01/10/1979r � El MINUTES An adjourned regular meeting of the City Council, City of Grand Terrace, was held in the City Hall, 22140 Barton Road, Grand Terrace, California, on January 10, 1979 at 6:00 P.M. CALL TO ORDER Mayor Petta called the meeting to order at 6:06 P.M. INVOCATION Reverend Loutzenhiser, Grand Terrace Congregational Church PLEDGE OF ALLEGIANCE ROLL CALL Council Present: Councilmembers Tillinghast, Erway, Grant; Mayor Petta Council Absent: Councilman Allen Staff Present: City Manager, Seth Armstead; Executive Secretary/Deputy City Clerk, Myrna Lindahl Staff Absent: City Attorney, Ivan Hopkins; City Engineer, John Shone APPOINTMENT Civic Center Site Selection Committee - Mayor Petta, with Council's OF COMMITTEE approval, appointed City Manager Seth Armstead as Chairman of the MEMBERS Civic Center Site Selection Committee. The Committee will consist Item 1. of staff members, the fire chief, police chief, John Shone, Joe Kicak, and two citizens at large. Councilman Tillinghast recommended the two citizens at large be individuals who had not previously served on the Municipal Advisory Commission, so that they could possibly furnish new ideas. Councilman Erway recommended reviewing the material that had been prepared by the Municipal Advisory Commission. Ways & Means Committee - Five Members: Mayor Petta called attention to Councilman Allen's memorandum of January 10, 1979, in which he listed his recommendations for members on each of the committees. - Mayor Petta then opened the floor to nominations which were as follows: Councilman Allen (by memorandum) Ernie Zampese Councilman Tillinghast Councilman Erway Councilman Grant Mayor Petta Geoffrey Dooley (alternate) Glenda Jay Gesa Kearney Eugene Tidwell Dr. Jack Booker CC-79-12 Councilman Erway moved closing the nominations, seconded by Councilman Grant, with AYE votes of all present. Councilman Cc-79-13 Tillinghast moved approving the nominations, -seconded by Councilman Erway, with AYE votes of all present. Parks & Recreation Committee - Seven Members: Mayor Petta opened the floor to nominations, which were as follows: Page one - January 10, 1979 Councilman Allen (by memorandum) Geoffrey Dooley Councilman Erway Beverly Watson Councilman Tillinghast Roy Nix Dick Rollins Councilman Erway Maria Bartley Mayor Petta John Lotspeich Councilman Grant Gesa Kearney City Manager Seth Armstead stated that Mr. Roy Nix recommended considering Ron Poll and Mike Weber, both of whom had worked with him on engineering and design for Parks & Recreation in, the Municipal Advisory Commission. He also recommended considering Howard Knuppenburg. Councilman Erway recommended considering those three individuals as alternates. Councilman Tillinghast then nominated Ron Poll to the Committee. Mr. Geoffrey Dooley, 22432 Franklin, questioned if individuals were going to be allowed to serve on more than one committee, indicating that one individual is now listed on two committees. Following discussion, Councilman Grant withdrew his nomination of Gesa Kearney to the Parks & Recreation Committee, since she has been appointed to the Ways & Means Committee. Mayor Petta recommended listing Mike Weber and Howard Knuppenburg as consultants to the Committee. Councilman Erway suggested they C C-79-14 be listed as alternates, and then moved closing the nominations, seconded by Councilman Tillinghast, with AYE votes of all present. CC-79-15 Councilman Tillinghast then moved approving the nominations, seconded by Councilman Grant, with AYE votes of all present. Planning Committee - Seven Members - Upon Mayor Petta's request, City Manager Seth Armstead gave a briefing on the functions of this committee. Mayor Petta opened the floor to nominations which were made as follows: Councilman Allen (by memorandum) Bill DeBenedet Councilman Erway Dr. Lloyd Watson Councilman Grant Mrs. Winifred Bartell Mayor Petta Dr. Tom Rivera Councilman Tillinghast Vern Andress Mayor Petta Frank Tetley Councilman Grant Sanford Collins Nominations for alternates were made as follows: Councilman Tillinghast Ron Schuster Councilman Erway Harry Wilcoxen Councilman Tillinghast Eugene Tidwell CC-79-16 Councilman Erway moved closing the nominations, seconded by Councilman Tillinghast, with AYE votes of all present. Councilman C C-79-17 Erway then moved approving the nominations, seconded by Councilman Grant, with AYE votes of all present. Page two - January 10, 1979 Councilman Tillinghast recommended that City Manager Seth Armstead contact the first appointee on each of the committees, ask them to see that the committee is called together, and that each committee could then elect a chairman. PUBLIC Mr. John Mathews, 11733 Eton Drive, and Reverend Loutzenhiser, PARTICIPATION Pastor of the Grand Terrace Congregational Church, both made favorable comments regarding our city.
