COUNCIL MINUTES
SPECIAL MEETING - OCTOBER 9, 1980
A Special Meeting of the City Council of the City of Grand Terrace was called to
order at 22795 Barton Road, City Hall, Grand Terrace, California, at 3:45 p.m.
on October 9, 1980.
PRESENT: Thomas A. Tillinghast, Mayor
Hugh J. Grant, Mayor Pro Tempore
Tony Petta, Councilman
Roy W. Nix, Councilman
Seth Armstead, City Manager
Ivan Hopkins, City Attorney
Jim Craig, Clayson, Rothrock & Mann
Joe Kicak, City Engineer
Myrna Lindahl, City Clerk
ABSENT: Jim Rigley, Councilman (Consent Form on file in City Clerk's Office)
Mayor Tillinghast announced the Special Meeting of the City Council
had been called for the purpose of discussing litigation in an
Executive Session, and to consider adoption of an ordinance and
resolution pertaining to litigation.
EXECUTIVE SESSION
Council adjourned to an Executive Session at 3:46 p.m. to discuss
litigation, with City Manager Seth Armstead, City Attorney Ivan
Hopkins, City Engineer Joe Kicak, Finance/Administrative Services
Officer Ed Clark, Larry Rowe, L.W. Rowe & Associates, and Jim
Craig, Clayson, Rothrock & Mann, in attendance.
RECONVENE
Council reconvened the special meeting at 6:01 p.m., with all
members present, except Councilman Rigley. Mayor Tillinghast
announced the Executive Session was held for the purpose of
discussing litigation, and an ordinance and resolution would be
introduced as a result of the Session.

ORDINANCE NO. 40
AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE, SAN BERNARDINO COUNTY, CALIFORNIA, ESTABLISHING
PRIORITIES FOR ALLOCATION OF SEWER CONNECTIONS.
CC-80-348 Motion was made by Councilman Nix, seconded by Councilman Petta,
and carried unanimously, by all present, to adopt Ordinance No. 40
by title only.
RESOLUTION NO. 80-37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, AMENDING RESOLUTION NO. 80-18, INCREASING FEES PAYABLE
FOR ACQUISITION OF SEWER CAPACITY.
CC-80-349 Motion was made by Councilman Petta, seconded by Mayor
Tillinghast, and carried unanimously, by all present, to adopt
Resolution No. 80-37.
Mayor Tillinghast announced that Resolution No. 80-37 establishes
the sewer connection fee at $1240.00 for a single family
residential unit, and copies of the Urgency Ordinance and Resolution
will be made available to the press.
ADJOURN
The Special Meeting of the City Council adjourned at 6:04 p.m.
The next Regular Meeting will be held October 16, 1980, at the
First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand
Terrace. A Public Work Session will be held at 4:00 p.m.,
followed by the regular meeting at 6:00 p.m.
