COUNCIL MINUTES
SPECIAL MEETING - SEPTEMBER 4, 1980
A Special Meeting of the City Council of the City of Grand Terrace was called to
order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace,
California, at 3:06 p.m. on September 4, 1980.

PROPOSAL FOR REVISION TO REDEVELOPMENT PLAN
Mr. Gale Carr, Gale Carr & Associates, briefed Council regarding
the need and benefits of redevelopment for the City. He stated
surveys had been conducted throughout the City to determine the
need and to identify projects which could be accomplished through
the redevelopment process, and presented reports to Council
showing the results of the surveys.
Some of the projects identified for which there is insufficient
funding are a civic center, a fire station, park development,
flood control, beautification of Barton Road• and Mt. Vernon, and
reconstruction of streets, curbs, gutters, and sidewalks.
Approximate cost for the identified projects thus far is
$15,000,000.00. The redevelopment process improves the possibility
of obtaining state and federal grants.
Mr. Carr described certain types of programs which could be
designed to meet community needs, such as interest -free loans to
senior citizens, and making three to six percent interest loans
available to present homeowners for rehabilitation or to refinance
the entire loan at a lower interest rate.
In discussion, Council questioned the process by which the
Community Redevelopment Agency acquires the funds. Mr. Carr
explained the tax increment process, and indicated the City
would acquire $20,000,000.00 to $35,000,000.00 in tax increment
over a thirty year period.
Mr. Carr also stated the preliminary surveys have established
blight, so the Agency will be in a favorable position when
negotiations are conducted with the San Bernardino Fiscal
Review Committee regarding tax increment.

The Special Meeting of the City Council was adjourned at
3:55 p.m. A Public Work Session will be held September 4, 1980
at 4:00 p.m. at the First Baptist Church of Grand Terrace,
12354 Mt. Vernon, Grand Terrace, California, followed by
the regular meeting at 6:00 p.m.
