THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ADOPTING A NOTICE OF EXEMPTION FINDING THAT THE CITY OF GRAND TERRACE ACTIVE TRANSPORTATION PLAN IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND ADOPTING THE GRAND TERRACE ACTIVE TRANSPORTATION PLAN Council Member Kenneth J. Henderson complimented staff on all of their hard work in preparing the Grand Terrace Active Transportation and wanted to comment on the record his satisfaction with the plan. ..RESULT;:. PUBLIC COMMENT Jeremy Briggs, Grand Terrace introduced himself to City Council and shared information about the Grand Terrace Community Basketball Association and invited the City Council and community to attend the organization's games. -Bobbie Forbes, Grand Terrace complimented the City on its participation and assistance with the Veteran's Day Celebration at Veteran's Freedom Park and was very pleased with the laser light show that was provided to all of the residents for their enjoyment. D. CITY COUNCIL COMMUNICATIONS Council Member Kenneth J. Henderson Council Member Kenneth J. Henderson wanted to congratulate Mayor Darcy McNaboe, Council Member Doug Wilson and Council Member Elect Jeff Allen who ran successful campaigns and will be sworn in at-the next City Council meeting in December 2018. City of Grand Terrace Page 3 Minutes Grand Terrace City Council November 13, 2018 Council Member Bill Hussey Council Member Bill Hussey attended the Veteran's Wall of Freedom Veteran's Day Celebration. He was pleased with the turn out and thanked Staff for volunteering their time to assist. Council Member Hussey also received several thank you cards and letters from various organizations throughout the community thanking him for his service. Council Member Doug Wilson Council Member Doug Wilson attended the Veteran's Wall of Freedom Veteran's Day Celebration. He was also very impressed with the day's events and Mr. Don Larkin's presentation. He also thanked Mr. Jim McNaboe for providing a flag for resident, Ms. Dani Bubier which he believed was very appropriate. Mayor Pro Tern Sylvia Robles Mayor Pro Tern Sylvia Robles congratulated Mayor Darcy McNaboe, Council Member Doug Wilson and Council Member Elect Jeff Allen for their successful campaigns. Mayor Pro Tern Robles commented on all of the events that have been held by the City this year and wanted to thank the administrative and maintenance Staff for all of their hard work. Mayor Pro Tern Robles had a lot of fun at the Trunk or Treat sponsored by the City, the Country Fair coordinated by.the Historical & Cultural.Activities Committee was nice and the Veteran's Day Celebration, which she described as being one of the best, was phenomenal. On November 15, 2018 Mayor Pro Tern Robles attended the Omnitrans Plans and Programs meeting and discussed the following: Satisfaction surveys and user surveys Premium shelter grants Mayor Darcy McNaboe Mayor Darcy McNaboe thanked Staff for the extra work they have put in for all of the events throughout the year. She really enjoyed the Veteran's Day experience and thanked the Wall of Freedom Committee, Dance Dimensions, Girl Scouts, Boy Scouts, and ROTC. She thanked G. Harold Duffey, City Manager for putting together the laser light show and shared that residents are requesting the City consider another laser light show in the future. Council Member Henderson asked if the sign program would conflict with the Barton Road Specific Plan. Director Molina explained that the program is how the guidelines would work. The signs proposed would still need to meet the zoning requirements and Barton Road sign requirements. City of Grand Terrace Page 5 Minutes Grand Terrace City Council November 13, 2018 Council Member Henderson asked if the base year is established at the time of application as opposed to new businesses that could arrive and increase sales tax but unrelated to the signage program. Director Molina stated that the base year is established at the time applied for the program. The information is obtained through the City's consultant. Mayor Pro Tem Robles asked City Manager Duffey to describe his experience with a sign program and how it worked. City Manager Duffey explained his experience with this type of program was with the City of Redlands. Partnerships between the City and local businesses, whether they, were a sign program or another enhancement to spur economic development `were successful. Council Member Wilson asked if the City could implement a thematic design before beginning the loan process. Director Molina stated that could be added into the design guidelines. Council Member Hussey is concerned that the City's sign ordinance is confusing and not very user friendly. He would like the sign ordinance reviewed and revamped to make it more user friendly. 'City Manager Duffey recommends the City reach out to the Chamber of Commerce regarding the sign code and hold a workshop for local businesses to address questions and concerns to get feedback. Mayor McNaboe asked if review of applications would go to Planning Commission, City Council or be approved over the counter. Director Molina explained it would go before City Council if the application exceeds the City Manager's authority of $10,000 unless the Council-would like to see them all come before City Council. The monument signs will be approved at staff level so long as they adhere to the sign.code guidelines unless they want a monument sign outside of the scope of the sign code then it would go before the Planning Commission. City of Grand Terrace Page 6 Minutes Grand Terrace City Council November 13, 2018 Mayor Pro Tem Robles would like the City Attorney to review the current sign code and provide her with a better and more thorough understanding of the code itself. 1. APPROVE THE ECONOMIC DEVELOPMENT COMMERCIAL SIGNAGE LOAN PROGRAM; AND 2. AUTHORIZE THE CITY MANAGER TO IMPLEMENT THE PROGRAM, WHICH MAY INCLUDE MINOR REVISIONS TO THE GUIDELINES IN KEEPING WITH THE GOALS AND OBJECTIVES OF THE PROGRAM. APPROVE AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT, TO ADD ADDITIONAL SCOPE AND FEE, BETWEEN THE CITY OF GRAND TERRACE AND WEBB ASSOCIATES FOR THE PREPARATION OF THE (100%) PLANS AND RELATED DOCUMENTS AND STUDIES OF COMMERCE WAY AND TO ACCORDINGLY INCREASE THE TOTAL COMPENSATION BY $29,890.00) AND; 2. AUTHORIZE THE CITY MANAGER TO EXECUTE THE AFOREMENTIONED AMENDMENT; WITH WEBB ASSOCIATES, IN THE AMOUNT OF $ 29,890.00, FOR ADDITIONAL RESEARCH, DOCUMENT PREPARATION AND RIGHT OF WAY ACQUISITION SUPPORT FOR PROPERTY SOUTH TO MAIN FOR THE COMMERCE WAY PROJECT. Harold Duffey, City Manager provided City Council with information on the following: Future Community Clean Up Day to include painting all of the retaining walls on Mt. Vernon Avenue, Barton Road and Main Street. Revisit the sign code with further legal explanation City of Grand Terrace Page 7 Minutes Grand Terrace City Council November 13, 2018 Address additional bus shelters and find avenues to ensure bus shelters are adequate and address problems with the senior bus services in terms of having access pickup from the Blue Mountain Villas City Manager Duffey updated the City Council on the Veteran's Day Celebration and provided some photographs of the event. He informed Council that the City is implementing a program to keep Grand Terrace Beautiful and providing information to those experiencing trouble maintaining their yard. City Manager Duffey updated the City Council on the upcoming Light Up Grand Terrace event.scheduled for Thursday, November 29, 2018 beginning at 4:00 p.m. at Azure Hills Church. I.
