10 p.m. CONSENT CALENDAR CC-91-20 MOTION BY COUNCILMEMBER CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to approve the Consent Calendar and appropriate $2,500.00 for Item E. A. APPROVE CHECK REGISTER NO. 021491 B. RATIFY 02/14/91 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 1/18/91 and 1/31/91 MINUTES E. PLANNING COMMISSION STIPENDS F. FINAL PARCEL MAP 13404 Council Minutes - 2/14/91 Page 2 PUBLIC COMMENT Harry Roussos, 153 San Vicente Blvd., Santa Monica; requested that ounce I reconsider the Planning Commission's decision regarding remodeling at 22053 Grand Terrace Road. He indicated that the property at that location required major renovation, commenting that upon purchasing the property, he began remodeling the existing kitchens and bathrooms. He stated that he was informed by a City inspector that he needed to re -draw the plans and present them to the City for review by Planning and Engineering and for approval by the Planning Commission. He expressed dissatisfaction with the amount of time that has elasped since he began the project, stating that he has lost funding and, due to a recent burglary, building materials. He indicated that he believed his appeal was to be heard before Council on the meeting of February 14, 1991 and expressed chagrin with the delay. City Manager Schwab, indicated that Mr. Roussos' project was reviewed by the Panning Commission and was conditionally denied. He stated that the formal appeal will go before Council on February 28, 1991 and extended an apology to Mr. Roussos for the miscommunication regarding the date of the meeting for the appeal. Mayor Matteson, added that the project could not be reviewed at the time since Council did not have any of the material relevant to the appeal . 0 Barbara Pfennighausen, 22111 Ladera St., Grand Terrace; expressed sympathy for Mr. Roussos' situation and stated her understanding of the Council's position, adding that everyone must abide by the system of laws under which we function. She stated that she has been riding as an observer in the Citizen's Patrol vehicle throughout the community and expressed concern regarding the number of open garages she observed in the City. She emphasized that an open garage is an invitation for crime, adding that home burglaries are prevalent in the area. Eugene McMeans, 1450 Washington St., Colton; introduced himself as the General anager of the Riverside Highland Water Company and expressed appreciation for the efforts of the Sheriff's Department in Grand Terrace in investigating vandalism at a reservoir site. ORAL REPORTS 5B. Council Reports Councilmember Carlstrom, indicated that he attended the monthly meeting of bothANBAG and Omnitrans. He stated that the topic of the SANBAG meeting was the Commuter Rail System which will traverse the area from Los Angeles to San Bernardino and into Riverside and Orange County. He commented that he received an artist's rendering of the new overcrossing that will be built on the Santa Fe line in the center of Colton where it crosses the Southern Pacific Council Minutes - 2/14/91 Page 3 Railroad, indicating that this project is part of the $48 million right-of-way payment to Santa Fe for co -rights to the right-of-way through that area. He added that there probably will be a railway station in the southern part of Colton in the future. He indicated that the Commuter Rail System will be completed in the latter part of 1992. Councilmember Hilkey, stated that he attended the Chamber of Commerce meeting on Saturday, February 2, 1991, declaring that membership in the Chamber previously totalled 240 but has declined to 125. He indicated his anticipation to learn the results of the recommendations for increasing membership that were presented at the meeting. He expressed satisfaction with the attendance at the February 14, 1991 ground breaking ceremony for the Grand Terrace Senior Center. Councilmember Grant, queried the City Manager regarding the graffiti issue. He expressed his wish that the ground breaking ceremony had been scheduled at an hour that would have allowed more Councilmembers to attend. He commented further that even more American flags are in evidence in the City, adding that he is proud that the City is showing support for our President and our troops. City Manager Schwab, stated that he had indicated that he would get in ormation from Mg. Mueller, review it, and recommend to Council a policy for graffiti removal. He stated that the City is in the process of completing that task. He stated that Ms. Mueller has provided the information to the Assistant City Manager and it will be presented to Council at a future meeting. Philomene S isak, 11745 Preston St., Grand Terrace; thanked the Mayor, Council, and citizens for support in developing the new Senior Center. PUBLIC HEARINGS 6A. Curbside Recycling Program Mayor Matteson opend discussion to the public. CC-91-21 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER CHRISTIANSON, CARRIED 5-0, to continue the public hearing to the second Council meeting in March 1991 and to direct Staff to solicit additional recycling proposals. UNFINISHED BUSINESS 7A. Voting of Representatives for Government Boards and Political Issues L CC-91-22 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to bring the following issues before Council so that Counc 1 Minutes - 2/14/91 Page Council may review the issue and indicate to the respective board representative Council's desire regarding that issue. The first seven issues listed shall be agendized for review by Council if time permits. 1. Appointments to local regional boards by the City Select Committee: Member and Alternate for AQMD, Member and Alternate for LAFCO. 2. Selection of Chairman and Vice Chairman of SANBAG. 3. Selection of Chairman and Vice Chairman of Omnitrans. 4. Selection of Chairman and Vice Chairman of the Solid Waste Task Force. 5. Selection of Chairman and Vice Chairman for the East Valley Transportation Board. 6. Selection of Chairman and Vice Chairman for the San Bernardino Valley Municipal Water District Advisory Commission. 7. Selection of San Bernardino County Delegate for SCAG. 8.
