08/22/1991CITY OF GRAND TERRACE r CITY COUNCIL MINUTES REGULAR MEETING - AUGUST 22, 1991 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on August 22, 1991 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Hugh J. AUTHORIZATION FOR COUNCIL AND STAFF ATTENDANCE AT THE 1991 LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE - OCTOBER 13-16, 1991 PUBLIC COMMENT Barbara Pfenni hausen, 22111 Ladera St. Grand Terrace; thanked the Council for their action which resulted in the removal of the unsightly mobilehome from the Grand Barton Mobilehome Park. She reported that recently eleven burglaries took place in Grand Terrace over a period of one week. Expressing dismay, she stated her belief that citizens have become lax in practicing even minimal security measures. She commented that the Crime Prevention Officer distributed information in the City about Neighborhood Watch but only one citizen contacted the office requesting that service. She stressed that citizens also have a responsibility to prevent crime and stated that citizens should contact Sharon Korgan in City Hall regarding the Neighborhood Watch program. She emphasized that residents should close their garage doors and added that open garages are unsightly and are an invitation for crime. She expressed dissatisfaction to the Council with the conduct of the City Manager, Tom Schwab, in reference to a telephone call she placed to Mr. Schwab regarding a matter of litigation. ORAL REPORTS 5A. Committee Reports 1. Parks & Recreation Committee (a) Minutes of 6/3/91 CC-91-133 MOTION BY COUNCILMEMBER CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to accept the Parks & Recreation Committee Minutes of June 3, 1991. 2. Crime Prevention Committee (a) Minutes of 7/8/91 CC-91-134 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to accept the Crime Prevention Committee Minutes of July 8, 1991. 5B. Council Reports Council Minutes - 8/22/91 Page 3 Councilmember Carlstrom, explained that he was on vacation during the dedication of the new Senior Center and expressed his regrets and apologies for missing the event. In reference to a letter Council received regarding the hazards at the intersection of Mt. Vernon Avenue and Grand Terrace Road, he stated that he believed the City Engineer, Joe Kicak, had a report ready regarding that matter to present to Council. City Engineer Kicak, reported that the signs in the area in question were reviewed and were found to be in conformity with the manual of Uniform Traffic Control Devices. He added that the City can install a "Reduced Speed Ahead" and a 25 mph sign along the northbound lane of Mt. Vernon in the vicinity of Grand Terrace Road. He indicated further that a "Crossroad" sign can be placed beside the southbound lane of Mt. Vernon where vehicles approaching the top of the hill often travel in excess of 40 mph, adding that 110' of the road from Canal to the northwest corner of Mt. Vernon are within Grand Terrace City limits. He expressed reservations, however, about installing a flashing signal light in a residential area. Mayor Pro Tem Grant, inquired as to the possible location of a flashing signs fight and questioned whether the signal would be on Mt. Vernon. He indicated that he initially envisioned the blinking, amber signal light at the intersection of Grand Terrace Road and Mt. Vernon Avenue, asserting that it is an especially dangerous intersection during the day. He queried the City Engineer as to whether a red blinking light would be more suitable for that location. City Engineer Kicak, stated that a flashing signal light should be installed at the top of the hill in the same vicinity as the reduced speed zone ahead sign, clarifying that the signal light would be on Mt. Vernon. He stated that an amber warning light would not be appropriate for Canal or Grand Terrace Road because those locations are controlled by a "Stop" sign and noted that an amber light and a "Stop" sign would confuse drivers. He commented, however, that a red light would be appropriate for Canal, with an amber light on Mt. Vernon, reiterating his concern regarding the safety of vehicles entering Mt. Vernon from either Canal or Grand Terrace Road due to the excessive speed of traffic on Mt. Vernon at the crest of the hill. Mayor Matteson, inquired whether any accidents have occurred at the corner in question. City Engineer Kicak, reported that he reviewed the accident history of that site up to the first quarter of 1991 and discovered that there have been two collision accidents at that corner over the past five years. He added that he is aware that an accident occurred at that location recently but stated that he has not yet seen the accident report. He reiterated his suggestion that a Council Minutes - 8/22/91 Page 4 "Reduced Speed Zone Ahead" sign be placed on Mt. Vernon with a flashing signal at that location but requested clarification as to whether Council wanted to place a red flashing light on Canal. Councilmember Carlstrom, expressed his support for the City Engineers suggestion and cited the effectiveness of an amber warning light on south La Cadena in Colton which alerts traffic to a crosswalk at that location. City Manager Schwab, stated that the City would need Council action and an appropriation in order to study the cost of the installation of the proposed warning light, adding that once Council directs Staff to place a traffic control device at that site, Staff can determine the necessary expenditures and agendize the issue for Council vote at a future meeting. Mayor Matteson, requested that the written traffic report and the cost estimate be presented at the next Council meeting and concurred with the City Engineer's assessment that an amber warning light and a reduced speed sign be placed on Mt. Vernon. Councilmember Carlstrom, inquired whether a light placed at that location would be visible to northbound traffic. City Engineer Kicak, explained that one amber light would be placed on top of the hill on Mt. Vernon north of Brentwood and the other light would be installed on the approach to the hilltop within the City limits. Councilmember Christianson, questioned whether the load limit signs in the vicinity of the Barton Road/I-215 off -ramp are too close to the street and inquired whether the owner of the vacant lot at the junction of Barton Road and Preston was contacted regarding the sale of used vehicles on that property. Planning Director Materassi, affirmed that the owner of the property in question has been contacted. She stated further that the owner will enter into an Agreement with the City to allow the City to abate the vehicles at that site. Ma or Matteson, read from a letter that he received from the Colton/Vietnam � Memorial Rededication Fund which announces that VFW Post 6476 of Colton and American Legion post 155 are sponsoring a project to re -dedicate a memorial plaque and re -locate it to a more suitable area in Colton and to add a plaque that will list Colton High School alumni who were killed in action. He stated that the letter indicates that the Memorial will be unveiled on November 9, 1991, and he commented further that Council is invited to attend the ceremony and luncheon at the VFW post. He requested that members of the public submit names of any Grand Terrace veterans who could be placed on the plaque. He announced that JoAnn Johnson and Wayne Webster of the Citizens Patrol were LiR r� �i Council Minutes - 8/22/91 Page 5 instrumental in preventing a burglary at a residence in Grand Terrace. He commented that swampers are occupying the area near the freeway offramp, adding that there has been some destruction of property at that location and stated that the City needs to abate that situation once again. He added that the Grand Terrace Soccer Team has requested City sponsorship and indicated that he would like to take action on the issue since the soccer club needs an immediate response. Add Sponsorship of Grand Terrace Soccer Team to Agenda CC-91-135 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to add the Grand Terrace Soccer Team request for sponsorship to the August 22, 1991 City Council meeting Agenda. Appropriate Funds to Sponsor Soccer Team CC-91-136 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to approve the sponsorship of the Grand Terrace Soccer Team by the City of Grand Terrace and to appropriate $295 from the General Fund. Mayor Matteson, expressed delight at the opening of the new Senior Center and congratulated the Seniors for their efforts and thanked the City Manager for supporting the project. He stated that he contacted the City of Colton to receive information regarding competitive bids for police services for the City of Grand Terrace, adding that he will report his findings to the Council at the next meeting. He offered condolences to Councilmember Hilkey regarding the death of Mr. Hilkey's brother and requested that the City send a gift to Councilmember Hilkey on behalf of the City and the Council. PUBLIC HEARING 6A. Appeal of SA-91-13 (Ceballos) Mayor Matteson opened discussion to the public. Barbara Pfennighausen, 22111 Ladera St., Grand Terrace; expressed opposition to the appeal of the Site and Architectural Board decision. Virginia Ceballos, favor of granting Architectural Board. Mayor Matteson 22550 Brentwood St., Grand Terrace; spoke in the appeal of the decision of the Site and returned discussion to Council. Council Minutes - 8/22/91 Page 6 CC-91-137 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to approve the appeal of the Site and Architectural Board's decision with the condition that the crime mitigation measures proposed by the applicant, including impact resistant glass, intrusion detection systems, and gates, be installed prior to the issuance of the building permits for the construction of the exterior stairway access. 6B. AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE RELATING TO RECYCLABLE MATERIALS AND PROHIBITING SCAVENGING OF SUCH MATERIALS N ME N NNC Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. CC-91-138 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to adopt the Urgency Ordinance relating to the prohibition of the scavenging of recyclable materials in the City of Grand Terrace, with the amendment of Section 2, #1 to read, "removal of items will likely result in higher rates for recycling," and amending Ordinance 127. UNFINISHED BUSINESS 7A. SECOND READING - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TITLEGRAND TERRACE, CALPORNIA, ADDING N TERRACE MUNC L MET ENTITLED "REGIONALREGULATIONS" POLLUTION16.04 THERETO PERTAINING TO MOBILE SOURCE AIR VEHICLEAND CC-91-139 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to accept the second reading of the Ordinance relating to the addition of Title 16 to the Grand Terrace Municipal Code entitled "Regional Regulations" and the addition of Chapter 16.04 thereto pertaining to mobile source air pollution reduction and vehicle registration fees. NEW BUSINESS 8A. Designate Voting Delegate & Alternate For League Conference CC-91-140 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CHRISTIANSON, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to appoint Mayor Matteson as the voting delegate for the League of California Cities Conference. CC-91-141 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to amend Motion #CC-91-140 to indicate that Mayor Pro Tem Grant was chosen as the alternate delegate for the League of California Cities Conference.
