ADJOURNED REGULAR MEETING - APRIL 20, 1982
An Adjourned Regular Meeting of the City Council of the City of Grand Terrace was
called to order at the Terrace View Elementary School, 22731 Grand Terrace Road,
Grand Terrace, California, on April 20, 1982 at 6:07 p.m.
PRESENT: Thomas A. Tillinghast, Mayor
Hugh J. Grant, Mayor Pro Tempore
Tony Petta, Councilman
Roy W. Nix, Councilman
Jim Rigley, Councilman
Seth Armstead, City Manager
Ivan Hopkins, City Attorney
Joe Kicak, City Engineer
Myrna Erway, City Clerk
ABSENT:
None
The meeting was opened with invocation by Pastor Jerry Folsom, First Baptist
Church of Grand Terrace, followed by the Pledge of Allegiance, led by Doug Erway.
ITEM ADDED TO AGENDA
Appointment of Council Representative for City Selection Committee
Mayor Tillinghast stated that the purpose of the City Selection
Committee of San Bernardino County would be to meet on Friday,
April 23, at 11:00 a.m. to select one regular member and one
alternate member to serve on the Local Agency Formation Commission.

Motion by Councilman Rigley, Second by Councilman Grant, ALL AYES,
to appoint Councilman Petta to serve on the City Selection Committee.
RESOLUTION NO. 82-19
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION
HELD IN SAID CITY ON APRIL 13, 1982, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS PROVIDED BY LAW.

Following reading of the Title by City Attorney Hopkins, Motion by
Councilman Petta, Second by Councilman Grant, ALL AYES, to adopt
Resolution No. 82-19.

SWEARING -IN CEREMONY
The City Clerk administered the Oath of Allegiance to the two
newly -elected Council Members, Tony Petta and Barbara Pfennighausen,
and presented Certificates of Election to them.
SPECIAL PRESENTATION
Mayor Pro Tem Grant presented a plaque to outgoing Mayor Thomas
A. Tillinghast, and commended him for his performance on the
City Council.
Mayor Tillinghast thanked the citizens for the opportunity of
serving on the City Council for the past three and a half years,
and for the faith and support in the recent election. He stated
that he would continue to be active, and would give full support
to the existing City Council and to the excellent Staff, who
have served well.
COUNCIL REORGANIZATION - ELECTION OF MAYOR & MAYOR PRO TEMPORE
The City Clerk declared the offices of the Mayor and Mayor Pro
Tempore vacant, and opened the floor for nominations for Mayor.
Councilman Rigley nominated Councilman Grant for Mayor. No
further nominations were received.
Hugh J. Grant was elected Mayor of the City of Grand Terrace on
AYE votes of Council Members Petta, Nix, Rigley, and Pfennighausen,
with Councilman Grant abstaining.
Mayor Grant expressed appreciation to the Council Members for
the confidence displayed in electing him as Mayor, and stated
he would do his best to serve the Council and citizens well.
Mayor Grant opened the floor for nominations for Mayor Pro Tempore.
Councilman Petta nominated Councilman Rigley. Councilman Nix
nominated Councilwoman Barbara Pfennighausen. Councilman Rigley
was elected Mayor Pro Tempore of the City of Grand Terrace, on
AYE votes of Councilmen Petta, Rigley and Mayor Grant. AYE
votes were cast for Councilwoman Pfennighausen by Councilman
Nix and Councilwoman Pfennighausen.
Mayor Pro Tempore Rigley expressed thanks and stated he would
endeavor to assist the newly -elected Mayor in any way he can,
and will serve Grand Terrace to the best of his ability.
Mayor Grant encouraged everyone to remain for the Community
Potluck Dinner, immediately following the meeting.

at 6:22 p.m. The next regular meeting will be held Thursday,
April 22, 1982, at 6:00 p.m., following a Public Workshop
Session at 5:00 p.m.
