03/28/1991CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING - MARCH 28, 1991 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 28, 1991 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Hugh J. Grant, Mayor Pro Tem Gene Carlstrom, Councilmember Ronald Christianson, Councilmember Herman Hilkey, Councilmember Thomas J. Schwab, City Manager/Finance Director Randall Anstine, Assistant City Manager David Sawyer, Community Development Director Brenda Stanfill, Deputy City Clerk John Harper, City Attorney Joe Kicak, City Engineer ABSENT: None The meeting was opened with invocation by Pastor Lowell Hamill, Praise Fellowship Foursquare Church, followed by the Pledge of Allegiance led by Mayor Pro Tem Grant. Mayor Matteson convened City Council meeting at 6:00 p.m. Mayor Matteson reconvened City Council meeting at 6:10 p.m. SPECIAL PRESENTATIONS 2A. Mayor Matteson presented a Certificate of Service to former Councilmember Barbara Pfennighausen. 2B. Councilmember Christianson read a Proclamation proclaiming the week of May 5-11, 1991 as "Victims of Pornography Week." 2C. Councilmember Hilkey read a Proclamation designating the month of April 1991 as "California Earthquake Preparedness Month." 2D. Daniel Santo gave a presentation on financing land banking, which is a concept whereby land is set aside in a trust for future use, and the City of Chino Stadium Authority method of defraying construction costs by charging admission to the newly -built facility. Bond Release (Forest City) CC-91-41 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-1 (MAYOR PRO TEM GRANT VOTED NO), to approve the release of the Grading Permit bond for Phase II of Forest City Grand Terrace. PUBLIC COMMENT Ed O'Neal, 22608 Minona Dr., Grand Terrace; requested that the Memorandum from Concerned Citizens of Grand Terrace dated March 12, 1991, which he sent to Council, be introduced as part of the minutes: From: Ed O'Neal, 22608 Minona Dr., Grand Terrace, 783-1371 To: Mayor, Council members and City Manager Subject: Recycling program for Grand Terrace The attached copy (Sun, March 11, 91) delineates Redlands somewhat disappointing experience with a curbside recycling program. Redlands experience is typical for most communities that attempt to capture and recycle certain beverage containers, plastics and newsprint by curbside collection. 11 Grand Terrace has the opportunity to be a pace -setter rather then a lemming in the residential waste stream reduction task by initiating a yard waste collection and composting process. As you are aware, yard waste is seldom co -mingled with other domestic refuse; therefore, the Council Minutes - 3/28/91 Page 3 i separation and storage of this material will have a minimal impact on the generating resident. This is a major factor in the success of any curbside recycling program. Implementing a yard waste composting program would be mainly an administrative process as the material is normally separated and the equipment used by the current collecting contractor is suitable for the task and an operating composting facility is located adjacent to the San Timoteo landfill. We urge you to implement a true recycling program for Grand Terrace - COMPOSTING YARD WASTES- all will be winners: 1- Landfill- A significant reduction in the volume of waste entering landfill. 2- Collection Contractor- Savings of approximately $19.00 per ton tipping fee. 3- City- Grand Terrace will have made a positive move towards compliance with AB 939 mandated waste stream reduction task. 4- Resident- Composting practically eliminates the need for additional source separation and storage of yard waste. Mr. O'Neal also stated that on Tuesday, April 2, 1991 he will tour the Marysville Recycling Facility and offered to assist with transportation for the Council and any persons who want to attend the tour. He expressed his dissatisfaction with curbside recycling but expressed his wish that the City continue to use the services of BFI. Barbara Pfennighausen, 22111 Ladera, Grand Terrace; expressed dissatisfaction with the sound system in the Council Chambers and announced that she attended the Riverside Highland Water Company's Shareholders Meeting, which was held in the morning of March 28, 1991. She stated that the meeting reviewed rate increases and other matters of interest to Grand Terrace residents but indicated dismay that there were few in attendance at the meeting. She felt that a representative from the City should have attended the meeting since the City is a shareholder in the water company. She indicated that she received her quarterly copy of the City of Colton Community Newsletter and expressed her satisfaction with the information contained in it. She questioned when the public would be informed of the low interest loans that the City of Grand Terrace has available for home improvement projects within the City, citing her belief that no one was aware of the City's project to establish uniform walls along Barton Road. She added that she attended the Disaster Council meeting on Wednesday, March 20, 1991, commenting that the Council adopted a Resolution regarding Earthquake Preparedness Month. She referenced flyers that announce the Safety Fair, which is being presented in conjunction with Earthquake Council Minutes - 3/28/91 Page 4 Preparedness Month, that were given to Council flyers will be placed in public locations. She will be held on April 13, 1991 from 10:00 a.m. to that it will be a funfilled and informative event. ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural Committee (a) Minutes of 3/4/91 stating that extra added that the Fair 3:00 p.m., indicating CC-91-42 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CHRISTIANSON, CARRIED 5-0, to accept the Historical & Cultural Committee minutes of March 4, 1991. 2. Crime Prevention Committee ( a ) Minutes of 2/20/91 CC-91-43 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CHRISTIANSON, CARRIED 5-0, to accept the Crime Prevention Committee minutes of February 20, 1991. 5B. Council Reports Mayor Matteson, announced that Free Refuse Disposal Day will be held on Saturday, April 13, 1991 and read from the letter from the Solid Waste Management Department, stating that "Only refuse from family residential units may be disposed of free of charge. This is the first of two free residential landfill use days being offered to residents of the valley area this year. We ask that residents comply with the following: automobiles, station wagons, cars with trailers, and pickups to 3/4 ton will be admitted free upon presentation of a valid driver's license showing residence within" the community. He added that the next Free Refuse Disposal Day will be Saturday, October 12, 1991, stating that household hazardous waste is prohibited at the dump site. He indicated that those waste products can be disposed of at the Redlands City Yard, 500 Kansas Ave., Redlands, on Saturdays from 9:30 a.m. to 12:30 p.m. and at 777 E. Rialto Ave., San Bernardino, from 9:00 a.m. to 4:00 p.m. Monday -Friday. He indicated further that used motor oil can be disposed of free of charge at the Chevron Station, 1241 Washington St., Colton, and at Jerry's Union 76 Station, Grand Terrace. Councilmember Hilkey, remarked that Comcast is currently televising notices of public meetings and community interest announcements free of charge and indicated that citizens can call the City Clerk's Department or take their announcements directly to Comcast to be aired. He stated that business ads cost $10.00 per Council Minutes - 3/28/91 Page 5 week, commenting that ads can be changed weekly and are run continuously every ten minutes, 24 hours per day. He expressed his thanks to Mike Marron of Comcast for his efforts in implementing the advertising project. He indicated that his child attends a day care program and stated that he wrote down the times that children were delivered to the site, explaining that the times ranged from 6:50 a.m. to 8:50 a.m. He commented that there were usually no more than three or four parents at that site at any one time and surmised that parking will not be a problem at the City's proposed Day Care facility. Councilmember Christianson, mentioned that he saw articles in the Press Enterprise and the Sun on the City's low -interest, home improvement loans and expressed his belief that the City would benefit by placing an article in the Chamber of Commerce newsletter. He announced that the Annual Easter Egg Hunt will be held on Saturday, March 30, 1991, at 10:00 a.m. at Terrace Hills Community Park. It was the concensus of Council meeting after unable to attend. + PUBLIC HEARING 6A. Prioritize CDBG Project Council to cancel the April 11, 1991 City learning that two Councilmembers will be Mayor Matteson opened discussion to the public. CC-91-44 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CHRISTIANSON, CARRIED 5-0, to approve listing the Senior Center improvements as the number one priority of the City of Grand Terrace for the 1991/92 CDBG project year. 6B. Z-89-03 and TTM-89-04 (Churchwell) Mayor Matteson opened discussion to the public. Councilmember Carlstrom abstained from discussion due to a potential conflict of interest. CC-91-45 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-0-1, (COUNCILMEMBER CARLSTROM ABSTAINED), to adopt a Resolution adopting Z-89-03 and its associated Negative Declaration (E-89-01), allowing 15 feet of the required 35 feet rearyard setback in the R1-10 zone to be above the 5% slope grading. Council Minutes - 3/28/91 Page 6 CC-91-46 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, CARRIED 3-1-0-1 (COUNCILMEMBER HILKEY VOTED NO, COUNCILMEMBER CARLSTROM ABSTAINED), to approve TTM-89-04 subject to the following conditions: 1. Individual lots shall be subject to Site and Architectural Review. 2. The subject property shall be dedicated to the City in order to be annexed to the City's existing Lighting and Landscaping District. 3. The Final Tract Map shall be consistent with the California Aqueduct, Riverside Highland Water, and East Riverside Irrigatin District easements. 4. All conditions as recommended by the City Engineer's Department in their recommendations dated February 14, 1991. 5. All conditions as recommended by the Forestry and Fire Warden Department in their Memorandums dated November 6, 1989, November 6, 1990, and February 1, 1991. 6. All conditions as recommended by the Colton Unified School District in their letter dated November 9, 1989. 0 7. All conditions as recommended by the San Bernardino County Office of Special Districts in their Memorandum dated November 7, 1989. 8. All conditions as recommended by the Riverside -Corona Resource Conservation District in their memorandum dated September 25, 1990. Also, an erosion plan is to be submitted to the City of Grand Terrace Planning Department for approval. 9. The area containing the proposed rear slope in Lots 7 and 8 shall be offered for dedication to the City for the purpose of inclusion in the City's Lighting and Landscaping District. 10. The mature and healthy Eucalyptus trees on the western border of Lots 1 and 2 shall be preserved unless written approval is given by the Planning Department prior to the removal of said trees or any other action which would result in substantial damage to said trees. 11. As to the remaining mature and healthy trees within the project, they should be preserved where feasible consistent with the nesessary grading requirements. 12. Consideration of alternative street lighting, with a focus toward rural atmosphere lighting, if possible. Council Minutes - 3/28/91 Page 7 13. The pad elevation of Lot 1 shall be reduced by 8 feet, not to exceed 1152 feet. 14. Each individual lot shall be provided an individual curbside mailbox. Clustered gangboxes shall not be allowed. 15. A Will Serve Letter shall be obtained from the Riverside Highland Water District. 6C. TTM-90-04 (Petta) Mayor Matteson opened discussion to the public. Councilmember Carlstrom abstained from discussion due to a potential conflict of interest. CC-91-47 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR MATTESON, CARRIED 3-1-0-1 (COUNCILMEMBER CHRISTIANSON VOTED NO, COUNCILMEMBER CARLSTROM ABSTAINED), to approve TTM-90-04 and its associated Negative Declaration (E-90-07) with the following conditions: 1. Individual lots shall be subject to Site and Architectural Review. 2. The subject property shall be dedicated to the City in order to be annexed to the City's existing Lighting and Landscaping District. 3. The Final Tract shall be consistent with California Aqueduct, Riverside Irrigation District, and other legal easements. 4. All conditions as recommended by the City Engineer's Department in their recommendations dated February 14, 1991. 5. All conditions as recommended by the Forestry and Fire Warden Department in their memorandums dated September 14, 1990, November 6, 1990, and February 1, 1991. 6. All conditions as recommended by the Southern California Gas Company in their letters dated August 23, 1990 and August 30, 1990. 7. All conditions as recommended by the State of California - Department of Transportation in their letter dated August 23, 1990. 8. Submittal of an erosion control plan to the City of Grand Terrace Planning Department for approval. 10. All conditions as recommended by the County of San Bernardino - Office of Special Districts in their letter dated September 5, 1990. 11. The area containing the proposed slope in Lots 6 and 10 facing Barton Road shall be offered for dedication to the City for the purpose of inclusion in the City's Lighting and Landscaping District. 12. Preservation of the large pepper tree in the northwest corner of Lot 8, if feasible. 13. Victoria Street shall be paved to its fullest extent from Preston Street to the development. Curb and gutter shall be required on the south side of Victoria Street and no curb and gutter shall be required on the north side of Victoria Street. 14. Each individual lot shall be provided an individual curbside mailbox. Clustered gangboxes shall not be allowed. 15. A Will Serve Letter shall be obtained from the Riverside Highland Water District. 6D. Recycling Agreement Mayor Matteson opened discussion to the public. CC-91-48 MOTION BY COUNCILMEMBER CHRISTIANSON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve the Recycling Agreement and to accept the third alternative proposed by B.F.I. whereby the contractor will receive 100% of the revenue from the recycled materials which will result in a net increase to single-family homeowners of $1.15 per month and .051 per month to senior citizens 60 years of age or older and to adopt the recycling rate Resolution.
